SAN DIEGO (KGTV) -- San Diego State University’s oldest known alumnus passed away just 17 days after celebrating his 107th birthday, the campus reported.According to school officials, William “Bill” Vogt is among the first students to set foot on the campus at Campanile Drive in 1931."It was during the Great Depression at a time when Edward L. Hardy, whom Vogt once recalled as “very low key,” was the school’s second president," the school said.SDSU said Vogt completed his "business degree course work in late 1934 when San Diego State had no official commencement ceremony for mid-year degree completion. Although he said he requested a diploma, he could not recall having ever received one."In 2018, SDSU President Adela de la Torre honored his request and presented Vogt with a diploma 83 years later during a ceremony.The school said that Vogt was a U.S. Navy veteran of World War II and the Korean War and retired in 1970 with the rank of commander in the U.S. Naval Reserve."A notice of his death issued by the Navy said he enlisted in the Reserve with a rank of Yeoman First Class in 1940 and was called up Dec. 8, 1941, the day after the Japanese attack on Pearl Harbor. He served as an intelligence officer at several locations, including California and Washington, D.C. SAN DIEGO (KGTV) - San Diego winemakers say business is picking up, and there's a new way to for locals to get their foot in the door. A new report by the San Diego County Vintners Association says there are now 116 wineries in the region, with sales nearly doubling in the last year. The industry now has about 700 workers in the county. Now, the association has teamed up with Cuyamaca College for a Viticulture Technician Apprenticeship program. Participants work 1,500 hours a year, learning the ins and outs of winemaking. They earn an hour the first year and the second, with opportunities to make more doing side jobs once they get enough experience. "You can't really sell wine unless you know where it's coming from and what goes into it, creating the story behind the wine itself," said Kaylan Wedemeyer, who is an apprentice for La Mesa's San Pasqual Winery.Linda McWilliams, who owns San Pasqual, said many local wineries are mom and pops, but that apprentices can also grow with them."I think we'll find places for the people who graduate, and then we'll build together," she said. The program is accepting applications ahead of interviews in December, and January starts.  1227

SAN DIEGO (KGTV) -- Saturday marks the first day of the electric scooter and motorized device ban on San Diego's beach boardwalks. They include La Jolla Shores, Pacific Beach, Mission Beach, and the bayside walk area of Mission Bay.The ban comes after multiple reports of wipeouts, severe injuries, and even deaths. It was finalized by a 5-4 city council vote in December. For the first 30 days, San Diego Police will be issuing warnings. After that, they will be giving out citations. Despite being illegal, the scooters will be geo-fenced to 3 miles-per-hour on the boardwalks. This is slower than the average walking speed and the safest way to enforce the ban.10News met Felicia Minton and her mommy group, walking along the boardwalk in Mission Bay. She said she feels much safer since the ban went into effect. "Is it a good thing. I think people are naturally starting to understand that it's not the safest way of transportation," Minton said. Some people said it is not fair to be lumped in with e-scooter renters who are not good at what they do.We also met Will Brockett, who owns and rides a device called the "One-Wheel." It resembles a skateboard with one giant motorized wheel in the center of the board. "I just hit 1,300 miles on it," Brockett said. He is in a Facebook group of enthusiasts who go on group rides, mostly in Mission Bay, including the boardwalk. Before the council vote, his group submitted a petition to stop the ban, arguing that as responsible owners, they take care of their rides and prioritize safety. "You don't ride completely hammered after a Saturday night, on a dark street with no safety gear," Brockett said. California law defines a motorized scooter as a vehicle that has two wheels, handlebars, a floor-board that can be stood up while riding, and a motor. But the local prohibition includes ALL electric devices, including e-scooters, e-bikes, Segways, and one-wheels. "If somebody is acting with no regard for safety or pedestrians, that falls on the individual. Not on a whole group of individuals," Brockett said.
