BEIJING, May 21 -- China's tax authority has cut or waived a tax levy, offered a tax refund, and reiterated the tax concession on donations related to the earthquake in Sichuan Province as means of helping to support victims.     Losses suffered by companies and individuals due to the 8.0-magnitude earthquake can be tax deductible, the State Taxation Administration said in a notice on its Website.     As of 6pm yesterday, the number of people killed by the devastating quake has reached 40,075 while 247,645 people have been injured and there were still 32,361 people unaccounted for.     The supplies donated by overseas governments, individuals and companies are exempted from import taxes (including Valued Added Tax and Customs Duties), the tax authority said.     People whose tax-paid autos or ships have been destroyed in the quake can apply for a refund of Vehicles and Vessels Usage Tax for the period from the date they were destroyed until the end of the year. Normally auto and ship tax is prepaid at the beginning of the year. The rules are enforced by the provincial governments for the quake-hit area.     Companies and individuals who donated money to the earthquake area will be partly exempted from taxation, the tax authority reiterated.     Companies on the Chinese mainland have made a combined donation of more than 4.5 billion yuan (US5 million) in cash and goods as of yesterday afternoon, according to Chinese Web portal Sina.com.     Donation, which are within 12 percent of a company's total annual profit, can be claimed as tax deductible expenses, according to China's corporate income tax law. Donations that exceed the amount are not tax deductible.     For individuals, donations that are less than 30 percent of their income, can be tax deductible. The donations must be made through domestic non-commercial social entities or government bodies. Individuals' donations made directly to the quake victims are not tax deductible.

Your spirit has touched all Chinese people. I hope you will soon go back to your normal lives and build a better home."     At Dujiangyan Radio and Television Station, Li urged the technicians to repair the network as soon as possible to ensure that the people in the quake zone could enjoy radio and TV programs. Li hoped they could go deep into the front line of the quake and represent the feelings of the victims, soldiers and other relief workers.     "I believe you can create many artworks that will inspire the people affected by the earthquake," Li said.     He was accompanied by Liu Yunshan, a member of the Political Bureau of the CPC Central Committee and director of the Publicity Department of the CPC Central Committee.     The death toll in the earthquake that jolted Sichuan Province and some other areas on May 12 rose to 69,107 as of Tuesday noon.

BEIJING, Oct. 13 (Xinhua) -- The Communist Party of China (CPC) Central Committee recently held a forum to solicit opinions and suggestions from non-Communist personages on the documents of its latest plenary session held late last week.     CPC Central Committee General Secretary Hu Jintao briefed the leaders of the non-Communist parties, leaders of the All-China Federation of Industry and Commerce, and persons without party affiliation on what was considered when forming the document. He asked them to raise suggestions on its revision.     Some delegates made remarks, approving the summary made by the CPC Central Committee on the experiences of the 30 years of rural reform and development and supporting the guideline thinking, objectives, principles and measures of rural reform and development.     They raised suggestions on the overall plan of urban and rural development, farmland protection, grain security, spread of agricultural technology and rural financial system reform, as well as on deepening cross-Strait agricultural exchanges and cooperation and improving grassroots democracy.     After hearing the opinions, Hu said the suggestions were valuable and reflected the in-depth thinking of the participants. Relevant departments would conscientiously study and adopt them.     He added China was an agricultural country with the majority of its population in rural areas. BEIJING, June 13 (Xinhua) -- A dozen people were killed and millions were affected as rainstorms continued to lash south China over the past two days, local authorities said on Friday.     Torrential rains also destroyed more than 10,000 houses, disrupted traffic and caused landslides in the provinces of Jiangxi, Hunan, Hubei and Anhui, Guangdong, as well as Guangxi Zhuang Autonomous Region.     Precipitation exceeded 300 mm in several counties and 250 mm in more than 20 during the last two days in Guangxi and Hunan.     Five people were killed in landslides and house collapses in Guangxi. More than 1.58 million were affected as of Friday morning. About 4,000 electricians were on stand-by to fix power facilities if affected by the rainstorms.     Storms were expected to hit quake-battered Sichuan Province on Friday night and Saturday morning, according to the provincial meteorological bureau.     Relevant departments were warned of mud-and-rock flows and landslides that could be triggered by strong rains.
