BEIJING, Aug. 26 (Xinhua) -- China is enacting various measures, such as increasing its annual grain harvest and creating new grain safety legislation, to ensure a food-secure society, according to an official of the country's top economic planning body.Zhang Ping, minister in charge of the National Development and Reform Commission (NDRC), said in his report to China's top legislature on Thursday that China would increase its grain output capacity to an annual yield of 550 million tonnes by 2020, which would be a rise in output from 530.8 million tonnes in 2009.Zhang said the country would further strengthen its grain production capacity, by means such as improving infrastructure construction, especially the farmland irrigation system, expanding the use of fine breed and high-productivity technology, improve farming methods and upgrading the farming industry's ability to resist disasters.China's total grain demand is expected to reach 572.5 million tonnes by 2020, and to maintain a food self-sufficiency rate of 95 percent, at least 540 million tonnes of grain would be needed by then, Zhang said.Zhang added that the NDRC and other food administrative agencies were working together in a draft law on food and grain.According to Zhang, China has established a preliminary emergency response system for grain safety, strengthening the production, storage, transportation and distribution of food and grain during emergency situations.

BRUSSELS, Oct. 5 (Xinhua) -- Chinese Premier Wen Jiabao urged Tuesday the European Union (EU) to objectively and fairly treat the RMB exchange rate issue as that would benefit the EU, China, and the world economy.Wen made the remarks while meeting the Euro Group troika, including Euro Group President and Luxembourg Prime Minister Jean-Claude Juncker, European Central Bank President Jean-Claude Trichet and EU Economic and Monetary Affairs Commissioner Olli Rehn.The meeting took place on the sidelines of the two-day eighth Asia-Europe Meeting (ASEM) Summit in Brussels as China is under external pressure to appreciate its currency.Wen said China would further reform its formation mechanism of the yuan exchange rate to increase the currency's flexibility.China's central bank has announced on June 19 a series of steps of reforms. SHIJIAZHUANG, Sept.10 (Xinhua) -- Chinese Premier Wen Jiabao on Friday, the nation's Teachers' Day, called on teachers to dedicate themselves to rural education, improving teaching standards and contributing to the modernization of the country's education program.Wen made those remarks during a visit to a middle school in Xinglong County of north China's Hebei Province, which is about 135 km from Beijing.Teachers play a key role in primary education, which lays the foundation for a country's development, Wen said, adding that Chinese teachers had made contributions to the country's education cause and modernization drive through hard work and selfless devotion.Wen stressed it was important to improve rural education as it is a matter concerning the long-term development of rural areas and the improvement of people's skills.Persistent efforts would be made to ensure students in rural areas have universal access to schooling and modern education, he said.In 2007, China decided to waive tuition fees for students training to become teachers at six top teaching universities in Beijing, Shanghai, Changchun, Wuhan, Xi'an and Chongqing.To be eligible for free tuition, the student must agree to work at a primary or middle school for at least ten years after graduation and spend the first two years in a rural school.The first group of students who enrolled under the tuition-free program are scheduled to graduate next summer.Eight students from the Beijing Normal University who are in the program joined Wen in his visit to the rural school Friday.Wen urged the students from the university to develop a better understanding of China's rural area, contribute to rural education and help build their hometowns into better places after graduation.The premier asked them to make rural education their career and prepare themselves for hardships and challenges.He said the government would continue its support to the program of tuition-free education for normal school teachers and provide them with opportunities of receiving further education and grant favorable policies in employment.
