SAN DIEGO (KGTV) — San Diego Police Officers are patrolling the College Area, cracking down on noise and health order violations as San Diego teeters on the edge of the red tier for coronavirus restrictions.Friday eight cease and desist orders were issued to College Area houses. The reason being the residence "intends to hold large gatherings on Oct. 30, 2020, - Nov. 1, 2020, in blatant violation of the Order of the State Health Officer, the County Order of the Health Officer and Emergency Regulations, and CDPH's October 9, 2020 gathering guidance."Saturday on Dorothy Drive near Dorothy Way it was easy to hear music, excited yelling, and chatter from multiple homes. A steady stream of young people came and left various houses.Normally, Jean Hoeger says it gets pretty wild, but when she went out Friday, "it was pretty quiet you didn't see the hoards of kids walking on the street which is kinda common in the College Area."Hoeger is a representative of the College Area Public Safety Committee."There were parties but they all seemed to be inside small groups, loud noise was not really present so nothing you could call into the police department for a noise disturbance," Hoeger said. She said she was proud the students seem to be abiding by the rules, saying, "If they're partying inside their houses with their little group of friends that's fabulous!"Hoeger said huge parties are the most "disconcerting to us any time of the year because it's just disruptive to the whole neighborhood, when they leave most of them are drunk and unfortunately a lot of sexual assaults happen."Any San Diego State students found violating the university's Stay Home order, which lasts through Monday, Nov. 2 at 6 a.m., could face disciplinary action, up to expulsion.Since Aug. 24, SDSU has issued nearly 970 violations, according to a statement from the university."They should be afraid of the consequences of their actions, whether related to COVID or in regards to the San Diego Municipal Code with regard to noise," Hoeger said.Violating the cease and desist orders could result in a misdemeanor offense and a ,000 fine. 2135

SAN DIEGO (KGTV) -- Residents in Sherman Heights are worried about a new homeless storage facility expected to open up in their neighborhood. The facility would reportedly go up on the corner of 20th and Commerical streets. It would have up to 1,000 individual storage bins. People in Sherman Heights say they don't want the facility to be an eyesore and were never consulted by the city. The facility would be similar to one that already exists on 16th Street. That facility provides lockers and storage bins for approximately 400 people. The facility is city-funded but run by the non-profit organization Think Dignity. The city is hosting a community forum about the storage facility on Friday from 6 p.m. to 7:30 p.m. at the Sherman Heights Community Center.  811

SAN DIEGO (KGTV) -- San Diegans could see a bit of relief from rising housing prices, according to a Zillow housing report.The report claims that 20 percent of listings in June saw a price cut, compared to only 12 percent of homes that had their prices cut a year ago. Similarly, the increase in home values has slowed, and is expected to see even slower growth over the next year.While the rise in home values has seen a slight decrease, they’re still on the rise. The median price in the county is now 3,700, up 6.6 percent from a year earlier."Now with prices being so high, we decided to move to Arizona where prices are more affordable," said Eric Oster, who rents an apartment in the Kearny Mesa area.Zillow expects that rate of appreciation to decline to 4.7 percent by next year. Still, the cooling home price growth is being offset by higher interest rates, which increases monthly payments. "The key is, if you're going to buy a home, the biggest question is - can I afford the payments, and if you're stretching yourself too thin it doesn't matter what the market's doing," said Bridget Potterton, a San Diego Real Estate Broker.The median home value in the US is currently 7,300. SAN DIEGO (KGTV) -- San Diego County and other cities are trying to give businesses and places of worship more options that would allow them to expand into nearby parks, and while some are taking the help, others are finding alternative ways to stay open.Last weekend, in Encinitas, a massive church gathering was organized, with photos of the event posted on social media.At the gathering at Cardiff State Beach, crowds of people were seen singing, praying, and cheering. Most people weren’t wearing masks and not many people were practicing social distancing.RELATED: Concerns over mass crowds gathered for religious gathering at beachThe event was organized by Worship Leader Sean Feucht, but the State Parks Department said the event did not have a permit.That gathering is the type of mass-attendee event that county officials and other local leaders are working to avoid.Earlier this week, county officials warned three local churches after it was reported they were still holding services indoors – a violation of the state’s guidelines for places of worship.In response to the weekend beach gathering, City of Encinitas officials sent ABC 10News a statement saying they are offering temporary commercial use permits for religious services, fitness classes, or other similar types of activities in outdoor recreational areas.RELATED: Health officials warn local churches about holding indoor servicesSeveral weeks ago, Poway leaders launched their own initiative to allow for outdoor operations. Mayor Steve Vaus said they’ve already gotten businesses that are using the park space for fitness classes. Of course, social distancing will have to be followed and masks will be required. And they’ll set aside a space for you. And with proper insurance coverage you can use that space for your activities.”County Supervisor Dianne Jacob is looking to expand this option at the county level.
