SAN DIEGO (KGTV) -- National City police are searching for the driver linked to a hit-and-run crash that killed a skateboarder earlier this month.Police said on July 10, at around 12:30 a.m., 28-year-old Victor Ernest Morales was riding his skateboard northbound on the street in the 500 block of Palm Avenue when he was struck from behind by an unknown vehicle at a high rate of speed. The vehicle sped away, leaving Morales on the road, police said. SAN DIEGO (KGTV) - Nearly four thousand kids in San Diego County have tested positive for lead poisoning over the past decade, and more than 130,000 have missed crucial tests, according to a new report from the California State Auditor.State law requires all 1-and-2 year old children on Medi-Cal to get lead testing. The auditor's office says that's not happening.According to the study, 61% of the tests that should have happened since 2009 were missed. In San Diego, that number is 59%. Specifically, kids in San Diego missed 130,657 of the 220,782 tests that should have been administered.Meanwhile, 44,418 kids across the state tested positive for elevated lead levels. In San Diego, 3,395 tested positive.Local doctors say it's problematic because lead poisoning is nearly impossible to detect without proper testing."Unless you screen kids, they are almost always asymptomatic," says Dr. Kenneth Morris, the Medical Director of the Children's Primary Care Medical Group. "You have no idea until you do the routine screening."Dr. Morris says infants are especially prone to ingesting lead, which can cause developmental problems throughout life."They're crawling on the floors, and they're putting their hands in their mouth. It's just that much easier for the lead to get into their system," he says.Morris says access is a problem for many families on Medi-Cal. They go to their doctor's office for routine check-ups and appointments, but can't get to the follow up lab visits for testing."If you have to refer a child out to a laboratory, it becomes that much more challenging. Because then it falls on the family to be able to get to a lab or hospital to get their blood drawn and get the test completed," he says. "That can be a real challenge for under-served families. To get to us, they have to get a friend to drive them or take the bus."Morris says many offices are now getting basic testing abilities, but as long as families have to go to multiple locations, this will remain an issue.See the full report from the State Auditor's Office here. 2069

SAN DIEGO (KGTV) - Neighbors in Allied Gardens had a front row seat to a woman’s retirement. The group gathered outside a home as a pre-built granny flat was lifted into the backyard with a crane.Tula Striffler chose the option as a way to be close to her daughter.“I think it’s an economical way for me to still live my life fully and do it on a retirement budget,” said Striffler.Michael Avery owns Instant Guest Homes. He says many of his customers are using the homes for secondary income, or a way to expand their family’s living space.“These home are start to finish 90,000 dollars, everything is included except for the permit fees,” Avery said.Earlier this year, the City of San Diego reduced the cost of granny flat permits, which ranged from ,000 to ,000.After a steady process, Striffler’s home was gently placed in her daughter’s backyard. It includes a bedroom, bathroom, kitchen, and living room.Mother and daughter are happy to be close to each other, with a space of their own.“It’s just the two of us so by making it work, we're thrilled.” 1068

SAN DIEGO (KGTV) — North County residents have banded together to help a woman who was living in her van with hundreds of pet rats and nowhere to turn.Locals were first alerted to the woman's situation outside a Del Mar convenience store, where she works. Carla was recently living in her van with two pet rats after becoming homeless, neighbor Kimberly Jackson told 10News reporter Rachel Bianco. The two rats had babies and the situation grew out of hand. The rodents eventually totaled more than 300. The animals chewed through the wiring of the van, rendering it inoperable."Everywhere, there was not one place in the van where they had not gotten into, the wiring, the engine, they came and went from the engine area," San Diego Humane Society officer Danee Cook said. "She was extremely helpful during the entire process as well. She did love her pets, she just let it get out of hand and she became overwhelmed."Video of the rats scurrying across the van's dashboard surfaced on NextDoor, catching the attention of neighbors like Jackson. "She said, "are you here to ridicule me, like everybody else," Jackson told 10News. "I saw what was going on in there, and said, 'how can we help you?' There were like 300 rats in that van." That's when Jackson and other neighbors stepped in, helping Carla tow her van from the parking lot. The San Diego Humane Society then removed the rats, which are healthy and now up for adoption. The acts of kindness have gone even further to help Carla. Neighbors set up a GoFundMe account that has raised nearly ,000 for Carla. Another neighbor donated a car. They're also helping connect her to homelessness resources and housing."She's just a gentle, gentle person, nobody knew she was homeless," Jackson said. "She's contributing to society and she fell on hard times. Everybody can use a little help now and then." 1865
