Over the past few weeks, the University of Farmington (Farmington), an undercover investigation run by Homeland Security Investigations (HSI), has been the focus of several media reports. These reports mischaracterized the purpose and rationale for the investigation, and I want to set the record straight. HSI is responsible for enforcing more than 400 federal statutes, including laws related to the student visa system. An estimated 1.2 million nonimmigrant students studied at more than 8,200 U.S. schools during 2018, promoting cultural exchange, providing billions of dollars to the U.S. economy, and contributing to research and development. Criminals and some students, however, exploit the student visa system, allowing foreign nationals to remain in the United States in violation of their nonimmigrant status.When a nonimmigrant student decides to enroll in a program of study in the United States, the student must abide by U.S. laws and regulations to maintain their nonimmigrant status. Above all, their primary purpose while in the United States must be to study. Every nonimmigrant student is required to "make normal progress toward completing a course of study" as a condition of maintaining their status. If they don't meet that standard, they are subject to arrest and removal from the country. The individuals who enrolled at Farmington, knowingly and willfully violated their nonimmigrant visa status and consequently were subject to removal from the United States.These individuals were not new to the U.S. student visa system; they were familiar with its requirements and their obligations. They secured visas to enroll in another U.S. school, and were already in the United States when they transferred to Farmington. In addition, prior to enrolling at Farmington, each prospective enrollee was informed that there were no classes, curriculum or teachers at Farmington. Despite this, individuals enrolled because they saw an opportunity to avoid any academic requirements and, instead, work full-time, which was a violation of their nonimmigrant status. Evidence, including video footage, audio recordings, and correspondence collected during the investigation supports that each prospective enrollee knowingly and willfully violated their nonimmigrant status.Farmington is a clear example of a pay-to-stay scheme, which is against the law and, not only creates a dangerous lack of accountability, but also diminishes the quality and integrity of the U.S. student visa system. Undercover investigations like this one provide law enforcement an inside look into how these networks operate, which was the primary purpose in establishing Farmington. The investigation provided HSI with a better understanding of how recruiters and others abuse the nonimmigrant student visa system. This, in turn, informs and improves DHS' efforts to uncover fraud at schools, provides insight into networks within the United States that facilitate such abuse, and serves as a deterrent to potential violators both in the short- and long-term.As sworn civil servants, HSI special agents will continue to uphold the Constitution and protect the country's borders and immigration laws. The rules and regulations that govern the student visa system help protect the country from individuals who seek to abuse the system or remain illegally in the United States. HSI is responsible for investigating these kinds of violations, which is precisely what it did by establishing Farmington to investigate a complex fraud scheme used across the country to undermine U.S. laws and individuals' safety. 3603

PATERSON, N.J. -- A tiny poodle named Bear is clinging to life after being tossed from a vehicle in New Jersey over the weekend, a local shelter said.The Ramapo-Bergen Animal Refuge described the dog as emaciated and matted when he was found lying in the street "after being discarded like trash," the shelter wrote on Facebook. It appears he suffered "a lifetime of neglect," they wrote.The dog was thrown from a car window around 1:30 p.m. Saturday, near 927 Market St. in Paterson, the social media post said.As of Sunday morning, the poodle was in the intensive care unit at Oradell Animal Hospital in Paramus.The shelter said Bear suffered pelvic fractures, skin lesions from road rash and a possible herniated diaphragm. PHOENIX, Ariz. – Blanca Ramirez knows how to step past an obstacle.“We’re trying to register people to vote,” said Ramirez. “It’s really important to vote.”Leading up to the October 5 deadline for voters to register in Arizona, Ramirez walked from shopper to shopper in a grocery store parking lot in south Phoenix, making sure people were registered to cast their ballot.“I come at eight in the morning and start talking to people and see if they are registering to vote,” she said.Ramirez’s mission is driven by the obstacles and hurdles she’s overcome. She came to Arizona from Mexico in 1977.“It was really hard,” she said. “We came from poor people, poor family.”Last year, Ramirez became an American citizen and in November will cast a ballot in a presidential election for the first time."It’s like I'm born again, and they say you’re going to start a new life,” said Ramirez.“When we hear folks are upset about the current state of affairs, no matter the issue, you care about that and so voting is one way we can make a change,” said Araceli Villezcas.Villezcas works for the non-partisan organization One Arizona.The group has registered more than 150,000 people to vote in Arizona this year.“I think it’s one of the most powerful ways of creating change,” Villezcas said.Change is something Arizona has seen a lot of.According to the United States Census Bureau, Arizona is one of the fastest growing states in the nation. About 886,000 people have moved to Arizona in the past decade.“Arizona is getting a lot of national attention right now and for good reason,” Villezcas said.Arizona has gone red in every presidential race dating back to 1996. Recent elections have seen a younger, more diverse voter turnout, making Arizona a toss-up in 2020.A New York Times poll released on October 5 shows Democratic candidate Joe Biden leading President Donald Trump by 8% in the state.“I think that’s the main obstacle, just making sure that voter education is accessible to everyone in Arizona, no matter what language they speak no matter their background,” said Villezcas. “That’s something we focus on reaching; communities especially communities of color, communities that have historically that have been left out in the political process."A recent Pew research study shows a quarter of registered Arizona voters are Latino.That includes voters like Ramirez.“We are ready. Police have apprehended a suspect in Phoenix after a lengthy pursuit on Tuesday afternoon. According to Phoenix police, the vehicle in the pursuit was part of an armed robbery investigation. At one point during the pursuit, the suspect carjacked a woman in Tolleson, Arizona.Watch chase in video player below.  333

Parts of an operation linked to Russian military intelligence targeting the US Senate and conservative think tanks were thwarted last week, Microsoft announced early Tuesday.The company said it executed a court order giving it control of six websites created by a group known as Fancy Bear. The group was behind the 2016 hack of the Democratic National Committee and directed by the GRU, the Russian military intelligence unit, according to cybersecurity firms.The websites could have been used to launch cyberattacks on candidates and other political groups ahead of November's elections, the company said.Among the websites a judge in the Eastern District of Virginia granted Microsoft control of were those with domain names designed to resemble sites used by congressional staff. They include "senate.group," and "adfs-senate.email."Other domains were designed to look like they were related to the Hudson Institute, a conservative think tank, and the International Republican Institute, whose board includes six serving senators, former Massachusetts Gov. Mitt Romney and Gen. H.R. McMaster.Microsoft said the domains were "associated with the Russian government and known as Strontium, or alternatively Fancy Bear or APT28." The company said it has no evidence that the domains were used in successful attacks but that it was working with the potential target organizations.Microsoft argued in court that the domains were posing as some of its company's services.Hackers could have used the domains to send emails to Senate staffers or people working for the Hudson Institute or the International Republican Institute in an attempt to trick them into handing over information, like their passwords.This form of attack, known as spearphishing, was successfully used to target Hillary Clinton's campaign chairman John Podesta in 2016.Missouri Democratic Sen. Claire McCaskill's staff was similarly targeted by a Russian group last year. McCaskill says the attempt was unsuccessful."Attackers want their attacks to look as realistic as possible and they therefore create websites and URLs that look like sites their targeted victims would expect to receive email from or visit," Microsoft President Brad Smith said in a blog posted to the company's website on Monday night.The news comes less than a week after it emerged that two Democratic congressional primary candidates were hacked earlier this year.The campaigns of Dr. Hans Keirstead and David Min, both of whom lost in California's June primaries, were breached, but the groups responsible for the attacks have not been made public and may not be known.Microsoft said Monday that, in light of the ongoing threats to political groups in the US, it was launching a specialized cybersecurity protection service called AccountGuard.The company says it will offer the service to all candidates and campaign officials, as well as think tanks and political organizations that use Microsoft Office 365, at no additional cost.The initiative is part of Microsoft's Defending Democracy Program, which it launched in April.
