SAN DIEGO (KGTV) — San Diego Police Department is investigating a video sent to several employees that depicts Hitler and makes "offensive" remarks about an investigation into officers eating inside a restaurant amid stay-at-home orders. The video was created after an internal investigation was launched over officers eating inside a restaurant during the state's stay-at-home order, said SDPD public-affairs Lt. Shawn Takeuchi. Those orders banned indoor dining at the time.Takeuchi says whoever created the video was clearly angry over the department's investigation into that incident. The video uses a clip from the 2004 film "Downfall," a German film depicting the final days of Adolf Hitler during World War II. A scene in the film showing an enraged Hitler yelling at military officials is used in various parody videos online.Takeuchi said the video being investigated added subtitles that, "negatively portrays the community and department leadership. The video also makes a homophobic comment regarding the Mayor."Mayor Todd Gloria, who took office this month, is the city's first openly gay mayor. The video surfaced on Saturday and began to circulate. Numerous department members who received the video alerted their supervisors. Internal Affairs was notified and started an investigation.Takeuchi called the video "extremely disturbing and offensive.""At this time, we do not know if this video was made by someone in the department or by someone who does not work at SDPD. We are still investigating to determine who was involved in creating it," said Takeuchi. "The department will not tolerate hateful speech of any kind. If the video was created by a department member, Chief Nisleit will take swift action. This is not who we are as a department. This is not who we are as San Diegans."Gloria responded to the video on Saturday, saying in a statement that, "I regret that this act by an apparently disgruntled individual is now reflecting poorly on our Department. It’s unfair to the many men and women who serve our community with honor and a strong sense of duty. As Mayor, I will not tolerate racism, anti-Semitism, or homophobia in our City. We will swiftly confront these acts of bigotry wherever they are and hold those who are responsible for them accountable." 2292

SAN DIEGO (KGTV) - San Diego Gas and Electric said Tuesday night that the company has started work to restore power in certain areas. The company says wind in certain parts of the county has died down and employees are beginning to inspect power lines before turning power back on. To see when SDG&E expects to turn power back on in your area, click here. The company shut off power to nearly 30,000 customers Tuesday morning due to a public safety shut-off or unplanned outages due to high winds, the utility company reported.  By Tuesday night, that number dropped to about 18,600 customers."Before nightfall (Tuesday), we worked to expedite the process to begin restoring power to some customers impacted by today’s strong weather event. SDG&E crews and contract firefighters helped patrol power lines to ensure they were safe and free of debris, so we could begin safely restoring power. This same process will begin at daylight (Wednesday), starting with areas of the county that are not expected to see high wind speeds (on Wednesday)," an SDG&E spokesperson told 10News in an email.“We recognize how inconvenient it is to be without power. Public safety is our highest priority and we appreciate everyone’s patience throughout the duration of this extreme weather event,” SDG&E officials wrote in a blog.RELATED: 10News?Pinpoint Weather ForecastThe majority of the power outages were in East County communities, where SDG&E opened resource centers to provide charging stations, water, and food. 1560

SAN DIEGO (KGTV) — San Diego City Council President Georgette Gomez has floated the idea of turning the second floor of Golden Hall into a permanent homeless shelter.Gomez made her comments Tuesday as the City Council unanimously approved a plan to use the second floor as a temporary shelter for three months while a Father Joe's bridge shelter is relocated. The current shelter for women and families at 14th and Commercial will close April 1. The city plans to build a new tent shelter to open on a lot at 17th and Imperial by June 30. Construction will cost million and the city will lease the land for ,000 a month. "So why spend million to put something back when we can actually spend million in maybe long-term leases to try to find a permanent solution," Gomez said. The Golden Hall concourse is about 1.5 miles away, and steps from City Hall. The bottom floor is still used for various events, including naturalization ceremonies and performances. Greg Block, a spokesman for the mayor, said long-term at Golden Hall wouldn't work for Father Joe's."For their clients, they need to be close to their main campus," he said. "Going back and forth via shuttle and all kinds of things isn't a workable solution for these folks that are there longer term."Bill Bolstad, chief revenue officer for Father Joe's, said the 17th and Imperial location would help residents get health and child care and employment services. "All kinds of things that are infinitely easier to provide when it's right next door, that's why we're very excited about the location down there," he said. Gomez said she understood that but also that Golden Hall is also close to those locations on the east end of downtown. Ultimately, she supported the current plan, as did the rest of the nine-member City Council. 1811

SAN DIEGO (KGTV) — San Diego County reported 409 new coronavirus cases Thursday and a single-day record of 17 new deaths from the virus.Thursday's new cases had a 4% positive rate out of 10,434 reported tests, according to the county, bringing the region's total to 21,855 cases. The county's new deaths brought the county's death toll to 465. Eleven men and six women died between July 2 and July 15, and their ages ranged from 51 to 90 years of age. All but one had underlying conditions. The county also reported one new community outbreak traced to a gym, bringing the region's total to 14 community outbreaks in one week — double the region's trigger.Of the region's total COVID-19 cases, the county says 2,127 or 9.7% have needed hospitalization, and 558 or 2.6% of all cases and 26.2% of hospitalized cases were admitted to an intensive care unit. The county remained above the state’s threshold of no more than 100 cases per every 100,000 residents at 153.2 cases. 978

SAN DIEGO (KGTV) -- San Diegans could see a bit of relief from rising housing prices, according to a Zillow housing report. The report claims that 20 percent of listings in June saw a price cut, compared to only 12 percent of homes that had their prices cut a year ago. Similarly, the increase in home values has slowed, and is expected to see even slower growth over the next year. While the rise in home values has seen a slight decrease, they’re still on the rise. The median price in the county is now 3,700, up 6.6 percent from a year earlier."Now with prices being so high, we decided to move to Arizona where prices are more affordable," said Eric Oster, who rents an apartment in the Kearny Mesa area.Zillow expects that rate of appreciation to decline to 4.7 percent by next year. Still, the cooling home price growth is being offset by higher interest rates, which increases monthly payments. "The key is, if you're going to buy a home, the biggest question is - can I afford the payments, and if you're stretching yourself too thin it doesn't matter what the market's doing," said Bridget Potterton, a San Diego Real Estate Broker. The median home value in the US is currently 7,300. Meanwhile in San Diego, the median home value is 3,700, according to Zillow. 1310
