HAVANA, Nov. 18 (Xinhua) -- Chinese President Hu Jintao on Tuesday visited Fidel Castro, first secretary of the Central Committee of the Communist Party of Cuba, in Havana.     The two leaders warmly shook hands, exchanged greetings and had a long conversation in a sincere and friendly atmosphere.     Hu said he was delighted to see Castro again. The comrades of the Central Committee of the Communist Party of China "have all cared about your health and I brought their sincere greetings to you," he said.     "I see in person that you have recovered and have been energetic so I feel very pleased," he told Castro. BEIJING, Jan. 2 (Xinhua) -- Chinese netizens have made their voices heard more loudly and their presence better recognized in headline news events over the past year.     When the Beijing Olympic torch relay overseas was disrupted in April, almost all the Chinese msn messenger users posted "I love China" beside their names, a move that looked "overwhelming" to Kevin, a French man who was living in Shanghai at the time.     As to domestic affairs, netizens did not sit aloof. After the dairy scandal emerged in September, netizens' strong criticisms finally led to the resignation of Li Changjiang, then director of the General Administration of Quality Supervision, Inspection and Quarantine.     Yan Jirong, professor at Peking University's School of Government, said this incident showed the government was paying attention to public voices on the Internet.     A report released by the Chinese Academy of Social Sciences on Dec. 2 showed about 206 million Chinese use the Internet as their main source of news.     According to the China Internet Network Information Center, under-30s are the majority of online news readers, accounting for about 69 percent of total Internet users.     On June 20, Hu visited the Qiangguo Forum, which is affiliated to people.com.cn, and chatted with netizens. BEIJING, Dec. 27 (Xinhua) -- The Standing Committee of the National People's Congress (NPC), China's top legislature, concluded its week-long meeting on Saturday, with approval of the amendments of the Earthquake Prevention Law and the Patent Law.     President Hu Jintao has signed on the two amendments for them to take effect.     The session was presided by Wu Bangguo, chairman of the NPC Standing Committee and member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau.     A resolution was adopted at the meeting, deciding that the Second Session of the Eleventh NPC will be inaugurated in Beijing on March 5, 2009. BEIJING, Nov. 10 (Xinhua) -- The Chinese government will inject more funds for investment and improve investment structures to better cope with adverse global economic conditions, the State Council (Cabinet) decided at an executive meeting presided over by Premier Wen Jiabao on Monday.     To achieve "steady and relative fast" economic growth and prevent "economic ups and downs" amid global and domestic economic challenges was on top of the country's agenda, said Wen.     The government on Sunday announced it would launch a stimulus package estimated at 4 trillion yuan (570 billion U.S. dollars) to be spent over the next two years to finance programs in 10 major areas, such as low-income housing, rural infrastructure, water, electricity, transport, the environment and technological innovation.     "The country should strengthen management of large-scale investment projects, conduct feasibility studies in an earnest manner and increase investment efficiencies and profits," said a statement from the meeting, in which provincial leaders and Cabinet ministers participated.     Wen said the stimulus package was crucial to tiding over the difficulties and maintaining long-term economic growth momentum.     He urged local governments to be "quick" and "effective" in carrying out these measures with "large-scale" investment programs launched to boost domestic demand.     The meeting participants called for more efforts to increase incomes and consumption capabilities, raising low-income earnings, promoting the "stable and healthy" development of the property sector and maintaining steady export growth.     The country should endeavor to enhance competitiveness, improve financial macro-management and facilitate the steady and healthy development of the stock market.     China announced on Sunday that it would adopt "active" fiscal and "moderately active" monetary policies to expand domestic demand and speed up construction of public facilities.     The meeting also decided to push forward a series of key reforms, including restructuring the value-added tax regime, which could cut the tax burden on enterprises by 120 billion yuan next year.
