SAN DIEGO (KGTV) - A local businessman is now accused in a child porn case, several years after he managed to get off the sex offender registry.Along Tokalon Street in Bay Park, there is a sense of disbelief. A neighbor of some 7 years - Joseph Welsh - arrested in Fontana over the weekend.Police say parents confronted him and took his phone after he took photos of girls in bathing suits at a birthday party.Search warrants executed at his home and his business - a Segway rental outlet on Mission Boulevard - netted several electronic devices containing child porn, according to investigators.The neighbors' sense of shock was magnified because of what they didn't know about his past: a conviction in the 1990s in San Bernardino county for possessing child porn, and annoyance of a child.Police say in 2014, the courts deemed him not a danger to the public and removed him from the registry.It's a maneuver many can't understand.An acquaintance of Welsh, 47, told 10News those who worked near him became "creeped out" because he was always photographing surf schools and flying drones on the beach.In one instance, concerns led to an acquaintance to warn a teenager who knew Welsh to stay away from him.To search the California Megan's Law website for registry results, click here. 1308

SAN DIEGO (KGTV) - A power outage affected thousands San Diego Gas & Electric customers in the Ocean Beach area and SeaWorld late Friday.The outage was reported just before 4 p.m. It wasn't immediately clear what led to the outage.SeaWorld said the power outage was short lived and only affected the central and west areas of the theme park. No guests were trapped on any rides or injured and all animals were okay, according to the park.UPDATED TRAFFIC CONDITIONSThe outage also hit a portion of San Diego International Airport. Officials say power has since been restored but had affected Terminal 2 and the Rental Car Center.In total, about 15,000 customers have been affected, according to the power company. Crews were able to restore all power as of 5:40 p.m., according to SDG&E. 822

SAN DIEGO (KGTV) — A San Diego craft brewery hit hard by the coronavirus pandemic is taking the rare step of opening a restaurant, despite the region going into the state's most restrictive purple tier.Dennis O’Connor says the pandemic hurt Thorne Brewing Company the moment the first shut down kicked in back in March.“It wasn't so much that nobody was coming in, but you also lost all those bars and restaurants that were buying your product,” said O’Connor, who co-founded the brewery in 2012.Not to mention, the price of cans increased, hitting the craft brewer’s distribution.Thorne operates three locations in San Diego County, at least one of which will likely have to shut down as the region enters the most restrictive purple tier, outlawing indoor dining. The restrictions take effect midnight Saturday, to help stop the increased spread of the coronavirus. “We are nowhere near thriving,” O’Connor said. “It’s survival at best.”But O’Connor has a new tool for survival.Connected to Thorne’s Barrio Logan location is a new full service distillery and wood-fired pizza restaurant the brewery finished in march, but never opened. O’Connor says it was a multimillion-dollar project that took years.“It was pretty much just a big blank warehouse,” he said.While the interior can't open, Thorne is converting the restaurant’s outdoor patio into its own barbecue eatery, with a bar in the back called Sideyard Barbecue by Hot Mess (the name of the adjacent pizza restaurant) . It'll seat 84 people and opens to the public Nov. 19.“If outdoor is the new norm then let's do an outdoor and let’s kick (butt) on it,” O’Connor said. “Let's not put it in the street, let’s not put it in a barn tent, let's do something special. SAN DIEGO (KGTV) — A local whale watcher captured a rare sight off the coast of San Diego this week.A blue whale and its calf were captured on drone video by photographer Domenic Biagini Wednesday about 12 miles off the coast of Mission Beach.The beautiful sight isn't something many videographers have the chance to see, Biagini told 10News.RELATED: Thar she blows! SAN DIEGO (KGTV) -- A gunman is on the loose after a Thursday morning shooting at Barrio Logan’s Chicano Park left a 19-year-old injured.San Diego police were called to the 2000 block of National Avenue, off Interstate 5, at around 1 a.m. in response to reports of dozens of shots fired.Details on what prompted the gunfire were unclear, but police confirmed a 19-year-old person was struck. The victim was taken to UC San Diego Medical Center for treatment.The victim’s condition is unknown.Police are searching for a Hispanic man in his 20s in connection with the shooting. They believe the gunman fled in a dark gray or silver car.About an hour later, as police were investigating the shooting, someone in the car matching a description of the getaway vehicle fired shots while on southbound I-5 towards officers at the shooting scene.No one was hurt in that gunfire. 878
