SAN DIEGO (KGTV) -- Isabel Rosales was brutally attacked and nearly killed by her husband in January 2018."It was life or death, my ex husband attacked me in front of my kids," said Rosales.Rosales was married for 16 years. She and her ex-husband moved from Chicago to San Diego for a fresh start. But Rosales says the abuse only got worse."Sexual abuse, verbal abuse, physical abuse, everything," said RosalesShortly after their 16-year anniversary Rosales told her Ex-husband she wanted a divorce. She barely made it out of the family home alive."I was getting ready to go to work and we had been arguing...his behavior had been kind of erratic over the last few weeks. I thought he was agreeing with me when he said it ends here. I thought he was getting his suitcase and leaving. He followed me into the bathroom and he stabbed me. I ran into the kid's room and he stabbed me in front of the kids who were sleeping. I was able to push him out of the way and I ran out of the house. Before I ran out of the house though he attacked me again at the front door. I knew if I didn't make it out of the door it was over and by the grace of God the door opened."Rosales was in the ICU at UCSD for three days with a breathing tube. She says she fought to stay alive for her three children and her mother, who was killed by her boyfriend in 2011."My mother was murdered by her boyfriend in Mexico. And my ex-husband attacked me in a very similar way."Rosales says she had what her mother did not. Help. Hers came in the form of Operation for Hope, a San Diego non-profit that helps provide emergency services to victims of domestic abuse. Rosales was given emergency shelter and money to pay for a divorce attorney."It helped me have a future. It gave me exactly what it promises- HOPE."Rosales has this advice for other survivors."I was ashamed to ask for help. I didn't know services like this exist. I am here to tell you there's great courage in asking for help and taking that first step... I hope and I pray to change one other person's world out there by sharing my story. My heart aches for those who do not make it like my mom, for those who do not know how to get out or where to go, for those that think an abusive relationship is normal. Anything is possible and each and every person is deserving of a beautiful and safe life... I am happy now. These tears are tears of joy."During the pandemic, domestic violence incidents have increased. From January to June 2020, there were 8,495 domestic violence incidents reported to law enforcement in San Diego County, as compared to 8,235 during the same period in 2019; a 3% increase from the prior year according to the San Diego County District Attorney's office. SAN DIEGO (KGTV) — In response to the coronavirus pandemic, Qualcomm is requiring employees able to work from home to do so.In an email sent to employees, the company moved to "a global required work from home policy for employees who are able to perform their job remotely" effective immediately through March 27. A Qualcomm spokesperson confirmed the email to 10News.The company email says employees in China should continue to follow local guidelines that they've received separately."Certain employees will be identified as 'onsite critical,' which means that your work is both critical to the continuity of business operations and requires onsite presence to perform your work duties," the company's email read.Qualcomm said it is taking the action as a "proactive, preventative measure to protect our employees and help reduce the spread of the virus."The San Diego Regional Economic Development Corporation estimated in early 2018 that the company has a .9 billion impact on the San Diego economy. SAN DIEGO (KGTV) — It has been over six months since a water main break spilled thousands of gallons of water into North Park streets, but some homeowners are still dealing with the aftermath.Jonathan Head has owned a triplex on Idaho street for almost twenty years."There's two buildings," Head said. "It was built in [the] 1940s."Back in October, a water main broke near his property. His tenants started to text him early that morning on October 4th. "It made my heart drop... it was like a river," Head said. While the water did not enter the living space, Head said it went into the vents flooding the crawl space beneath. "The wiring, the plumbing [was] completely saturated," Head said. He said city workers tried to fix the problem, but it was too late."By the time they got the equipment in, most of the water had penetrated the soil," Head said. He believes that made it difficult to dry out the property, which is why they are seeing problems with the foundation. Head said cracks below and inside the home developed. He filed a claim with the City of San Diego, but said he got no response."The city still has not compensated the clients entirely for the full scope of the damage," said Head's attorney, Evan Walker. There is now a lawsuit claiming roughly 5,000 worth of damage. "I think the city has known for some time about the precarious condition of its pipes and that it has done nothing," Walker added. SAN DIEGO (KGTV) - It could take more than three weeks for out-of-work Californians to get unemployment insurance payments.The California Employment Development Department (EDD) tells 10News, during normal circumstances, an Unemployment Insurance (UI) claim takes approximately 21 days from filing to payment.Right now, the circumstances in California are anything but normal.According to a report from the state's Legislative Analyst's Office, "Given the extraordinary number of applications received recently, as well as the expectation that claims will continue to increase over the coming weeks, the Legislature should anticipate that first benefit payments will take much longer than 21 days."The report states similar delays occurred in the Great Recession. EDD tells 10News they are currently experiencing a large increase in claims filed in their programs and have staff working overtime to keep up with the demand."Given the unprecedented increase in UI claims due to COVID-19, we have taken several steps — working around the clock, including Saturdays and Sundays, and redirecting hundreds of staff to process UI claims — to ensure every Californian gets benefits as timely as possible. We do not expect any significant delays at this time. Should the situation change, and delays arise, we will notify the Governor's office, stakeholders, and the public as soon as possible," an EDD spokesperson told 10News."We're seeing impacts higher than what we saw at the Great Recession," said Andrew Picard with the San Diego Workforce Partnership.This week the organization put out a report on potential impacts of COVID-19 on employment in San Diego County.The report stated, "In the first three days of partial closures (March 16-18), Californians submitted 190,000 unemployment insurance claims — more than quadruple the weekly average — and the March 19 statewide order to shelter in place will bring more layoffs."Between March 16 to 22, the Workforce Partnership received notices or phone calls from 52 employers that are considering or have executed layoffs or work-hour reductions for a total of 3,865 impacted workers. EDD said they encourage Californians to apply if they think they may qualify for benefits. Officials suggest using online services for faster processing, if possible. 2306
