The Justice Department announced Sunday night a new legal team will take over the Trump administration's fight to add a citizenship question to the 2020 census. The department's spokesperson said in a statement that the DOJ is "shifting these matters to a new team of Civil Division lawyers" and it will be revealed in filings Monday. The spokesperson did not give a reason for the change. Officials within the Civil Division's Federal Programs Branch had been lead on the census case up until now, but they are being replaced by a combination of career and political officials from the Civil Division's Consumer Protection Branch, a Justice official said."Since these cases began, the lawyers representing the United States in these cases have given countless hours to defending the Commerce Department and have consistently demonstrated the highest professionalism, integrity, and skill inside and outside the courtroom," DOJ spokesperson Kerri Kupec said in a statement."The Attorney General appreciates that service, thanks them for their work on these important matters, and is confident that the new team will carry on in the same exemplary fashion as the cases progress," the statement continues. The Trump administration has been fighting to add a question about citizenship to the 2020 census -- a question that hasn't been asked since 1950. The move could impact the balance of power in states and the House of Representatives, which are based on total population. Critics say adding the question could result in minorities being undercounted. The Supreme Court recently ruled the evidence did not back up the claims of Commerce Secretary Wilbur Ross and Justice Department lawyers that the question is needed to better enforce voting rights. 1770

The 20-degree wind chill isn’t stopping Herb Bardavid from walking the streets. He's hoping for his next meaningful interaction. With a camera in his hand, Bardavid is hoping to meet a stranger and tell their stories. But it’s not just any stranger. Bardavid interviews New York’s seniors, people over the age of 70, because he believes they all have something to say and a story to tell. “I look at people walking in the street and I want to photograph them and be able to tell their story,” he says. With their permissions, Bardavid puts their stories, along with the photos he takes, on his blog called "Getting Old and Getting Out in New York City."“The elderly in New York tend to be invisible,” he explains. “People look past them.“And I think it’s important to recognize the elderly and their individuality and their importance and their need to be part of society.” Bardavid himself is 75 years old. Despite the calm voice of the semi-retired therapist, people don't always stop when he approaches. “I would say 60 percent of the people I stop are willing to talk to me,” Bardavid says. Or they'll stop and chat, but they don’t want their photo taken, he says.On this cold day, Bardavid is getting even less interviews. "I think we hit the 40 percent today," he says. But just as his walk was nearing an end, he got one more individual to tell their story. “My feeling is everyone's got a story,” Bardavid says. 1433

The Dow Jones Industrial Average soared nearly 2,000 points higher, a day after the worst day for American markets since the 1987 Black Monday crash.Friday started off with a bang in the foreign markets. Shares were up about 5% in Paris and London but fell 6.1% in Japan early Friday morning. Then the Dow continued to climb throughout Friday after the Dow lost nearly 10% of its value on Thursday. The Dow lost nearly 2,400 points on Thursday. Despite Friday's gains, the Dow has still seen a drop in value in the last month. The Dow has lost 22% of its value since last month's record high.Wild swings continued in some markets as governments stepped up precautions against the spread of the new coronavirus and considered ways to cushion the blow to their economies. India's Sensex gained 4% after plunging 10% when it opened. More central banks, including those of China, Sweden and Norway, intervened to flood credit markets with liquidity, a day after similar interventions from the U.S. Federal Reserve and European Central Bank. 1048
