SAN DIEGO (CNS) - The city of San Diego has reached an agreement with two local nonprofit organizations to improve its stormwater infrastructure and local water quality, it was announced today.Under the agreement, the city pledged to improve its stormwater management sites at the Miramar Landfill, Metro Biosolids Center, North City Reclamation Plant, Point Loma Wastewater Treatment Plant and South Bay Water Reclamation Plant. SAN DIEGO (CNS) - The San Diego Airport Authority announced Monday that the Pacific Highway Economy parking lot will permanently close to the public the day after Christmas.The lot will be converted into employee parking, according to airport officials. The need for a new employee lot was brought on by construction of a new stormwater infiltration system at the south side of the runway, where employees currently park. The new system is part of the airport's Stormwater Management Plan to control and reduce pollution caused by the airport's day-to-day operations.Airport travelers will still be able to use the parking lots at both terminals, the Terminal 2 parking plaza and the airport's long-term parking lot. SAN DIEGO (CNS) - The San Diego City Council voted Monday to place two ballot measures on the March 2020 ballot, including a hotel tax hike that would fund a convention center expansion, homeless services and infrastructure improvements.The tax increase proposed by San Diego Mayor Kevin Faulconer would raise the city's transient occupancy tax from 10.5% to as high as 15.75% in certain areas of the city, which supporters argue would reap an estimated billion over 42 years.The funding would allow the city to purchase a parcel of land adjacent to the convention center that is currently owned by Fifth Avenue Landing. Once it purchases the land, the city would expand the convention center by roughly 400,000 square feet, from roughly 800,000 square feet to about 1.2 million square feet.RELATED: Hotel tax increase proposed for San DiegoThe land cost is expected to be roughly million, part of an estimated allocation of .5 billion for the purchase and convention center upkeep and marketing. "The administration shouldn't be in charge of choosing who is overseeing the administration. This ballot measure will help ensure this important position is truly independent."Under the proposed measure, the Audit Committee would recruit and choose three candidates for the city auditor position. The council would then choose one of the three candidates to serve as the city auditor for a pair of five-year terms.Since the position was established in 2009, the city has only had one official city auditor, Eduardo Luna, who served nearly all of his term before leaving for a similar position with the city of Beverley Hills in October 2018.Sherman, the Audit Committee chair, proposed the measure after Faulconer appointed DeeDee Alari, a deputy director in the city treasurer's office, to the position in July. SAN DIEGO (CNS) - Sales of previously owned single-family homes and attached properties like condominiums and townhomes both fell more than 15 percent from October to November, according to data released Friday by the Greater San Diego Association of Realtors. Single-family home sales fell from 1,719 in October to 1,452 in November, a 15.5 percent drop. Attached property sales suffered an even steeper drop, falling 22.8 percent from 942 in October to 727 in November. Home sales have trended down in the second half of the year since the high water mark of more than 2,200 single-family homes and nearly 1,200 attached properties sold in June.Month-over-month home prices also fell from October to November, albeit not as drastically. Single-family home prices dropped 1.4 percent from 3,700 to 5,000, while attached property prices fell 5 percent -- from 8,000 to 7,000. Prices of single-family and attached properties have remained steady for most of the year, according to the GSDAR.``The end of the year and the holiday season are usually a sluggish time for home sale activity,'' said SDAR President Steve Fraioli. ``But it does appear that the pace of home price growth has slowed. SAN DIEGO (CNS) - San Diego Mayor Kevin Faulconer accepted a nine-figure loan from the U.S. Environmental Protection Agency Tuesday to help the city finance phase one of the Pure Water San Diego water recycling program.Faulconer joined EPA Acting Administrator Andrew Wheeler to formally claim the 4 million Water Infrastructure Finance and Innovation Act loan. The city estimates that the first phase of the program will cost roughly .4 billion, including funding from the loan.San Diego will provide one-third of the city's drinking water through the Pure Water program by 2035, according to city officials. The city plans to break ground on the project's first phase in 2019."This federal funding is validation that our Pure Water Program is cutting-edge technology and a worthy investment for San Diego's future water independence,'' Faulconer said. "This is going to be one of the most significant infrastructure projects in San Diego history and will deliver clean, reliable water to our residents for decades to come.''As part of the first phase, the city will upgrade existing water facilities and construct new ones, like the North City Pure Water Facility near Eastgate Mall. Phases two and three will result in new water pipelines and facilities in central San Diego and South Bay.Congress enacted the WIFIA loan program in 2014. The EPA has loaned more than .5 billion in WIFIA assistance for five projects over the last two years."This WIFIA loan will help San Diego construct a state-of-the-art water purification facility that will produce 30 million gallons of clean drinking water each day,'' Wheeler said.City officials estimate that the Pure Water project will add nearly 500 jobs in the next five years.
