NANJING, April 23 (Xinhua) -- At a time when almost every commodity in China is getting more expensive, the dwindling cost of medicine is a rarity.Zhang Jinkui, a hypertension patient, buys medicines from the community health center of his neighborhood in Changzhou, a city in east China's coastal Jiangsu Province.His prescription list includes Aspirin Enteric-coated tablets, down to 1.4 yuan from 4.7 yuan (0.7 U.S. dollars) per unit, and Fosinopril Sodium Tablets, down to 41.39 yuan from 51.6 yuan per unit.Both drugs are found on the essential drug list unveiled in 2009. The list names the 307 most common western and traditional Chinese medicines, which are heavily subsidized so hospitals can sell them at cost price.A consumer buys medicines with the help of a retailer at a pharmacy in Lianyungang, east China's Jiangsu Province, March 28, 2011.All essential medicines are listed by their generic names, and drug producers compete to supply essential medicines through public procurement.Due to a long history of low government funding for state-run hospitals, which often covers only 10 percent of the hospitals' operating costs, doctors have generated income for hospitals by aggressively prescribing expensive, and sometimes unnecessary, medicines and treatments.The essential medicine system and the reform of publicly funded hospitals, two pillars of China's health reform, are designed to address high medical costs and low accessibility of medical services.In April 2009, China kicked off health reforms aimed at correcting these long-standing problems facing China's health system and easing public grievances.Two years later, the essential medicine system has reduced drug prices, but still fails to please hospitals, patients and drug producers.The system requires government-funded grassroots health clinics, including urban community health centers and rural clinics, to prescribe only essential medicines and to sell these medicines at cost price, rather than with the previous 15 percent mark-up.Such policies have brought hard times to grassroots health clinics, especially in cash-strapped areas.Song Wenzhi, a public health professor at Peking University, said "Grassroots health clinics, without the expertise to perform operations and other treatments, rely heavily on selling drug," adding that these hospitals have found themselves scraping by due to the zero percent mark-up policy.Wang Zhiying, Vice Director of the People's Hospital of Anxiang County in the city of Changde, Hunan Province, said four grassroots hospitals in Changde tested the essential medicine system as pilot projects, but the zero percent mark-up policy took away 60 to 70 percent of the hospitals' revenue.Wang was quoted by "Health News," a newspaper run by China's Ministry of Health, as saying that, due to financial difficulties, the county government had not yet channeled the 8 million yuan (1.2 million U.S.dollars) in support funds into the hospitals' accounts, resulting in the resignations of many doctors.The essential medicine system covers 60 percent of government-funded grassroots hospitals and drug prices have fallen by an average of 30 percent, said Sun Zhigang, Director of the Health Reform Office under the State Council, or China's Cabinet.According to the health reform plan for 2011, the essential medicine system will cover all government-sponsored health institutions at the grassroots level by the end of the year and drugs will be sold there at a zero percent mark-up.Song Wenzhi said the key will be the commitment of local governments to health reform and their financial input. This way, essential medicines can benefit the public without bankrupting grassroots health institutions."That would be a great sum of money." said Song, citing his own studies. "There are roughly 5,000 government-funded hospitals in China. One third of them make profits, one third barely break even, and still one third rely heavily on government subsidies."To maintain the poorest hospitals, central and local level governments would need to invest 15 billion yuan (2.3 billion U.S. dollars) each year, according to Song's estimate.

LOS ANGELES, April 11 (Xinhua) -- Drinking 100-percent fruit juice may offer disease-fighting benefits, a new study suggests.Fruit juice is linked with reduced risk of cancer, improved markers of heart health and cognitive decline, and increased antioxidant activity, according to the study published on Monday by the American Association for the Advancement of Science (AAAS).These protective health benefits are similar to those of whole fruits, said the study, conducted by researchers at the University of California, Davis.The researchers came to the conclusion after summarizing recent research data on the potential benefits of fruit juice. The review included a range of study types, from in vitro to clinical trials (60 papers total), all published in 2005 or later.Among the fruit juices included in the review, consumption of apple, citrus, cranberry, grape, and pomegranate juices all showed beneficial effects. Markers of improved health ranged from reductions in urinary tract infections (cranberry) to improvements in age-related cognitive decline (grape and apple) to reduced risk of prostate (pomegranate) and respiratory and digestive (orange, grapefruit) cancers. Additionally, intake of all juices was linked to heightened antioxidant activity."While it is universally accepted that fruit and vegetable intake is protective, there is not a clear consensus about the benefits of consuming the juices that are extracted from them," said study lead author Dianne Hyson, PhD. "An analysis of the scientific evidence suggests that 100 percent fruit juices retain important bioactive components that may promote good health and aid in disease prevention."

LOS ANGELES, May 11 (Xinhua) -- U.S. researchers have found MRSA (methicillin-resistant Staphylococcus aureus) in meats sold at U.S. supermarkets, according to a study published on Wednesday.This is "community-acquired MRSA" that is transmitted by humans carrying the bacteria, researchers at Wayne State University in Detroit reported in the study appearing in the May 11 online edition of the U.S. Centers for Disease Control and Prevention's ( CDC's) journal Emerging Infectious Diseases.For the study, the researchers purchased 289 raw meat samples, including 156 beef, 76 chicken and 57 turkey samples, from 30 grocery stores in Detroit from August 2009 through January 2010.The researchers found that 22.5 percent of the samples were contaminated with S. aureus and six samples tested positive for MRSA.Of the six samples contaminated with MRSA, two were beef, three were chicken and one was turkey, the researchers said.The extent of MRSA contamination in meat varies by the type of meat and where the meat was processed, said lead researcher Yifan Zhang, an assistant professor in the department of nutrition and food science at the university.The germ is apparently being introduced by humans handling the meat, she said.According to another recent study, the strain of MRSA in meat in the United States is not the strain found in animals, Zhang noted."MRSA has always been found in human patients, but we found this in retail meat, so retail meat can be a reservoir of these bugs," said Zhang."When people handle food, they can get the bugs from the meat if the meat is already contaminated," she explained.The risk of becoming infected is especially high if you have open cuts or sores on your hands or skin, Zhang added.MRSA is common in hospitals and nursing homes, where it can cause serious illness and even death.But recently "community-acquired MRSA" has become a problem among some high school and college athletes who share equipment.This type of MRSA appears as a skin infection and is usually less serious, according to CDC.MRSA is killed when the meat is cooked thoroughly, experts say.Other precaution measures include:-- Wear gloves when handling meat, especially when there are wounds on the hands;-- Washing plates or utensils used to prepare food before using them again to eat; and-- Disinfect counters that have come into contact with meats.

  

LOS ANGELES, April 18 (Xinhua) -- Sugarcane has the effect of cooling temperatures, thus playing role in stemming global warming, a new study has found.Sugarcane does so by reflecting sunlight back into space and by lowering the temperature of the surrounding air as the plants " exhale" cooler water, according to the study conducted by researchers at the Carnegie Institution's Department of Global Ecology.The researchers used data from hundreds of satellite images over 733,000 square miles (about 1,173 square kilometers) in Brazil, where sugarcane is widely grown. They measured temperature, reflectivity (also called albedo), and evapotranspiration -- the water loss from the soil and from plants as they exhale water vapor.The findings showed that expansion of sugarcane in areas previously occupied by other Brazilian crops cools the local climate.Converting from natural vegetation to crop/pasture on average warmed the cerrado by 2.79 Fahrenheit (1.55 Centigrade, but that subsequent conversion to sugarcane, on average, cooled the surrounding air by 1.67 Fahrenheit (0.93 Centigrade), the researchers said in the study published in the April issue of Nature Climate Change."We found that shifting from natural vegetation to crops or pasture results in local warming because the plants give off less beneficial water. But the bamboo-like sugarcane is more reflective and gives off more water -- much like the natural vegetation," said lead researcher Scott Loarie. "It's a potential win-win for the climate -- using sugarcane to power vehicles reduces carbon emissions, while growing it lowers the local air temperature."Brazilians are world leaders in using biofuels for gasoline. About a quarter of their automobile fuel consumption comes from sugarcane, which significantly reduces carbon dioxide emissions that otherwise would be emitted from using gasoline.The researchers emphasized that the beneficial effects are contingent on the fact sugarcane is grown on areas previously occupied by crops or pastureland, and not in areas converted from natural vegetation. It is also important that other crops and pastureland do not move to natural vegetation areas, which would contribute to deforestation.So far most of the thinking about ecosystem effects on climate considers only impacts from greenhouse gas emissions. But according to co-researcher Greg Asner, "It's becoming increasingly clear that direct climate effects on local climate from land-use decisions constitute significant impacts that need to be considered core elements of human-caused climate change."
