SAN DIEGO (KGTV) — San Diego Police have released video footage of an officer-involved shooting involving a man who was arrested and reportedly stole a gun out of an officer's backpack Sunday.The footage includes bodycam video from officers inside the police station's sally port, as well as surveillance footage of the parking area.Police say a 25-year-old Hispanic man, later identified as Keith Bergman, was arrested shortly after 6:20 p.m. after an incident at a downtown San Diego hotel on Sunday. A hotel security guard reported the man was “acting strange” and threatening others.Bergman was evaluated for being under the influence and arrested, according to SDPD. Just after 8 p.m., police said the suspect somehow freed one hand from his handcuffs while inside the patrol SUV, and then broke a divider that separates the prisoner seat area from the cargo area.Police said Bergman found an officer’s backpack that contained a backup handgun. When officers returned to check on the suspect, he was still in the vehicle but armed with a gun, according to SDPD.Officers drew their weapons and gave Bergman verbal commands to drop the weapon, but he refused and fired at least one round from the gun, police said.The officers felt threatened, police said, and at least one round was fired at Bergman, hitting him in the torso.Bergman reached out of the vehicle's window and opened the door to exit while he was still armed, police said, adding that he tried to open the rear cargo compartment of the SUV and the driver's door, refusing orders to stop in the process.RELATED: San Diego Police: Suspect shot by officers after finding officer's gun in patrol SUVPolice eventually released a service dog to subdue Bergman, and police moved in to arrest him.Officers provided first aid at the scene and Bergman was taken to the hospital with non-life threatening injuries, according to SDPD.San Diego Police also identified the three officers involved in the shooting as Paul Yi, a six-year veteran of the department, Michael Rodriguez, who has been with the department for 10 months, and Timothy Arreola, an eight-year veteran of the department. After the department's Homicide Unit completes its investigation, the San Diego County District Attorney’s Office will look at the incident to determine if the officers bear any criminal liability for their actions. The Internal Affairs Unit will also conduct an investigation, and the Shooting Review Board will evaluate the tactics used by the officers. The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations. The storm would virtually leave California in the dark for some time. TelecommunicationsAfter the storm passes, telecommunications would be a top priority because, according to the report, rebuilding and supplying the state with other lifelines such as its water supply depend on cellular service. The USGS report estimates that a massive storm such as ARkstorm could cost service providers an estimated 0 million. The cost includes material damage damaged in the storm, logistical support and technical personnel. PowerPower restoration would also be a top priority. Without electricity, many other lifelines, such as communication networks, couldn't operate. One of the panels involved in the report concluded that power would be intentionally shut off to all flooded areas, and that electricity would be restored to customers after buildings are determined to be safe. Damage to DamsThe release of large amounts of water from reservoirs through spillways could damage roads, bridges and lifelines such as water supplies and telecommunication. If a dam collapsed or overflowed, the damage and loss of life could be far greater. This scenario played out during what’s referred to “the great flood of 1916.”According to sunnycv.com, the 1916 flood was the worst natural disaster in the history of the South Bay. Massive amounts of rain fell in the area in January of 1916, flooding all river canyons in the county and destroying all bridges. The Otay Dam broke on January 27, 1916, flooding the entire valley and destroying the town of Otay along with hundreds of farms. 11 Japanese farmers living below the dam were killed. The flood also carried debris and topsoil that blocked ship channels in the San Diego Bay for years. The massive amounts of rain also filled the Sweetwater Reservoir and, when an abutment below the dam gave way, it unleashed floodwater into the valley. It’s unclear exactly how many people died due to the flooding that January. Estimates range anywhere from 15 to 50, according to the San Diego Reader. HighwaysAccording to the report, most of the damage to San Diego’s highways will be caused by flooding. Repairs to a majority of highways in the county are expected to be 90 to 100 percent completed three days after the storm. SAN DIEGO (KGTV) - San Diego County health officials reported Friday 11 hospitalizations due to vaping. Those who have been hospitalized range from 17 to 70 years old, according to County of San Diego Communications Specialist Tom Christensen. The illnesses come as U.S. health officials urge people to stop vaping until they can determine the cause of serious breathing illnesses. Symptoms include shortness of breath, fatigue, chest pain and vomiting. Some 450 cases and as many as five deaths have been identified in 33 states, including California. Some argue e-cigarettes are not as lethal as conventional cigarettes and can be a valuable aide to smokers trying to kick the habit But others say studies have not established that adult smokers who try vaping end up quitting smoking long term. SAN DIEGO (KGTV) – San Diego Police are investigating a reported scam that seems to be targeting the elderly.Frank Dabalack says someone knocked on his door Monday at noon, claiming they could fix a dent on the back of his car for 5.  “I’ve wanted it fixed for a long time and here’s a guy who came over, it looked like he knew what he was doing,” Dabalack said.But once he agreed and the man and his crew began work the price kept jumping to nearly 0.“I was angry with myself,” Dabalack said, “because I knew it was scam, and I’d been scammed.”He found out with the help of his neighbor, who he asked to come over.  She took a closer look at the men’s repair work. She says they were damaging the car instead of fixing it. They covered the back of the car with some gooey residue but never touched the dent.  One of the men also took pliers to the grill and started bending it out of shape.When she started asking them questions, they took off. Dabalack says he wrote them a check for 5 but was able to cancel it with his bank.Martinez said when police arrived, they said they were familiar with the scam. The men look for handicapped plates on cars in driveways and try to trick the owners into paying large amounts of money.“Frank is from a generation where people kept their word, not scammed the elderly,” Martinez said. “Frank is like a dad to me. I don’t like anyone doing that to him or any senior.”  1445

SAN DIEGO (KGTV) -- San Diego County officials are once again sounding the alarm, asking San Diegans to follow all health guidelines to slow the spread of COVID-19.On Wednesday, local leaders held a press conference to discuss the county's latest numbers and their placement on the state's colored tier system. The county stayed in the red tier, but was dangerously close to slipping into the more restrictive purple tier. In fact, County Public Health Officer Dr. Wilma Wooten said San Diego County was only two cases away from the purple tier."Yesterday we dodged a bullet. We could not have gotten any closer without tripping into the purple tier," County Supervisor Nathan Fletcher said at Wednesday's press conference. "But we don't want to live or die on the tiers by how many tests we've done."The county's unadjusted case rate is 7.7, while the adjusted rate is 7.0. Officials said the county's testing efforts allowed for that adjusted number. The county's health equity metric also improved, going down from 5.7% to 5.5%; the metric looks at the most undeserved, impacted communities.On Wednesday, health officials reported 263 new COVID-19 infections and six additional deaths, raising the region's cumulative totals to 53,263 cases and 863 fatalities.Six new community outbreaks were also reported Wednesday, two in businesses, two in restaurants, one in a restaurant/bar setting and one in a healthcare setting. In the past seven days, 32 community outbreaks were confirmed, well above the trigger of seven or more in a week's time.A community outbreak is defined as three or more COVID-19 cases in a setting and in people of different households over the past 14 days.Wooten said the best way to keep cases down is to continue following all health guidelines in place, like wearing a mask, staying home if you're sick, social distancing and avoiding indoor gatherings. The county is also looking ahead to Election Day, urging San Diegans to vote via mail-in ballot, but also reassuring in-person voters that it will be safe to cast a ballot. County Registrar of Voters Michael Vu is asking all in-person voters to wear a mask and be patient on Election Day. Vu said all 4,500 election workers will undergo two days of training before the election so they can handle sanitization procedures and how to direct crowds.
