Around 5:30 p.m. on April 29 Humane Officers received a call about a loose goat running in and out of traffic at the busy Oceanside intersection of College Boulevard and Marvin Street.Oceanside resident Scott Palmer made the call when he noticed the goat on his commute home. “I literally told him to sit and stay, don’t know what I was thinking but I tried to distract him, and then he followed me to my car," said Palmer.Palmer described him as being as friendly as a dog.A Humane Law Officer picked up the goat and then received surveillance video of the incident. The footage shows two people abandoning the goat and driving away in a 4-door, white pickup truck.“It’s ok for you to come to us, please don’t abandon your animals when you can bring them to San Diego Humane Society and we'll take care of it for you," said Dariel Walker, with the Humane Society. She says if you cannot afford the fee, the Humane Society can still help. (KGTV) — San Diego's Board of Supervisors voted to enter into an agreement with Tri-City Healthcare District to build a new psychiatric health facility in Oceanside.The county will contribute .4 million to build a 16-bed facility on a piece of vacant land at Tri-City Medical Center in Oceanside. Tri-City will operate the facility, but the county will lease the property, build the facility, and sublease the building to Tri-City.Tri-City Healthcare District closed its Behavioral Health Unit in 2018 over changes in federal regulations. Regulations required the hospital to remove all "ligature" risks from rooms, or features of rooms that patients could use to hand themselves. The hospital's "drop" ceilings also did not meet regulations. Replacing the ceilings alone would cost million.The hospital's behavioral health unit provides adult inpatient psychiatric services. The departure of those services have made filling emergency behavioral needs in North County increasingly challenging. Patients had to instead be taken to Palomar Hospital in Escondido or San Diego County Mental Health off of Rosecrans Street.Not only did it make emergency situations a longer drive for patients, but officers would be removed from their jurisdictions for 5 to 6 hours.“Getting Tri-City Health into the behavioral health business has been a top priority,” said Supervisor Jim Desmond, whose district includes the hospital. “The biggest winners are the residents of San Diego County, residents and families who count on and rely on the needed behavioral health services.”The facility could take up to three years to open. 1645

  

On Monday, Iowa Gov. Kim Reynolds signed a new Public Health Disaster proclamation that imposes a number of additional public health measures to reduce the spread of COVID-19. These new measures will be effective at 12:01 a.m. on Tuesday, November 17 and will continue until 11:59 p.m. on December 10, 2020.The proclamation requires that when people are in an indoor public space, and unable to social distance for 15 minutes or longer, masks are required to be worn. The same requirements apply to visitors and employees inside state buildings. Additional mask requirements are imposed for certain specific establishments and gatherings.The proclamation also limits indoor social, community, business and leisure gatherings or events to 15 people. Outdoor gatherings are limited to 30. This includes wedding and funeral receptions, family gatherings and conventions. But it does not restrict gatherings that occur in the workplace as part of normal daily business or government operations.With the exception of high school, collegiate and professional sports, all organized youth and adult sports activities of any size are suspended. This includes basketball, wrestling, gymnastics, swimming, dance, and group fitness classes at gyms. While high school sports and extracurricular activities are not prohibited, spectators at games or events are limited to 2 per student and are required to wear a mask.Restaurants, bars, bowling alleys, arcades, pool halls, bingo halls, and indoor playgrounds are required to close at 10 p.m. and cannot host private gatherings of more than 15 people. Masks must be worn by staff who have direct contact with customers, and customers must wear masks when they are not seated at their table to eat or drink. Ohio's Attorney General and the U.S. Marshals Service announced the results of Operation Autumn Hope on Monday — a month-long, multi-agency crackdown focused on sexually-based crimes in the state.According to press releases from the U.S. Marshals and Ohio Attorney General Dave Yost, the operation netted hundreds of arrests for various sex crimes and the "physical recovery" of dozens of missing children throughout the month of October.In its press release, U.S. Marshals Service said Monday that "Operation Autumn Hope" took place "during the month of October," and Yost said in a press release that the operation involved "more than 50 law enforcement agencies" at the local, state and federal level.Throughout the month, Yost said that during the operation, 109 human trafficking victims were referred to social services. It's unclear how many people, if any, were arrested and charged with crimes relating to sex trafficking.Both Yost and the U.S. Marshals also said that 45 "missing or exploited children" were "physically recovered." Of those cases, at least one — that of a missing 15-year-old girl — was confirmed to have been linked to a human trafficking case. It's unclear if any of the other missing children cases involved human trafficking.Yost also said that throughout the month-long operation, 22 people were "apprehended" for seeking to have sex with a minor. It's unclear how many of those will face charges, but among those who are facing charges include "a pastor, students, and a rehabilitation resident advisor."Finally, Yost said that 157 men across the state were arrested "on charges of soliciting and other crimes."Students from Case Western Reserve University's Human Trafficking Law Project were partners in the operation. Ten faculty, law students and masters-level social work students met with survivors in the field and offered free legal representation and social services referrals."This experience allowed our students to witness firsthand a prime example of the inter-professional collaboration that is critical to anti-trafficking efforts," said Laura McNally-Levine, associate dean for Experiential Education at Case. "Participants gained insight into the incredible toll this heinous crime takes on its victims, and observed the difference that can be made by providing survivors with access to legal and social services. We are grateful for the tremendous efforts of law enforcement throughout this operation and for the opportunity to support survivors in such a unique capacity." 2532
