North Korea outlined steps Saturday to dismantle its nuclear testing site -- and confirmed that international journalists, including from the United States and the United Kingdom, would be invited to watch this month as its tunnels are blown up.The announcement, by the Ministry of Foreign Affairs as reported by state news agency KCNA, came a day after Pyongyang pledged no longer to carry out unannounced missile tests or other activities that put flights at risk, according to a United Nations aviation agency.North Korean leader Kim Jong Un previously had announced the conclusion of North Korea's nuclear testing program and the intended shuttering of the Punggye-ri complex. He said on April 20 that his nation already had "completed its mission" to test its weapons capability. The statement Saturday gave greater details of the "technical measures" North Korea would take to dismantle the test site and "ensure transparency of discontinuance of the nuclear test."International journalists will be invited to conduct "on-the-spot coverage in order to show in a transparent manner" how the nuclear site is being put out of use, with a dismantlement "ceremony" scheduled for as early as May 23, depending on weather, the news agency said.Since space is limited, only journalists from China, Russia, South Korea, the United States and the United Kingdom will be allowed access, according to KCNA.First, explosives will be used to collapse the tunnels, KCNA said. Then, entries to the site will be blocked and all observation facilities, research institutes and guard structures will be removed. Guards and researchers will be withdrawn, and the area surrounding the test site will be closed.Located in mountainous terrain in the northeast of the country, Punggye-ri is less than 100 miles (160 kilometers) from China.South Korea's presidential office said last month that Kim planned to shut down his nuclear test site in May, following landmark talks between Kim and South Korea's President Moon Jae-in. Kim refuted claims by Chinese scientists that parts of the site had been so badly damaged by previous explosions, particularly its sixth and last test in September, that it may now be unusable, Moon's office added. The latest developments come a day after US Secretary of State Mike Pompeo told reporters that he'd had "warm" and "good" conversations with Kim. His talks in North Korea were part of preparations for a planned summit between US President Donald Trump and Kim on June 12 in Singapore.  2520

New payment options are popping up in your online shopping cart. There's been an explosion of retailers, including Amazon and Target, adding buy now, pay later options.“In general, I'm not a huge fan of these services really, because I'm worried about any sort of consumer debt,” said Ted Rossman, a financial expert at Bankrate. “And if you don't really have the money to pay for it today, but you think you'll have it in six weeks, that's a slippery slope.”Rossman says point-of-sale apps have seen triple digit growth over the holiday season. They typically require a payment up front and a few more payments spread out over six weeks or so. If you pay on time, usually there's no interest or fees.Rossman says research has found that almost half of buy now, pay later customers have paid late at some point, mainly because they were disorganized.Stores like them for several reasons, including because they tend to get people to spend more.“They also like the potential loyalty and big data play that they can actually learn a lot about their customers, and they work very closely with a lot of these services,” said Rossman. Most buy now, pay later lenders typically do a soft credit check. They won't typically help you build credit, but they could hurt your credit if you pay late because they will report that.“I just think that's a little bit short sighted, because if you use a credit card and are paying full, you avoid interest, but you get better promotions, you get rewards, you get better buyer protections,” said Rossman.Rossman says these options are appealing even to people who have credit, because of their predictability. He thinks we will see more of these with retailers not being able to push store credit cards as much with fewer in person shoppers. 1778

NEW YORK (AP) — Professional networking company LinkedIn is laying off nearly 1,000 employees, or approximately 6% of its global workforce, as a slowdown in hiring amid the coronavirus pandemic pressures its business. In a note to employees, CEO Ryan Roslansky said that the positions that will be eliminated are in its global sales and hiring offices. Roslansky said it's the only layoffs LinkedIn is planning. "To continue adapting and accelerating the company as we have been, we need to ensure we are focusing our efforts and resources against our most strategic priorities to set up the company for success today—and well into the future," Roslansky said in the letter. "When we took a hard look at the business, we decided we needed to make some hard calls."Roslansky said 960 roles across their Global Sales and Talent Acquisition organizations would be eliminated.Impacted U.S. employees will receive at least 10 weeks of severance pay and a year of continuing health coverage through COBRA. LinkedIn will also provide immigration support, career transition assistance, and the option to keep company cell phones, laptops, and other recently purchased equipment for departing employees to be able to work from home. Those being laid off will continue in their roles through Aug. 21.LinkedIn is owned by Microsoft. 1328

NEW YORK CITY — Not all New York City public schools will begin their in-person instruction Monday as originally planned, Mayor Bill de Blasio announced Thursday."For months, teachers, principals and school staff have been working hard to make sure our students have the education they deserve while putting health and safety first," de Blasio said. The announcement came as educators have raised concerns over safety measures in school buildings and lack of preparedness. The mayor said he has talked with school officials about different types of school buildings and their levels of readiness and decided to develop an updated approach with several phases for resuming in-person learning.Beginning Monday,3-K, Pre-K and District 75 schools will reopenSept. 29: K-5 and K-8 schools will openOct. 1: Middle and high schools will reopenAll students in full remote programs will continue as planned, starting full-day instruction on Sept. 21."Our students, staff, and families have demonstrated tremendous resilience over the last six months, and we're going to continue to build on all the work we've done as we move forward," Schools Chancellor Richard Carranza said. "We are giving our schools more staff, more time, and more support to have the strongest possible start to the most unprecedented school year."The mayor also announced another 2,500 educators will be deployed to New York City schools in addition the 2,000 added earlier this week. The 4,500 total is still short of the 10,000 more staff requested by city schools. Those educators are expected to assist in in-person learning in schools to make sure that all students have a rigorous learning experience in a safe, healthy environment. President of the Council of School Supervisors and Administrators Mark Cannizzaro said the additional teachers would fulfill staffing needs at 3-K, Pre-K, District 75, K-5 and K-8 schools. The Department of Education continues to work with middle and high schools to establish their needs for additional staffing, de Blasio said. When asked what was "the straw that broke the camel's back," de Blasio, Cannizzaro and United Federation of Teachers Pres. Michael Mulgrew said school staffing shortages had not been resolved enough to have all school buildings safely reopen.Mulgrew also said it became apparent a "snow day scenario," where a large amount of students would be placed into a room with a teacher, cannot be used during the pandemic. He also acknowledged staffing issues have been raised for weeks, and they have been addressing the concerns and monitoring, but as teachers returned to schools, "that was when we noticed the huge need for more educators." 2672
