SAN DIEGO (KGTV) - A woman who mailed out her state tax payment at a post office in Mira Mesa got a big shock a few days later. A week ago, Barbara Reynolds wrote out a 9 check for her state taxes. She drove to her post office on Mira Mesa Boulevard and dropped it off around noon."I thought it was safer to come here," said Reynolds.Days later, she got a call. A bank teller in San Juan Capistrano was looking at her check, but it looked a lot of different. The amount had been hiked a bit to 9. Instead of the state, the new payee was the name 'Marco Antonio Lopez Ramirez."The teller shredded the check, suspicious because a man hoping to deposit the check had presented a dubious driver's license and an odd-looking check. As in other stolen check cases, the thief likely used a chemical solution to dissolve away the ink and 'wash' the check, before filling in the blanks."Very disappointed. It wasn't a good feeling at all," said Reynolds.The feeling was made worse because of how that check was stolen. One possible cause is 'fishing,' where thieves use a simple string - connected to something like a rodent glue trap - to fish mail out of a collection boxIn this case, Reynolds says the stolen check included her social security number."I'm very worried about identity theft. I won't be using the mail for future important documents or payments," said Reynolds.Reynolds filed a report with police and the Postal Inspection Office. A Postal Inspection spokesperson says they haven't seen a surge in mail thefts at that location. 1553

SAN DIEGO (KGTV) -- After years of setbacks and construction, part of One Paseo is getting ready to open its doors in Carmel Valley. The company behind the project plans to open the multi-concept development in phases, with the retail space scheduled to open first in the beginning of March. The residential area is set to open in the summer of 2019 with offices on the property following in 2020. The City Council approved the much larger original project in 2015, but it was overturned after opponents collected 60,000 signatures on a petition. Council members urged the project's developer, Kilroy Realty, and its opponents to reach a compromise.The downsized One Paseo project was approved by San Diego’s City Council 8-1 in mid 2016. SAN DIEGO (KGTV) - A San Diego pastor is reflecting Wednesday on his special personal connection with Reverend Billy Graham, who passed away at his home in North Carolina from natural causes at the age of 99.Early in his career in 1949, Graham delivered a sermon at the Forest Home Christian Camp in the San Bernardino Mountains.  Bob Botsford's father ran the camp. Nearly two decades later during one of Graham's return visits to the camp - an excited, 5-year-old Bob interrupted his sermon."I remember yelling out 'Hi Billy!' And he yelled back, 'Hi Bobby,'" said Botsford.By then, Graham had become a family friend."I recall bigger-than-life charisma.  He was the most gentle soul and most humble man I've ever met in my life.  He was bold yet caring," said Botsford.Botsford says Graham inspired him to become a pastor at age 24."His invitation was for a personal relationship with Jesus Christ and that's what I longed for," said Botsford.Later, it was Botsford who flew to a revival in Kentucky to personally invite Graham to return to San Diego. His last revival was in San Diego almost 30 years before. "He said, 'Let's see if we can make that happen," said Botsford.It did.  In May 2003, a record-breaking crowd packed Qualcomm Stadium to hear him speak."It was electric and just filled with hope," said Botsford.After the event, there was a surprise in the mail.  Botsford received a bible from Graham in the mail, which included a message: "Bob Botsford. God Bless You and Keep You.  Amen.  Billy Graham.""Definitely one of my most treasured possessions," said Botsford.A decade and a half later, he must say goodbye to his friend."I'm sad for the world because we lost the greatest communicator of the gospel, but I'm happy for heaven because Billy is finally home," said Botsford.Botsford is also remembering a legacy.  At Qualcomm Stadium that day, his own son met Graham."I saw my son's eyes light up," said Botsford.The meeting inspired his son, who is now a youth pastor at Botsford's church, Horizon Christian Fellowship in Rancho Santa Fe."Third generation. SAN DIEGO (KGTV) - Almost 2,000 people gathered in San Diego to honor Dr. Martin Luther King Jr. Friday at the 38th annual Human Dignity Award breakfast in Mission Valley. “He fought and gave his life not just for African Americans but for everyone,” said Dee Sanford, this year’s honoree. Sanford stared a telecommunications business in 1994, was an adjunct professor at colleges, and created public access television and radio stations. “You don't do it for honor but when someone remembers and acknowledges your work, it’s really a humbling experience,” she said. My father was part of the civil rights movement. He was our king,” said Sanford. SAN DIEGO (KGTV) -- A San Diego woman is searching for the hero who saved her from drowning after a cliff dive at Sunset Cliffs.“I think the ocean really taught me a lesson that day. It really did,” Justice Arreguin said.It happened a week ago Sunday.Arreguin was with some friends when she jumped off the cliff into the water. The first jump was fine, she said. But when she jumped the second time, it almost killed her.The big waves pulled her under and tossed her around. She couldn't breathe.“Then this guy he just popped out of nowhere and he was like 'you have to stay calm. Try to stay calm,'" Arreguin said. "And so I did and after a while, he jumped in the water when it was safe."The man pulled justice out.
