OCEANSIDE, Calif. (KGTV) - The City of Oceanside is taking control of its water destiny, investing in a facility to purify recycled water from homes.“It’s not being used, it’s really a waste. A lot of that water is going out to the ocean and it’s really a precious resource," said Cari Dale, Water Utilities Director for the city. This Fall they'll break ground on the Pure Water Oceanside facility, which will sit right next to the San Luis Rey Water Reclamation Facility.The process uses state-of-the-art water purification steps that replicate and accelerate nature's natural recycling process. The facility will create between 3 and 5 million gallons per day of high-quality drinking water for the Oceanside community.Currently, the city gets most of its water from outside sources, which is costly and subject to drought and environmental disasters.Pure Water Oceanside will be able to provide 30 percent of the city's water supply.“It’s important because it’s controlling our own destiny, we’re really reusing something that would otherwise would be thrown away, so really it’s being a good environmental steward," said Dale.Orange County has been using a similar system for years.Funding for the million project will come from the city, as well as federal and state grants. Joe Cunningham, D-SC, might not be leaving the US House the way he wanted to, but he certainly was going to make the best out of his November election defeat.Giving a farewell speech on the floor of the House on Thursday, Cunningham pulled out a can of beer from his jacket and opened it. Cunningham was toasting bipartisanship during his address on the floor."For the betterment of this country, we have to come together. We have to sit down and listen to each other and maybe even have a beer. The spirit of the bipartisanship and cooperation. I raised this glass to my colleagues, both Democrats and Republicans,” Cunningham said.It’s unclear if Cunningham actually finished the beer. OCEANSIDE, Calif. (KGTV) — One person is presumed dead after going underwater as rescue personnel tried to save them.Oceanside Fire Department was called to rescue a person in the water near Oceanside Pier just after 3 a.m. Saturday, according to the department. A person was located clinging to a pylon.A rescue swimmer dove into the water to help the person, simultaneously while the person let go of the pylon and went underwater, OFD says.Rescuers continued to search the surrounding waters for the victim but were unable to locate them. Crews suspended searching the area for the individual after several hours Saturday. 633

OAKLAND, Calif. -- The United States Geological Survey is reporting that an earthquake with a preliminary magnitude of 3.5 has struck just outside of Oakland. The earthquake struck at 7:18 p.m. just two miles outside of Oakland Monday. No damage or injuries are being reported. The USGS originally reported that the earthquake was a 3.8 magnitude, then a 3.6. The quake was eventually downgraded to a 3.5.  439
