SAN DIEGO (KGTV) - The Sisu Academy, a free boarding school for at-risk teenage girls, needs help to get the school year started."We are a little cash strapped right now," says school founder Jabez Labret. "We need to get some cash in the door to get over the starting line so we can access those grant dollars coming this fall to keep the program running."Labret says the school has plenty of money lined up in grants and in-kind donations once classes begin, they need some bridge funding until then.He says the school's mission makes it a worthy cause for donations."This is more than just another school," Labret says. "This is truly about changing these girls' lives."The school will enroll 20 girls this fall, all of them from at-risk situations. They hope to add a freshman class each fall and eventually have 350 students."It could be drug or alcohol issues at home, domestic abuse, homelessness," he says. "It could be that mom and dad both work two jobs and are just struggling to be able to keep food on the table."Labret says a boarding school puts the girls in a stable, focused environment that will help them establish a foundation for the future."We don't just teach the academic side," he says. "We teach them social and emotional skills, the entrepreneurial side, we go out into the community and do community service. It gives us a lot of options to get out of the learning environment."One student who will enroll this fall says she's excited about the prospect."Going to school would help me so that I can get my mind off my troubles at home," says Analys Franklin. SAN DIEGO (KGTV) -- The San Diego County Board of Supervisors Wednesday voted 4-1 in favor of Otay Ranch Resort Village 13, a mixed-use community to be developed near the city of Chula Vista.When completed, Otay Ranch Resort Village will feature 1,938 homes, a fire station, sheriff's station, trails, an elementary school, parks and open space, according to a county staff presentation."We must have more housing that is well-planned, that is walkable, bikeable, and smart net zero housing such as this proposal," said nearby resident Richard Richardson.Proposed by developers Baldwin & Sons and Moller Otay Lakes Investments, Otay Ranch Village is located less than a mile east of the city of Chula Vista and 12 miles southwest of the community of Jamul.The county Planning Commission voted 4-2 in favor of approval, and the county Planning & Development Services department also recommended approval.Several environmental groups urged the board to table the project until the county resolves issues over its Climate Action Plan, along with species protection concerns and wildfire hazards."The amount of greenhouse gas here is substantial," said Dr. Peter Andersen, a Jamul resident and member of the Sierra Club. Board Chairman Greg Cox said the project has "gone above and beyond" to address greenhouse gas emissions.Cox said the county is facing a housing shortage emergency, and Otay Ranch Resort Village is "one that's better designed than most I've seen" in terms of fire safety. "I believe this is a good project that checks all the boxes," he added.Although he praised the overall project, Supervisor Nathan Fletcher cast the lone no vote."My reluctance today is that we're very close to resolving a series of lawsuits and there's an effort to get a legally enforceable climate action plan, and then we can assess this project," he said.The county's plan has been the subject of several legal challenges. In June, a three-judge panel of the 4th District Court of Appeal in San Diego also found that reliance on carbon offsets was not legal, and shouldn't be used as a mechanism to allow general plan amendments to move forward.Fletcher said that while the Otay Village project is consistent with the density requirements in the county General Plan, his concerns over the use of carbon offsets prevented him from voting yes on Wednesday.Supervisor Jim Desmond said that despite problems with the Climate Action Plan, the county shouldn't have to stop all development.The board vice chairman also said that Otay Ranch Resort Village 13 complies with the county's Multiple Species Conservation Program, and received the blessing of San Diego County Fire Chief Tony Mecham. SAN DIEGO (KGTV) — The number of San Diegans who spend at least 90 minutes on their daily commute grew nearly 15% over the last decade, according to a recent analysis.Apartment List reports as San Diego County's workforce grew 10.8% from 2009 to 2017, "super commuters" (commuting 90 minutes or more one way) grew 14.9%. Overall though, the share of San Diego's workforce who endure a super commute is only 0.1%.The study showed the trend is much worse in other California counties like San Francisco (110.4% growth since 2009) and Los Angeles (up 22.3% since 2009).Other areas of the state located just outside San Francisco also saw large increases, like Contra Costa and Alameda Counties, which saw a 101.8% and 126.5% increases in super commute workforce, respectively.Rural counties were also more likely to endure a long commute, like Mono County, Calif., which saw a 1166.7% increase."Beyond the super commuters who drive from distant exurbs to work in the downtown offices of pricey superstar cities, we also see high rates of super commuting in some counties that are much closer to the urban core," the study said. "This is evidence of the large number of super commuters who rely on public transit. Super commuting is also common in certain pockets of rural America, particularly those with active drilling and mining industries."Extraction and construction jobs were the most likely to have the longest commute times. SAN DIEGO (KGTV) -- The Registrar of Voters is asking those who received mail ballots to check their mail ballot packets, according to County News Center. Registrar of Voters Michael Vu said his office has received more than a dozen reports of missing mail ballots in the election packets for the June 5 Gubernatorial Primary. According to the registrar, as many as 1,500 ballots could be affected. Though that number is small compared to the total number of ballots, Vu said his office wants to make sure every voter gets the ballot they asked for.RELATED: Early voting begins in San Diego ahead of June 5 primary election  Nearly 1.1 million mail ballots were sent to county voters last week. The issue with the packets was traced to the vendor’s mechanical inserter equipment.The problem was corrected, but voters are still being asked to double-check their packets.“If you find there is no ballot inside or you have two cards, give us a call,” said Vu. “We will suspend the packet and re-issue you a new one.”Those who experience the problem with their ballot can call the Registrar of Voters at 858-565-5800. 1141

SAN DIEGO (KGTV) -- The San Diego Superior Court is having a hard time getting potential jurors to show up for jury duty. Jury trials started again last week after a seven month break because of the COVID-19 pandemic. The lack of potential jurors reporting to the court house forced the continuation of a criminal case this week. For two weeks in a row, only about 40 people showed up for their jury duty. ABC 10News learned 900 jurors were summoned both times. ABC 10News spoke to the court's presiding judge, Lorna Alksne, who explained the court is taking all safety measures, like temperature checks, mask use at all times, Plexiglass barriers and social distancing. Alskne explains there are consequences for not showing up, like sanctions and fees, but the court isn't taking those measures yet. The judge says about 300 people did respond this week delaying their service, but the hundreds of others did not respond. Jurors are able to delay their service if they have COVID-19 safety concerns, but court officials say otherwise, people need to show up. Local defense attorney Jan Ronis says the court is doing the best they can, but he worries a smaller selection of potential jurors could impact the diversity of the jury pool. Alskne says the court will summon 2,400 people next week, instead of 1,800, in hopes of getting enough jurors for two upcoming cases. 1379
