A 23-year-old Oregon woman was arraigned on Monday and is facing criminal charges after being accused of ripping off a student's hijab and intentionally desecrating the hijab. Multnomah County (Oregon) District Attorney Rod Underhill announced that Jasmine Renee Campbell, pictured above, would face charges on two counts of bias crime in the second degree, one count of attempted strangulation, one count of harassment and one count of criminal mischief in the third degree. According to Underhill's office, Campbell allegedly approached a 24-year-old Portland State college student from behind and grabbed her hijab. Underhill said the unnamed victim was able to push Campbell away, which is when Campbell then allegedly forcibly took the hijab from the victim. Campbell was then accused of using the hijab to rub it on and across multiple exposed sexually intimate parts of her body, Underhill said, citing court documents.The student, who Underhill's office stated was from Saudi Arabia, said that she no longer feels safe wearing a hijab in public and is relying on alternative methods to cover herself, Underhill said, citing court documents. 1160

A proposed three-digit number – 9-8-8 – is on the verge of becoming the new nationwide hotline for suicide prevention. “I think that shortening the number to three digits really has the opportunity to save so many lives,” said Alison Malmon, founder of Active Minds, a national non-profit focusing on mental health. “The prominence that this three-digit number will bring to suicide prevention is extraordinary.” For Malmon, a new suicide prevention hotline is personal. “As the survivor of my brother's suicide, it really means so much to me to know that lives will be saved through culture change and through bringing more prominence to the issues around suicide prevention that this three-digit number will bring,” she said. For years, the suicide prevention hotline has been a 10-digit 800-number: 1- 800 – 273 – TALK. Mental health experts say shortening it makes it easier to remember and could save lives in the process. “If we were in an emergency situation, we're stressed and it's hard for us to remember a lot of things,” said Charles Ingoglia, president of the National Council for Behavioral Health. “And so, I think the idea behind moving to a three-digit number related to suicide is to facilitate people being able to contact help easily and quickly.” Each year, more than 47,000 people in the U.S. die by suicide: that’s one person, nearly every 12 minutes. “If you look at where we are now the highest numbers of suicide we've seen since World War II,” said Colleen Creighton of the American Association of Suicidology. “So, clearly we need to change something we need to get something done and having a really easily accessible three-digit code is the way to go.” It’s a move welcomed by those forced to face a loved ones’ loss to suicide. “There's so much change on the horizon,” Malmon said. Beyond the number change, experts caution that there needs to be funding for local call centers around the country to take on any added call volume from the new number. A disgruntled employee who killed 12 people in Virginia Beach, Virginia, was a certified professional engineer for the city.The man was identified as DeWayne Craddock, 40, according to a law enforcement official and a Virginia government source. He walked into the city building Friday afternoon and opened fire, killing a dozen people and wounding four others, police said.Four officers who responded to the scene followed the sound of his gunshots and engaged him in a "long gunbattle," police Chief James Cervera said. He suffered injuries during a gunfight with officers and died shortly afterward, Cervera said.Authorities are still investigating a motive.Gunman worked on road projectsCraddock, 40, was a certified professional engineer for the city of Virginia Beach in the public utilities department. He is listed on department news releases as a point of contact for information on local road projects over the past several years.Craddock's parents, reached by phone Friday evening, told CNN that they weren't aware their son had been involved in the shooting and that law enforcement hadn't contacted them.They confirmed their son worked for Virginia Beach's public utilities department but said they weren't aware of any trouble he was having with this employer.A search of online court records in Virginia Beach and surrounding counties shows Craddock was cited for a motor vehicle infraction in 2013 but nothing else.According to a 1996 news report, he served in the Army National Guard as a private after attending a high school in Newport News.He kept to himself, neighbor saysA neighbor of Craddock's told CNN affiliate WAVY that the gunman kept to himself and was always in and out of his apartment with a book bag.Cassetty Howerin, 23, lived below Craddock and said he was awake during all hours of the night."You heard him walking around; he would drop stuff at like 2 a.m., and me and my roommate would try to figure out what he was doing," Howerin said.His neighbors said they rarely saw him.He didn't engage in much talk, Howerin said, adding "in the year I've been there, we've maybe had three conversations and that's about it.""I know what gym he goes to. That's about it."He would just go in and out, the neighbor said. By the time Howerin would wake up and leave at 7 a.m., he was gone."I never saw him take trash out, never saw him bring groceries in, never saw people coming in or out," the neighbor said. "He was very to himself."Howerin said they are petrified. "I live right under him, so that could have easily been me or my girlfriend or my roommate," Howerin said.Despite their few conversations, he "seemed like a nice guy," Howerin said. "He introduced himself when we first moved in. That's just crazy."Craddock looked like a "jacked guy, he stood maybe 6 foot and he always carried a book bag with him.
