SAN DIEGO (KGTV) - A new report says San Diego Unified School District is losing nearly million a year due to the exploding number of charter schools.School districts receive funding per student. The report by the organization, In the Public Interest, found SDUSD loses nearly ,913 a year per charter school student, largely due to costs that cannot be reduced when a student goes to a charter school. SDUSD is the second-largest district in California.There are about 120 charter schools in San Diego County. Roughly 50 of those schools are in the SDUSD. Elva Barajas’ son attends a local charter school.“I liked what they were offering for the students. There were smaller classrooms… less than 25 kids in the classroom. It was more individualized for the students,” Barajas said.Miriam Rodriguez’s daughters go to traditional schools within SDUSD.“At the end of the day, the schools are in my community,” Rodriguez said.The report, called "Breaking Point: The Cost of Charter Schools to Public School District," analyzed three California school districts including San Diego.Superintendent Cindy Marten and SDUSD trustee Richard Barrera argued that local districts need more control over school charter decisions. Barrera said district leaders need to ask critical questions, including fiscal impact. Currently, he said they are not allowed to do so.“What is it bringing to the table, what is it adding to the mix of schools… but also, what is it taking away?” Barrera said.Michelle Anderson, Regional Manager for the California Charter Schools Association, said districts already have enough oversight. “This is really a misrepresentation of issues that came through from a report that was paid for by special interests. Charter schools are really not the bad guys in this issue,” Anderson said.Both sides agree that education funding goes beyond this particular issue, although they differ in the impact of charter schools. About 18 percent of students that live within SDUSD attend charter schools. 2028

SAN DIEGO (KGTV) - A new pilot program in San Diego hopes to break the barrier between older adults and ridesharing apps. Together, Jewish Family Service (JFS) and the Ed Brown Center are testing an outreach and education program connecting older adults with free ridesharing services so they can participate in health and wellness programs.The pilot program is part of a partnership with Lyft and the National Council on Aging (NCOA). The Ed Brown Center was one of three senior centers selected from across the country.The goal is to understand whether ridesharing can improve an older adult’s well-being by enabling them to travel to their local senior center to take part in activities such as health classes, nutrition programs, lifelong learning, and social opportunities.JFS partnered with Lyft two years ago to provide rides to seniors and individuals receiving breast cancer treatment. Called “On the Go: Navigator,” the program allows older adults to easily book rides to the grocery store, doctor’s appointments and more, without a smartphone. With this service, seniors must pay for the trip, as well as a service fee. SAN DIEGO (KGTV) -- A San Diego county father is speaking out about his family's close call caught on video during an off-road race down in Baja, but the driver behind the wheel says it's not what it looks like. Earlier in April, Matt Scarpuzzi of Alpine and hundreds of other drivers were participating in the "San Felipe 250" when he says another driver deliberately drove through a group of spectators, including his wife and two young children. In this type of racing drivers can deviate from the set course as long as they make it to the checkpoints, so technically it wasn't against the rules."I couldn't believe that was the best decision, in my opinion, it jeopardizes the fan safety and it jeopardizes a sport that I love," said Scarpuzzi.The man behind the wheel, B-J Baldwin, spoke to 10News and said it looks worse than it actually was.  "I had 100 percent visibility, I knew where everybody was at, knew everybody was safe. Again I was only going about 2 miles an hour when I drove through these tents," Baldwin said. He posted the video on his Facebook page and offered to replace anything he damaged. "I assured everybody that no one was in danger and I was very very careful when trying to re-enter the course and access the course," said Baldwin.  1317

  

SAN DIEGO (KGTV) — A man suspected of trying to burn down an Albertson's sign in El Cajon pleaded not guilty in Superior Court Friday.Joshua Edgell Wright was arrested Wednesday after he allegedly set fire to the sign at the grocery store off Broadway. A local business owner followed him to a Smart and Final in Lakeside, where he was apprehended. Wright appeared in court via video conference and said nothing. Records show he's been charged with 16 crimes in the last three years, including for petty theft, shoplifting, and resisting arrest.Deputy District Attorney Brandon Owens declined to discuss Wright's criminal history. Judge Daniel Lamborn set bail at ,000. SAN DIEGO (KGTV) — A San Diego hairstylist is suing Governor Gavin Newsom over closures of indoor salons. It comes even after a revised order that allows them to operate outside.Amy Mullins-Boychack doesn’t take just any client.“They might have to pace for 15 minutes before they can regulate their anxiety to get a hair cut,” she said.She’s been cutting hair for children with special needs at her salon “THAIRapy” for eight years. Under restrictions from the state, salons are only allowed to operate outdoors.She says that’s not an option with her clients.“I have clients that don’t have impulse control,” said Mullins-Boychack. “They don’t have the ability to just sit anywhere and get a hair cut.”So she joined a lawsuit filed against the governor in March. The plaintiff, JD Bols, is a landlord to several churches and beauty salons in San Diego.The lawsuit also names Mayor Kevin Faulconer, Sheriff Bill Gore, and the County Board of Supervisors as defendants. It claims the pandemic-related restrictions violate civil rights and have financially crippled businesses deemed non-essential.“This isn’t about vanity," says Mullins-Boychack. “This is a life skill for them, this is routine, this is repetition, this is part of their livelihood, part of their social skills.”In addition to the lawsuit, she’s working to get an exemption from the governor to continue her business indoors. 1398
