SAN DIEGO (KGTV) — As a woman lay paralyzed from a horrific accident, police say someone was inside her car, stealing from her. The search for that thief is now turning to San Diego County."She was the nicest, most wonderful person I've ever known," said Don Nelson.Nelson says his wife of 27 years, Terri, was on her way to pick up her father for a hospital trip in August when a truck rear-ended her car at a stoplight in Riverside. As she lay with her neck broken, amid the commotion of bystanders and first responders coming to her aid, police say someone got into her car and stole her purse.Detectives say within days of the accident, surveillance images show her using Terri's credit cards and writing checks in her name. Nelson says as some ,000 worth of purchases were made at various businesses, from fast food restaurants and Albertsons to Costco."I think that's the lowest form of life that could possibly be. You have to be a sorry person to do something like that," said Nelson.For three months, Terri was paralyzed and on a ventilator, until she passed last week from complications from the accident. Her husband's grief is not the only emotion that consumes him. There is also anger. He's still dealing with collection agencies seeking money from the thief's shopping spree. During that crime spree, police believe the woman rented a Nissan Rogue in Terri's name, before the CHP pulled that car over on a highway in San Diego County. The two men inside the car have yet to lead detectives to the woman, but police hope tips from the public will."I just can't believe a lightning bolt didn't strike the person. I hope they never run into me, and I know who they are," said Nelson.Nelson believes the rented car was pulled over near downtown San Diego, but the CHP has not confirmed that. SAN DIEGO (KGTV) -- County Supervisors Wednesday sent a letter to Governor Gavin Newsom asking him to take a second look at San Diego, potentially allowing shuttered businesses to reopen amid COVID-19. In the letter, Supervisors Kristin Gaspar, Jim Desmond, and Councilmember Chris Cate of the sixth district said Newsom’s “one-size-fits-all approach to closing entire business sectors is misguided as evidenced by the many sectors in San Diego forced to close their doors again despite not having contributed at all to the rise in our local cases.”Supervisors also pushed the governor to give more control to local leaders and health officials. SAN DIEGO (KGTV) - Approximately 900,000 San Diegans who pay for sewer services may have had their rights violated.It’s part of what being alleged in a massive new class action lawsuit against the City of San Diego, its Public Utilities Department and the San Diego City Council.The suit calls it an “illegal financing scheme”. Attorneys who brought the suit claim the issue surrounds the city’s million smart water meter system and how it was paid for. The lawsuit alleges the city knowingly used about million from the city's sewer fund instead of the city's water fund to help pay for that meter system.Subsequently, hundreds of thousands of San Diego sewer ratepayers were allegedly misinformed about what their money was being used for. Attorneys argue sewer ratepayers were quite possibly paying for a system that they did not necessarily benefit from- the smart water meter system. It’s still unknown whether there were any rate hikes directly tied to this.The suit claims the situation was an unconstitutional grab of million in funds.The San Diego City Attorney’s Office is reviewing the complaint and will respond through the court. 1183
SAN DIEGO (KGTV) -- California’s superintendent of schools announced a new plan to study the role and impact of police on school campuses.During a Wednesday morning virtual press conference, State Superintendent of Public Instruction Tony Thurmond said he wants to speed up research in examining how police at schools affect students.“We need to set clear standards that police officer should never be dean of students or disciplinarian for student behavior,” Thurmond said.Schools may still need police on campus to respond to situations such as active shooters or bomb threats, Thurmond said, but he was clear that officers should never treat students like criminals.In the wake of protests over the death of George Floyd in Minneapolis and as people across the U.S. call for systemic change in the role police play in all of our lives, Thurmond is organizing a task force to study police presence at schools.“We should have more restorative justice programs, focus on de-escalation, programs that focus on intervention that can be done by those who have the ability to use peacemaking skills to reduce violence,” Thurmond said.San Diego County is no stranger to police-related controversy on local school campuses.In 2016, a fight at Lincoln High School ended with school police using Tasers and pepper spray on students. One officer and four students were hospitalized, and two students were arrested.In 2018, a campus police officer slammed a student at Helix High School onto the ground. That student later filed a lawsuit over the incident.Now, a Change.org petition is calling for the San Diego Unified School District to close its district police department, saying, “Policing schools creates a toxic school climate that attenuates the school-to-prison pipeline and is not necessary to cultivating school safety.”As of Wednesday, the petition has just over 1,800 signatures.Federal data shows a slightly disproportionate amount of arrests of minority students within San Diego Unified School District. Data shows 66 percent of arrests are of Black or Hispanic students, even though they only make up 56 percent of the school population.Thurmond said he wants to look into that issue specifically.“To make sure that any police officer who is on campus is someone who wants to be on campus, who has chosen to be there, not just been assigned. And there will be training for them in implicit bias, de-escalation and understanding youth development,” Thurmond said.SD Unified officials have not responded to the petition or Thurmond’s comments, but on the district website, officials said having officers on campus allows them to build relationships with students, teachers, and staff, and better serve the school community. 2737
SAN DIEGO (KGTV) — Caltrans is starting a yearlong pilot program in San Diego to reduce wrong-way driving.The agency has installed markings at 30 locations that include red arrows and "DO NOT ENTER" written across the pavement that are only legible when driving in the wrong direction onto freeway ramps.The markings will stay up until the end of the year, according to Caltrans.The agency says that a previous three-year pilot program helped reduce wrong-way driving by 44% in San Diego. The program utilized special reflectors, sensors, and illuminated signs in early 2018.Now, those specialized reflectors have been installed on hundreds of miles of highways, according to Caltrans."The number of wrong-way drivers decreased significantly during the initial pilot program," said Caltrans Director Toks Omishakin. "The addition of these markings, along with what we have learned thus far, will go a long way as we continue to study ways to deter wrong-way drivers."While wrong-way crashes only account for less than 1% of all crashes on California's highways, they are often among the deadliest, Caltrans said."We are constantly looking for ways to improve safety on the transportation system," said Caltrans (San Diego area) District 11 Director Gustavo Dallarda. "If the testing of this new product is successful, it could provide a new tool to reduce wrong-way driving." 1383
