BEIJING, Jan. 05 (Xinhuanet) -- Tighter licensing and banning unlicensed food processors are two measures needed to improve the poor quality of cooked food in Guangzhou markets, says a new proposal.The proposal, to be presented to the Guangzhou committee of the Chinese People's Political Consultative Conference, notes that producers of unpacked cooked food currently only need to obtain a food circulation permit.Many of them process food in unlicensed workshops with poor sanitation, and some producers even use substandard materials in food processing.The annual session of the conference opens on Tuesday.Recent tests of unpacked cooked food found that of 100 samples of meat, flour-based food, preserved vegetables, soybean products and algae products, only 38 passed the inspection.No cold dried bean curd or cold algae products passed the tests, which were carried out at seven supermarkets in Guangzhou, Guangdong province, by the city's consumers' commission.Excessive microorganisms were the main reason for failing the tests. Fifty-five samples contained excessive coliform and 12 had golden staph.Meanwhile, in tests of unpacked cooked food at supermarkets in Guangzhou by the city's commerce authority in the third quarter of last year, only 28 of the 71 samples passed the tests. XUZHOU, Dec. 13 (Xinhua) -- Three critically injured students died in hospital in east China's Jiangsu Province early Tuesday, the government said, bringing the toll of Monday's school bus overturn to 15.The accident was the third serious one involving a school bus in China in less than a month.At least eight other children are still hospitalized, a government spokesman of Fengxian County said, without elaborating on the conditions of their injuries.A bus carrying 29 students on their way home fell into a roadside ditch when the driver tried to avoid a pedicab in the rural areas of Fengxian at 5:50 p.m. on Monday.The bus belonged to a primary school in Shouxian township. The government said the bus, designed with a maximum carrying capacity of 52 persons, was not overloaded.Also on Monday, another school bus carrying 59 students was badly hit by a truck in the city of Foshan, Guangdong Province, injuring 37 students, Guangzhou Daily reported Tuesday. Seven of the injured had been hospitalized.The accidents occurred only a day after the State Council moved to strengthen school bus safety after a deadly crash killed 19 pupils about a month ago.The nine-seat school bus illegally carrying 64 people collided head-on with a coal truck in northwestern Gansu Province on Nov. 16, killing 19 preschoolers and two adults, and injuring 43 others.Schools are few in numbers in the vast and sparsely populated rural areas of China. BEIJING, Nov. 13 (Xinhua) -- China has established an operation committee for management of the country's first space lab module, Tiangong-1, during its two-year orbit of earth.The committee will deal with operations planning, technical appraisal and flight control of the target orbiter after the unmanned Shenzhou-8 spacecraft returns to earth after its mission, the official website of China's manned space program said.The Tiangong-1 space lab module was launched on Sept. 29 and docked with Shenzhou-8 precisely on Nov. 3, China's first ever space docking attempt. The second docking between Tiangong-1 and Shenzhou-8 is scheduled for Nov. 14.The manned space program said earlier that the same target orbiter Tiangong-1 will accommodate another two docking missions performed by two other Shenzhou spaceships, at least one of which will be manned.The 8.5-tonne Tiangong-1 is the first space lab module that China has built, and the committee will also be the first in taking care of a long-running space asset.The operation committee for Tiangong-1 heralds China's manned space program entering a new phase for lengthy flight missions, Niu Hongguang, director of the operation committee, said on the website www.cmse.gov.cn.The orbiting module management will include taking care of the space lab, making preparations for any further docking tests and gathering experience for building a future space station, Niu said.
