There is no more big issue today that we can tackle without China," Sarkozy said.Referring to the establishment of the France-China diplomatic relations 45 years ago, the president said some misunderstanding between the two countries had belonged to the past and he held a firm confidence in China's future."This is why I made the strengthening of the Franco-Chinese partnership a priority of our foreign policy," Sarkozy said.He said relations between the two countries had warmed and France would like to further ties with China "in all dimensions."

They were joined by Chinese Vice Premier Wang Qishan and State Councilor Dai Bingguo, both special representatives of President Hu.They achieved consensus on bilateral relations, facilitating global economic recovery, anti-protectionism in international trade, pushing forward financial reforms and important international affairs.The two dialogue partners also signed agreements covering trade, environment, energy and disease control at or on the sidelines of the S&ED, underscoring the value of the dialogue platform."The two teams worked hard to realize the vision" between Obama and Hu and that the two sides deepened cooperation in the second round of talks with the largest-ever delegation, Clinton said.Clinton told Hu when they met she appreciated the "substantial speech" he made at the opening session of the dialogues.President Obama once even drew on traditional Chinese wisdom of Mencius, a master of the Confucius school of teaching that has helped shape Chinese society, to illustrate the value of the high-level dialogue platform."A trail through the mountains, if used, becomes a path in a short time, but, if unused, becomes blocked by grass in an equally short time," Obama said at the opening of the 1st S&ED last year, quoting Mencius to compare the bilateral exchanges to blazing a path through the mountains.

We have consistently through Democratic and Republican administrations understood those agreements and principles be the foundation of building an ever stronger relationship (with China)," Steinberg said."So there is no change. It's a commitment that we understand be the bedrock of the foundation of the relationship between the two countries," he added.The deputy secretary appeared to be quite positive about U.S.- China relationship despite recent troubles between the two countries caused by the announcement of new U.S. arms sales to Taiwan in January and President Barack Obama's meeting with the ** Lama in February."I think it is fair to say for the first 15 months of the new administration here, U.S.-China relations have been extremely constructive," Steinberg said in his opening remarks at the briefing."I think we avoided the dangers of transition that often happen in our relations with China and were able to start a very stable and promising course on our relationships, beginning with a phone call between (Chinese) President Hu (Jintao) and President Obama in February of last year, their meeting in London at the G-20 in April and culminating in President Obama's visit to China last fall," he said.At the levels of the Cabinet, he said, the two sides have seen the deepening of bilateral ties through the creation of the Strategic and Economic Dialogue (S&ED), which really reflects both the breadth and the depth of U.S.-China relationship.Steinberg said he knew that in recent months there's been speculation about whether there's been a change in U.S.-China relationship because of differences between the two sides on issues related to Taiwan, Tibet, as well as economic and trade policy.He said his trip to China early this month, along with National Security Council Senior Director for Asian Affairs Jeffrey Bader, provided a chance for both sides to discuss how to build on strong bilateral dialogue to seize the opportunities in the relationship and the need for the two countries to work together, as well as to manage their differences.During the trip, Steinberg said, the U.S. side had made clear that it does not support "Taiwan independence," welcomes recent improvements in cross-strait relations and hopes that the improvements will continue and expand.He added that the U.S. side had also reaffirmed its position that it does consider Tibet to be a part of China and does not support "Tibet independence."Steinberg said the two sides also discussed issues in economics and trade as well as security issues, such as the nuclear issues of the Korean Peninsula and Iran.

  

BEIJING, April 6 (Xinhua) -- China's outstanding external debt reached 428.6 billion U.S.dollars by the end of 2009, up 14.4 percent from a year earlier, the State Administration of Foreign Exchange (SAFE) said here in a statement on its website Tuesday.The figure excluded Hong Kong Special Administrative Region (SAR), Macao SAR, and Taiwan.The country's registered foreign debt was equivalent to 266.95 billion U.S. dollars by the end of last year, up 2.5 percent from the 2008 level. Outstanding trade credits stood at 161.7 billion U.S.dollars, according to SAFE.China's foreign debt service ratio was 2.87 percent, while the foreign debt ratio and liability ratio stood at 32.15 percent and 8.73 percent, respectively, SAFE said.Mid- and long-term external debt, accounting for 39.52 percent of all outstanding foreign debt, totaled 169.39 billion U.S.dollars by 2009, most of which came from manufacturing and infrastructure construction in transportation, storage and postal services, it said.Short-term external debt rose 23 percent to 259.26 billion U.S.dollars year on year by the end of 2009, accounting for 60.48 percent of the total.New mid- and long-term debt in 2009 declined 38.18 percent to 22.45 billion U.S.dollars from a year earlier.China repaid principals for mid- and long-term loans of 34.19 billion U.S. dollars and 3.63 billion U.S. dollars in interest in 2009, up 46.78 percent and down 12.64 percent year on year, respectively, said SAFE.

  

CANBERRA, May 14 (Xinhua) -- Visiting General Guo Boxiong, Vice- Chairmen of China's Central Military Commission met the Australian Chief of the Defense Force Air Chief Marshall Angus Houston on Friday.Guo said China and Australia have extensive range of common interests and hold responsibilities in safeguarding regional stability and promoting common development.The two countries are important trading partners, maintaining good dialogues and consultation in responding to international financial crisis, climate change and other major issues such as the Asia-Pacific regional cooperation, he added.According to Guo, defense and military relations between China and Australia in recent years are more matured, more dynamic and the cooperation has great potential and bright prospects for development.In order to better response to the diversity of regional and global challenges, the two sides need to further strengthen communication, enhance mutual trust, consolidate the basis of mutually beneficial cooperation, the Chinese General said.Houston said that together with the increasing national strength, China will play a greater role in global and regional affairs. Australia hopes to strengthen cooperation with China in communication and cooperation, jointly safeguarding regional peace and stability.He said that meanwhile, the Australian government is satisfied with the current bilateral defense and military relations.Guo arrived on Tuesday in Australia for an official visit, and held talks with Australian Defense Minister John Faulkner and met with Australian Foreign Minister Stephen Smith.
