SAN DIEGO (KGTV) - Businesses are bracing for Governor Gavin Newsom's announcement Monday after San Diego has been on the state's watch-list since July 3, due to a surge in coronavirus cases.Newsom could announce indoor activities, like arcades, restaurant dining, movie theaters and museums will be shut down to contain the spread.This news comes as San Diego restaurants faced a volley of changes over the past four months."I think that the only thing that is constant is the change," Chief Brewing Officer Mike Hess said from his Imperial Beach brewery.He said the lucky thing about most of his locations is they have outdoor space, so they can shift more easily. He said in one pay period his labor costs at the Imperial Beach location are three times the norm because they switched from bar service to table service and have to sanitize more often.Across town at Small Bar, Owner Karen Barnett said they shut down at the beginning of July and don't have any plans to reopen.'At the end of the day a business is a business, people are more important.' Barnett said they have been doing take out since the beginning of the pandemic, but never reopened for dine in.She said the small space at her business and horror stories of other restaurants and bars dealing with enforcing social distancing, wearing a mask and employees testing positive with the virus, helped her stick to her guns.On Friday, she posted this on Instagram, "After much consideration, Small Bar will be closing for the entire month of July (possibly longer). When the global pandemic was declared almost 4 months ago, we decided to quickly switch gears and continue to serve our community as thoughtfully and safely as possible. Unfortunately, Americans both near and far don't seem to be listening as closely to science as we are. We no longer deem our services "essential". We care about our community and feel the best move right now is to take a step back for a few weeks. In the meantime, we will be working on our footprint and how we can safely reopen later. We encourage more businesses to follow our lead to help flatten the curve, yet again. We will be working on ways to serve with as little contact as possible, but until that time we wish you all health and peace in the world. SAN DIEGO (KGTV) - By a unanimous vote, the San Diego City Council voted Monday to hike pedicab fees, making it nearly twice as costly to be a pedicab driver.      Police say the increase for annual operator fees from 2 to 9 is needed because of extra enforcement, including aggressive inspections and undercover operations targeting price gouging.Ali Horuz, who manages four different pedicab companies, says the higher fees will be a hardship, especially for drivers getting into the business.  He says right now, the local market is short about 50 drivers."It's going to be harder to find qualified drivers. We're competing against Uber and Lyft. It's definitely going to affect the market, where we are going to see fewer pedicab drivers," said Horuz.While the number of drivers is shrinking, the regulations may be increasing.  Citing complaints from the community, Councilman Chris Ward wants the city to set a uniform rate structure, while banning loud horns, flashing lights and amplified music. Horuz says the lights and loud horns are needed safety precautions, while overly loud music is a product of a few bad drivers.A council committee will look at the proposal Wednesday. 1240

SAN DIEGO (KGTV) - Country legend Clint Black is moving beyond Nashville stardom with his first-ever musical, now playing at San Diego’s Old Globe Theater. ‘Looking for Christmas’ is about Staff Sergeant Mike Randolf, who returns from deployment to Afghanistan to be with his family for the holiday."Mike Randolf is making it home just in time for Christmas but he's not really quite home. And through his daughter and her excitement over Christmas, understanding how it works, and then ultimately why it works and why we do it is one of the things that propels Mike forward,” Black told 10News.Clint Black created the idea from his 1995 holiday album and wrote the musical with playwright James Sasser."It was a real odyssey for me to try to find the true meaning of Christmas and it's what we're trying very hard to get across in the play."Randolf struggles to find the joy of the season with the help of his family."For me, the true meaning behind Christmas as I discovered it through writing the album was really the message to look around to others and what they need. SAN DIEGO (KGTV) — Carlsbad leaders this week approved nearly 0,000 to construct a new trail planned to loop around the city's strawberry fields.Carlsbad City Council voted to add the Hub Park trail to the city's Capital Improvement Program, a 2.4-mile trail on the south shore of the Agua Hedionda Lagoon in an area dubbed "Hub Park."Hub Park sits on land owned by SDG&E. The city has a lease agreement with SDG&E for a portion of the trail, but not the portion that would connect to nearby roads.RELATED: San Diego County park rangers recommend these trails in 2019The city voted to take 4,500 from the General Capital Construction Fund to fund building the eight-foot wide trail.The trail would lead from a new Interstate 5 bridge to a bluff within the leased property that overlooks the lagoon, the city says. SAN DIEGO (KGTV) -- Authorities have identified the sailor who died after being struck by a spinning helicopter blade as 32-year-old Lt. James Mazzuchelli.Mazzuchelli was a flight surgeon assigned to Marine Light Attack Helicopter Squadron 267, Marine Aircraft Group 39 and was stationed at MCAS Camp Pendleton.Mazzuchelli is from Orange Park, Florida and was previously deployed to Japan.RELATED: Sailor hit by spinning helicopter blade at MCAS Camp Pendleton dies“Lt.
