LOUISVILLE, Ky. — Authorities are investigating a fatal shooting at a park in downtown Louisville, Kentucky, where demonstrators had gathered to protest the death of Breonna Taylor. Police said one male died at the scene at Jefferson Square Park and another person was found with non-life-threatening injuries across the street. Video posted on social media appeared to show a man opening fire into the park. The footage later showed at least one person bleeding profusely on the ground. LOS ANGELES, Calif. – The mayor of Los Angeles is authorizing the city to shut off the utilities at homes and businesses that host large parties during the COVID-19 pandemic.Mayor Eric Garcetti made the announcement Wednesday, arguing that such large gatherings put the entire community at risk of contracting the deadly coronavirus.Garcetti says he will allow the city to shut off Los Angeles Department of Water and Power service in “egregious” cases, in which houses, businesses and other venues are hosting unpermitted large gatherings.“While we have already closed all nightclubs and bars, these large house parties have essentially become nightclubs in the hills,” said Garcetti. “Many times, the homes are vacant or used for short term rentals. And beyond the noise, traffic and nuisance, these large parties are unsafe and can cost Angelinos their lives.”Starting on Friday night, Garcetti says if the Los Angeles Police Department responds and verifies that a large gathering is occurring at a reoffending property, officers will provide notice and initiate the process to request that DWP shut off service within the next 48 hours.The mayor’s announcement came hours after a city councilman introduced a motion to increase penalties for property owners who hold large parties in violation of public health orders. Marc Short, the chief of staff for Vice President Mike Pence, has contracted COVID-19, according to The New York Times and Bloomberg.Pence's staff says the Vice President tested negative for the virus on Saturday.According to the Times, Pence's office released a statement Saturday night saying that even though Pence had close contact with Short in recent days, he "will maintain his schedule in accordance with the CDC guidelines for essential personnel.”The announcement came shortly after Bloomberg reported Saturday night that another one of Pence's top aides, Marty Obst, had also tested positive for the virus."Today, Marc Short, Chief of Staff to the Vice President, tested positive for COVID-19, began quarantine and assisting in the contact tracing process," a statement from Pence press secretary Devin O'Malley read, according to Axios. "Vice President Pence and Mrs. Pence both tested negative for COVID-19 today, and remain in good health. While Vice President Pence is considered a close contact with Mr. Short, in consultation with the White House Medical Unit, the Vice President will maintain his schedule in accordance with the CDC guidelines for essential personnel."Short and Obst are just the latest high-ranking White House officials to contract COVID-19. Earlier this month, President Donald Trump, first lady Melania Trump and their son, Barron, all announced that they had contracted COVID-19. Other top aides like press secretary Kayleigh McEnany, adviser Stephen Miller and former adviser Kellyanne Conway also tested positive for the virus. Most were in attendance at a White House event for the nomination of Judge Amy Coney Barrett, where many guests were pictured indoors without masks.The outbreak in Pence's office comes as COVID-19 cases spike across the country. Many businesses across the country have been working to safely reopen their offices. From disinfecting desks to implementing social distancing guidelines, some employers are learning it still might not be enough to bring people back to their desks."There are people who have fears of returning back to work due to safety concerns. Maybe they might be at a higher risk due to a compromised immune system or someone else within their family so they have some concerns about returning. Some employees don’t want to return-- and some employees want to continue to work from home when they were able to do it during this period of COVID," says Amber Clayton, the Knowledge Center Director at the Society for Human Resource Management.Clayton says some reasons for an employee refusing to come back to the office are protected under law. For example, if the employee, or someone the employee lives with, has underlying health conditions that would make them at higher risk for being affected by COVID-19, or they're unable to return due to childcare reasons. Employment lawyers like Ruthie Goodboe agree, citing OSHA and the National Labor Relations Act."An analysis needs to be done by the employer to determine, ‘Am I able to separate that employee if they’re unwilling to return to work, am I required to do or take certain steps’ and then if I do that and they still don’t come to work, do I have a right to separate them," said Goodboe, an employment lawyer with Ogletree, Deakins, Nash Smoak & Stewart.Employers must also make sure they're following regulations under the Americans with Disabilities Act and Family Medical Leave Act."If employers are following guidance from the CDC and from OSHA and limiting their exposure in the workplace, that should be satisfactory. However, there may be times that someone may be infected in the workplace and that employer may be held liable depending on the situation," Clayton said.But for those employees who simply have a general fear of COVID and despite any accommodations the business is taking, still don't feel comfortable coming back to work, it may be a breaking point."There's no federal or state laws that I’m aware of that requires an employer to provide leave based on someone’s fear that they may contract some type of disease whether it’s COVID-19 or something else. But employers should, through their policies and practices, determine what they’ve done in the past and ensure they’re being consistent and fair in their policies," says Clayton.Perhaps the biggest key for employers and employees in getting through this is communication."Stay calm, take a breath and make sure you’re communicating well with your employees to get all of the information. Do you understand what all of their concerns are? Because once their concerns are understood, it may be easy to resolve," says Goodboe.Employees and employers could ultimately find a mutually agreeable working situation to keep everyone comfortable and healthy at work. 2994
