SACRAMENTO, Calif. (AP) — The California Assembly has approved new rules for electric bikes and scooters.Businesses like Bird and Spin have deployed scooters to cities across California and the country in recent years. Often local governments have not set up permits or regulations for the devices.A bill passed by the Assembly on Monday would require electric bike and scooter companies to get permits from cities. It would also require them to agree to rules for parking, maintenance and safety.Democratic Assemblyman Al Muratsuchi, the bill's author, says while electric bikes are a fun and eco-friendly mode of transportation. Robert Mueller could soon roar back into the news with some big announcements later this week.Roger Stone is telling anyone who will listen that Robert Mueller has it wrong. Stone is saying he did not coordinate with WikiLeaks during the 2016 campaign or try to pressure a friend into lying to the special counsel.The Trump ally and veteran GOP dirty trickster made that case in a CNN interview the other day. He repeated it in what one friend described as "nervous energy" calls to friends and associates in recent days.Stone believes the special counsel's office will seek an indictment. CNN reporting details emails and other evidence that question whether Stone coordinated with WikiLeaks -- and perhaps the Trump campaign -- about Democratic emails hacked and released late in the 2016 campaign.The new reporting on Stone raises a bigger issue that has some of the President's friends and allies worried.Mueller has been quiet for weeks. Justice Department guidelines urge prosecutors to be cautious in the 60 days or so before an election, so not to be seen as trying to influence voters. Impaired driving and accidents with ejection are also up — meaning drivers and passengers aren't wearing their seatbelts."That just defies logic to me," said Pam Fischer of the Governors Highway Safety Association. But when we look at the fatalities that are happening on our roadways, we know that half of the people who die in motor vehicle crashes are not properly restrained."The Governors Highway Safety Association (GHSA) met last week. They say they have to change how they get people to slow down while on the road."We can't put officers on every road, and we have to leverage technologies and resources that are going to help us to really get folks to change their behavior," Fischer said. "There's a very strong message being sent — you need to slow down. We're going to find you. We will stop you." Retiring Michigan Congressman Paul Mitchell says he is leaving the Republican Party over efforts to overturn the 2020 Presidential Election.Mitchell revealed he would become an Independent in an interview with CNN. The Congressman who represents Michigan's thumb told the network he wrote to GOP leaders and notified them of his decision.He also requested that the Clerk of the House change his party affiliation. Grand Rapids area Congressman Justin Amash took similar actions in 2019, before becoming a Libertarian earlier this year. Amash did not run for reelection this year.Mitchell announced he would not run for reelection in July of 2019. RICHMOND, Va. — Richmond Police are investigating after someone spray-painted "White Lives Matter" across a statue of black tennis legend Arthur Ashe statue along Monument Avenue in Richmond.Ashe, a Richmond-born tennis star and humanitarian, was the first black man to win U.S Open and Wimbledon titles.Wednesday's incident at the Ashe statue comes after weeks protests against police brutality both in Richmond and around the country.Statues along Monument Avenue honoring Confederate leaders like Robert E. Lee, Stonewall Jackson, and Jefferson Davis have either been spray-painted or toppled during the protest.Concrete barriers were installed around the Lee statue on Wednesday morning.The Virginia Department of General Services said it was erecting the barriers to protect the safety of demonstrators and the structure.The action came shortly after protesters toppled the Howitzers Monument located near Virginia Commonwealth University's Monroe Park campus on Tuesday.It was the third Confederate statue, and the fourth monument, to be torn down by demonstrators in Virginia following the death of George Floyd, a black man who died after a white Minneapolis police officer pressed a knee into his neck.Earlier this month, Virginia Gov.
