Legislators also included a tax break for what has been dubbed the Three Martini Lunch.“It’s a deduction for business people who are having expensive lunches out. That has been extended in this bill,” said Lee. "That is not the best way, the most targeted way to help the restaurant industry.”For all of the non-pandemic-related measures squeezed into this latest deal, there is a surprise in what did not make it in.“The most important thing that is not in the stimulus bill is aid to state and local governments,” said Lee. "If they don’t get enough aid from the federal government, they will have to start laying off workers.”Another thing not in the stimulus bill was an extension on the student loan payment pause. Many student loan borrowers will have to start repaying loans in January and interest will begin accruing again.There is also, notably, no transparency requirement tied to small business PPP loans. Watchdog organizations, like U.S. Public Interest Research Group, have been calling for it for months, given all the issues seen with the first round of PPP loan funding."The Department of Justice has actually indicted 57 people so far from stealing over 5 million from the PPP loan program,” said RJ Cross with U.S. PIRG.Also, lawsuits filed by several news organizations forced the Small Business Administration to reveal more names of companies that have received the forgivable loans. The Philadelphia Police Department has released officer-worn body camera footage and 911 calls from an October shooting that led to the death of Walter Wallace, Jr.ABC News reports that the release maks the first time in the department's history that it has released body camera footage.Wallace was shot and killed by police on Oct. 26. Police at the time said they were responding to reports of a man with a weapon and that Wallace did not respond to orders to drop a knife he was holding.According to WPVI-TV, Philadelphia police received three 911 calls regarding the incident. The first came from a neighbor who reported that a fight next door. The other two calls came from family members, who asked for help in dealing with Wallace.Bodycam footage from the incident shows officers Wallace leaving a house and walking toward the street holding a knife. Police repeatedly yelled at Wallace to drop his knife and ask others in the area to back away.Despite repeated warnings to drop his weapon, the video shows Wallace circling a parked car and walking toward officers. Police fired 14 shots toward Wallace, though the department has not confirmed how many of those shots struck Wallace.Wallace was later transported to a local hospital where he was pronounced dead.According to WPVI, officers are the scene were not armed with less-lethal weapons, like stun guns. Police Commissioner Danielle Outlaw said Wednesday that the department has sought funding to equip more officers with stun guns.Wallace's death sparked a few days of protests in Philadelphia. The pandemic has resulted in a major increase in donated items, so the selection at stores like Goodwill is better than ever before.Families that are trying to make ends meet are benefiting a lot from this surge in donations."It’s not just a little bit. It’s carloads of donations," said Goodwill store manager Sarah Guthrie. "It’s just been crazy. Donation after donation. The first weekend I was here, we did over 1,000 donations between Saturday and Sunday. It's about a car for every 12 seconds."Guthrie has been store manager at the Castle Rock, Colorado, Goodwill location for about a month and a half. She's seen the same thing just about every day since."Right now, our donation center starts at 10 a.m., but starting around 9:15 or so, we start getting cars in our line and a lot of times it’ll wrap all the way around the building and into the street," said Guthrie.They see car after car of people dropping off bags of things they no longer need."Spring cleaning has taken on a whole new meaning this year," said Goodwill Industries International CEO Steve Preston.He says this isn’t just unique to this one store. Donations are up across the country where stores are open, which means now is the time to go shopping for a bargain."That is the logical connection. So, when we get a lot of great donations coming in, it is a super time to hit the store because our category is called “Treasure Hunting”, category in retail, and there are just a ton of treasures in there because so many people have been bringing in those donations," said Preston.Some stores are seeing an increase of up to 50% in donations, and they’re having a hard time storing it in their stores."Many of our local stores are renting additional warehouse space. They’re finding trucks to be able to hold those donations," said Preston.Which is the case back at Guthrie’s store."We store what we can here in the store. We process what we can here in the store.
