SAN DIEGO (KGTV) -- The South Bay continues to be devastated by the coronavirus, with several of the hardest hit ZIP codes in the region.According to San Diego County data, the hardest hit ZIP code is 92154. The area, which includes Otay Mesa and parts of Imperial Beach, has the most cases in all of the county. In the last 30 days, cases have jumped from 3,290 to 4,528. Over 1,200 of the cases in this ZIP code happened in the last month.Other ZIP codes in the region have more than doubled their case rate in recent weeks. These ZIP codes have a large Latino population; Latinos have been disproportionately impacted by the pandemic, making up a majority of the county's positive cases while only making up roughly 34% of the population.INTERACTIVE MAP: CONFIRMED COVID-19 CASES IN SD COUNTYNancy Maldonado from the Chicano Federation said it's no surprise the region continues to see the high number in cases. SAN DIEGO (KGTV) -- The San Diego County Treasurer-Tax Collector’s five branches will be shut down “in an effort to slow the spread of the coronavirus.”The decision to close the branches was made under guidance of public health officials. The closure order is effective July 6.Treasurer-Tax Collector Dan McAllister said, “Our downtown branch will remain open July 1 and 2, but starting Monday, we will close our public-facing counters as a precautionary measure, based on social distancing recommendations from local officials.”The four other branches -- Kearny Mesa, San Marcos, Chula Vista, and Santee -- have been closed to the public since March and will remain closed.The downtown branch on 1600 Pacific Highway had just reopened on June 15, with modifications in place, after being closed in March.Customers can still complete business via the SDTTC.com website or without even visiting the office at all. SAN DIEGO (KGTV) – The San Diego Unified School District said Wednesday that they are coordinating and organizing with student leaders for March 14th, when students from across the country are planning for a walkout.The walkout is in response to the Florida shooting.  The student-led demonstration is meant to urge lawmakers to pass stronger gun control laws.“We support student's voice,” School Board President Kevin Beiser said in news conference Wednesday. The protests are planned at 10 a.m. on Wednesday, March 14th.  The district wants students to help plan events at all participating schools, which are mostly high schools, according to Andrew Sharp, a district spokesman.It will be up to those school communities to come up with a plan.  Sharp says, in general, the district would rather the students keep activities on campus in so-called “teach-ins” as opposed to “walk-outs but the superintendent has said, “students will not be disciplined for participation in planned peaceful demonstrations occurring at schools.” District heads will be meeting with student leaders from “Equity Coalition” on Wednesday, March 7 to hear their ideas on the protest. SAN DIEGO (KGTV) - The San Diego District Attorney's Office announced a new program Thursday that would send low-level offenders to the classroom instead of a jail cell.The Community Justice Initiative requires 12 hours of cognitive behavioral therapy, as well as four hours of community service. The participant then has their case dropped and their record sealed. They wouldn't have to report an arrest on any future job application."Some people deserve second chances," DA Summer Stephan said.The program started in the South Bay in April 2018, expanded to the East County in January 2019, then North County in May. It's funded in part by the county, grants, and 0 from each criminal."That amount is less than any fine they would have gotten on any case," Stephan said.So far the program has seen 586 participants. 296 of them completed the program.Director of Cognitive Behavioral Therapy for Adult Justice Programs and Social Worker Laura Soto spoke of one of her patients who completed the program, "she [Amanda] began to spend more time with her son, she got a diploma and she got an office job, and then she started cosmetology school."Amanda was arrested for stealing. Through the program she shifted her mindset away from entitlement."Amanda began to think about the consequences, and things to be grateful for and that made her happy," Soto said."The most common offenses in the program are in fact shoplifting, non DUI traffic violations or vandalism,." Stephan said only non-violent and non-sexual offenders qualify."Misdemeanor convictions can have damaging affects that last a lifetime," she added. Stephan said criminals will continue turning to a life of crime if they can't find a way out.10News asked Stephan what she would say to critics who believe this program could incentivize criminal behavior. She said, "the people who complete the program recidivate at 2% which is so phenomenally low."She compared it to the 16 percent who didn't complete the program and were arrested for a crime again. 2027
