The Chicago Police Department is under fire after a video surfaced showing department officers helping the Norfolk Southern Police in an operation that used "bait trucks," container trucks filled with goods left to attract potential thieves.The Facebook video, shot last week by community activist Charles McKenzie, shows a white unmarked truck parked in the largely black Englewood neighborhood."The police parked a truck with boxes of Nike shoes in front of kids ... and when people hop in the truck the police hopping out on them," McKenzie wrote on Facebook.The truck was part of a surveillance operation, nicknamed "Operation Trailer Trap" by police, used to target individuals who had been breaking into freight containers at Norfolk Southern rail yards, Norfolk Southern told CNN. The rail company has its own police force.A man was arrested on August 2 as part of the sting and charged with burglary. The Cook County State's Attorney's Office said the charges against the suspect were dropped on Thursday. The office did not provide additional details about why the suspect was no longer being charged. According to the Chicago Tribune, the suspect is deaf and communicates through sign language, and told police he had entered the trailer to take food.Norfolk Southern dismissed claims that youths were targeted in the operation, adding the suspect apprehended "cut open the safety seal with box cutters, broke into the back of the trailer and only then did they find retail shoes in unmarked brown boxes, previously secured and hidden inside.""Norfolk Southern has the responsibility to ensure the freight we are transporting is safely delivered and does not pose a risk to the communities in which we operate," Norfolk added in a statement. "This week's police operation was intended to directly combat such unacceptable thefts."Chicago Police Superintendent Eddie T. The coronavirus crisis has shown how generous people can be.When the pandemic started, animal advocates from all over North America got together and launched a massive fostering campaign.“I don’t think we ever thought people would be so willing to open up their homes to homeless pets,” said Kristen Hassen-Auerbach with Human Animal Support Services, a group educating others on how to reduce animal euthanasia.The group says the campaign resulted in nearly half of shelter pets going into foster care in April and May.In some places, the wait list was longer than the pets needing placement.“If this moment has taught us anything, it’s that we're all vulnerable. On any day, it could be any one of us that’s facing losing our homes or our pets and this is the time to help each other,” said Hassen-Auerbach.The group is now helping shelters evolve. They want a majority of animals that come into shelters to be in foster homes within hours or days. That frees up money to provide food and medical support to animal owners going through tough times.“We’re finding through early research that dogs in particular are only going a couple of houses to a couple of blocks away from their house. The Federal Trade Commission (FTC) is cracking down on glasses and contact prescribers who may try to stop you from shopping around.The FTC sent warning letters to almost 30 different eyeglass prescribers. The letters say the prescriber must give a copy of the prescription to the patient without them asking.They can't charge a special fee for doing that and they can’t force you to buy from them just because they did the examination.“However, there were a lot of prescribers that just weren't doing that,” said Linda Sherry, Director of National Priorities at Consumer Action. “If you asked for it, in most cases, you would get it. They also are required to post notices in the offices to say that you have a right to your prescription and a lot of prescribers we're not posting those notices.”Consumer Action is educating people on their eyeglass and contacts prescription rights. Sherry says prescriptions allow you to go online and to other eyeglass and contact sellers to shop for the best deal.Another thing she says to ask for, especially if you're shopping online, is pupil distance. It may not be on the prescription.“I had an experience where I asked for the pupil distance and was told that would be to put the pupil distance on, so I was like, ‘I've been coming here for three years and you've obviously measured my pupil distance, because I bought glasses from you. So, all you have to do is open your records and tell me my pupil distance.’ And they did do it, but there was that moment there when she said for the pupil distance measurement when I thought, ‘oh, something's very, very wrong here.’”Prescribers shouldn't be charging for that info either.If you're having trouble getting prescription information from your provider, you can contact the FTC.
