SAN DIEGO (KGTV) — Several changes are being introduced to how Assembly Bill 5 applies to freelance writers and photographers.Assemblywoman Lorena Gonzalez announced the changes Thursday to address feedback from freelance writers and journalists over the effects of AB 5.“Having heard additional feedback from a variety of freelance writers, photographers and journalists, we are making changes to Assembly Bill 5 that accommodate their needs and still provide protections from misclassification,” Assemblywoman Gonzalez said.RELATED: Proposed bill would exempt musicians from AB 5The changes will remove the cap on the number of submissions that a freelancer writer, photographer, or editor can submit to one hiring entity before they must be classified as an employee. Hiring entities must not use a contractor to replace an employee position as well.When contractors provide services, their contract must specify the rate of their pay, when they receive payment, and the individual's intellectual property rights to the work submitted. The changes also say a freelancer can work for more than one hiring entity and cannot primarily perform their work at an entity's location.RELATED: Concerns raised as California's independent contractor law is set to take effectAB 5 was signed into law last year, requiring companies, including tech giants like Uber and Lyft, to classify their independent contractors as employees. The bill also secured protections like minimum wage, overtime and workers compensation for workers.The affect, however, left many freelancers and contract workers in various industries facing loss of work. Many were angered, arguing the bill was overreach and destroyed the "gig economy" flexibility and appeal. 1741

SAN DIEGO (KGTV) - San Diego workers are now checking the more than 250,000 water meters across the city to make sure families are billed accurately.The city announced earlier this month that it overcharged hundreds of families in four neighborhoods - Rancho Bernardo, Mira Mesa, Rancho Penasqutios and Carmel Valley. There's now a full city audit of the water billing department, and the department itself is checking the meters independently.RELATED: San Diego to expand audit of water billing overchargesSan Diegans have complained to 10News for months about spiking water bills, with little to no help or explanation from the city. Some have even questioned whether their meter is read - given that it's often covered in dirt. Terri Mitchell, who lives near Oak Park, said she raised concerns to one meter reader recently over his workload."He says i'm going to have to dig here, I've got like 400 more meters," she said.RELATED: Dozens of San Diegans come forward with high water billsThe city invited 10News to join one of its meter readers as he checked meters in Rancho Bernardo on Friday. The city wanted to show that there is a system in place to read the meters, since people were questioning the validity of their water bills and whether their meters are even read. "A lot of customers sometimes feel that since they can't see the meter, that we're not reading it," said Steven Broyles, who has read water meters for the city for 18 years.Armed with a pick and a handheld computer, Broyles opened a handful of meter caps along Madrigal Road in Rancho Bernardo, as part of his day to read 500 meters.RELATED: City of San Diego finds 343 water customers were overchargedSome weren't easy to see. Broyles used the pick to scrape dirt off of one meter, and also looked closely at another that had scratches over where the numbers are visible. He recorded the numbers onto his handheld computer.The city auditor is currently doing a top-down review of the public utilities department. SAN DIEGO (KGTV) -- San Diego State University is suspending spring 2020 programs to Italy amid the spread of the novel coronavirus. The university said in an update to students Monday that it was calling all students studying abroad in Italy back to the United States. The decision was made due to the elevated level three travel advisories the CDC and State Department issued for the country. RELATED: UC San Diego, SDSU cancel South Korea study abroad programs due to coronavirus“With the exception of study abroad programs in China, South Korea and Italy, SDSU remains open and classes will continue as usual,” the university said. At the moment, the university doesn’t have any plans to cancel classes. University officials say they won’t make such plans unless directed by the San Diego County Health and Human Services Agency. In late February, both San Diego State University and UC San Diego canceled study abroad programs in South Korea amid the spread of coronavirus. 987

  

SAN DIEGO (KGTV) -- Several students fighting over a BB gun at a Logan Heights middle school accidentally shot a fellow classmate Tuesday. The incident began when a boy told a fellow student he brought a BB gun to Memorial Preparatory for Scholars and Athletes. The two boys began fighting when the student told his classmate he didn't want to show him the BB gun. During the fight, police say the BB gun went off, shooting a 12-year-old girl in the temple. The student was treated at the school but didn't need to be taken to the hospital. The girl reportedly had a large welt on her head from the incident. At this time, the school hasn't said whether or not they'll be taking disciplinary action against the students.  759
