Scott Peters, D-San Diego, Friday called on the federal government to determine and commit to an interim and long-term plan for nuclear waste storage.Peters challenged the rest of the federal government to find a storage solution during a meeting of the House of Representatives Energy and Commerce Committee's Environment and Climate Change Subcommittee.The subcommittee, on which Peters sits, held a hearing on three bills that would establish a process to send spent nuclear fuel rods from decommissioned plants to designated storage areas around the country. To do so, Peters said the government should invoke the Constitution's supremacy clause, which requires states to follow federal law if they have conflicting statutes.``There's not a lot of enthusiasm among the states to accept any defined or undefined amount of nuclear waste. (say) in this geology, per this engineering, (and) through this licensing process that this risk is lower.''Two of the bills the subcommittee considered -- the Spent Fuel Prioritization Act and the Storage and Transportation of Residual and Excess Nuclear Fuel Act -- would directly affect San Diego County by relocating spent nuclear fuel from the defunct San Onofre Nuclear Generating Station to designated storage sites like Yucca Mountain in the Nevada desert.The plant shut down in 2012, but nearly four million pounds of spent fuel cells remain buried under the plant in a temporary storage facility about 100 feet from the Pacific Ocean. The plant sits approximately 60 miles or less from both San Diego and Los Angeles and the storage facility continues to be susceptible to a major earthquake or significant sea level rise.The bills remain in limbo due to pushback from legislators who represent the districts in which spent fuel rods would be stored.However, Peters' office hopes the bills could get a vote out of the committee by the end of the year. 2073

SAN DIEGO (CNS) - San Diego City Council President Georgette Gomez announced Thursday she will place a proposed ballot measure to expand police oversight and create an Independent Police Practices Commission on the docket for the June 23 council meeting."The murder of George Floyd has exposed a crumbling faith in government and mistrust of police that must be addressed immediately," Gomez said. "It's critical that we build trust between communities and law enforcement and restore the public's faith in police oversight. We need to address the reality that many communities have been treated unfairly by police and have nowhere to turn to correct injustice."During a marathon meeting Tuesday that lasted about 10 hours, dozens of people phoned in during the public comment period and called for defunding the police and voicing support for the Black Lives Matter movement."I want the public to know that we are advancing the Independent Police Practices Commission measure without delay, and my hope is to bring together everyone on the council -- Democrat, Republican, Independent -- for a unanimous vote," Gomez said. The county's roughly 35,000 plug-in electric vehicle drivers can apply for the credit, administered by the California Air Resources Board, though May 31.Last year's Electric Vehicle Climate Credit was 0 for each of the roughly 15,000 residents who applied. In 2017, about 7,000 residents received credits of roughly 0 each.SDG&E also offers time-of-use charging plans for electric vehicles when residents pay a monthly service fee of . Drivers can charge their car from midnight to 6 a.m. on weekdays and midnight to 2 p.m. on weekends and holidays for 9 cents per kilowatt hour, which is equivalent to paying 75 cents per gallon of gas.``In addition to the environmental benefits, the performance of electric vehicles and the savings that come from fueling a car with electricity versus gasoline are driving a growing number of people to make the switch to plug-in electric vehicles,'' said Mike Schneider, SDG&E's vice president of clean transportation and asset management.Residents who drive electric vehicles can apply for the credit online by using their SDG&E account number, their car's Vehicle Identification Number and a digital copy of their DMV registration.
