BAODING, Feb. 2, (Xinhua) -- All-out efforts should be made to combat drought for a summer grain harvest, said Chinese President Hu Jintao Wednesday in an inspection tour to north China's Hebei Province."We need to adopt comprehensive measures to ensure supply of capital, technologies, facilities and materials to enable winter wheat to safely grow through the winter," said Hu, when inspecting drought conditions at a wheat field in Xishanbei Township of Baoding City, Hebei.Over the past three months, North China has been hit by severe drought, seriously threatening normal agricultural production.Hu, who is also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made the inspection visit in Baoding from Tuesday to Wednesday, to welcome the Spring Festival, or China's Lunar New Year, with local officials and residents.Hu beat a drum together with villagers during a new year celebration in Shijiatong Village, Xishanbei Township of Baoding.The president visited the home of Yan Deshu, an aged CPC member in the village, and pasted the Chinese character "Fu", meaning fortune and happiness, on the gate of Yan's yard.Hu also visited a long-distance coach station in Baoding, and extended Spring Festival greetings to passengers, station workers and volunteers.Hu inspected a unit of armed police in Baoding and made Chinese dumplings together with the officers and soldiers.

BEIJING, Jan. 26 (Xinhua) -- China's civil affairs ministers visited survivors of last year's 7.1-magnitude Yushu earthquake and Zhouqu mudslide prior to China's lunar new year.Dou Yupei, vice minister of Civil Affairs, led a team to Yushu in northwest China's Qinghai Province to visit quake survivors and local cadres beginning on Sunday.Dou told Xinhua that quake survivors in Yushu now had access to food, clothing, safe drinking water, shelters and medical services, and the reconstruction of quake-damaged houses was well underway.Further, the ministry has distributed 45,000 cotton-padded tents to Yushu to house survivors during the extremely cold winter on the Qinghai-Tibet plateau.So far, 160,000 tents have been set up to assure that all survivors have a roof overhead, according to the ministry's statement issued Wednesday.Yushu was jolted by a 7.1-magnitude earthquake on April 14, leaving 2,200 people dead and 220,000 local residents affected.Another vice minister, Sun Shaocheng, visited survivors from a massive mudslide that left 1,700 people dead or missing in Zhouqu, Gansu province.To provide warm shelters to survivors, the Zhouqu county government invested three million yuan (455,000 U.S. Dollars) in renovating vacant school buildings or installing facilities in newly-built apartments.All survivors who previously had taken shelter in make-shift tents were relocated to these buildings before Oct. 13, according to the ministry's statement.

LUQA, Malta, Feb. 26 (Xinhua) -- A chartered plane of China Eastern Airlines carrying 272 Chinese evacuees from Libya left Malta for Shanghai on Saturday.The Airbus A330-300 plane took off at 8:20 p.m. local time ( 1920 GMT) from the Malta International Airport, to be followed shortly by another chartered plane of China Eastern Airlines with 278 Chinese evacuees on board.The 550-strong Chinese nationals from a Chinese construction company were among a total of 2,216 people who arrived by a ship from violence-torn Libya at the Grand Harbor in Valletta, capital of Malta, on Saturday.In addition to the 2,216 Chinese nationals, the ship chartered by the Chinese embassy in Malta also carried dozens of citizens of other countries.The vessel, which was the first Maltese ship chartered by the Chinese government to evacuate Chinese nationals, left Libya's Benghazi on Friday.Maltese Deputy Prime Minister and Foreign Minister Tonio Borg, who went aboard the ship, expressed gratitude to the Chinese government for helping to evacuate some Maltese nationals from Libya.Chinese Ambassador to Malta Zhang Keyuan also thanked the Maltese government for its cooperation in the evacuation of Chinese nationals.A 19-day-old baby was among the evacuated Chinese, said a source with the Chinese embassy.China Eastern Airlines will fly four planes every day to the Mediterranean island nation from Feb. 28 to March 10, as part of all-round airborne evacuation missions aimed at taking stranded Chinese citizens back home as soon as possible, according to information from an emergency meeting of the Civil Aviation Administration of China (CAAC) in Beijing on Saturday.

MOSCOW, Jan. 24 (Xinhua) -- China and Russia held the fifth round of strategic security talks here Monday, pledging more joint efforts to strengthen national, regional and international security.The Chinese delegation, led by Chinese State Councilor Dai Bingguo, was visiting Russia at the invitation of Russian Security Council Secretary Nikolai Patrushev.During the talks, the two parties exchanged views on major international issues and the further development of strategic partnership and interaction between Russia and China.Both sides agreed that their close bilateral cooperation on global issues has helped maintain regional and world peace, safety and stability.The two countries acknowledged that in order to further enhance strategic mutual trust and improve the security situation around the global, the two sides should chart the development of Sino- Russian relations for the next 10 years from a strategic and comprehensive perspective.As long-time strategic partners, Russia and China will adhere to the principles of mutual trust, win-win cooperation and good neighborliness while conducting strategic coordination, the two sides pledged.The fourth round of Sino-Russian security consultations took place in Beijing in December 2009, when Russia and China signed a protocol on cooperation in the strategic security sphere. GENEVA, March 28 (Xinhua) -- The world is ill-prepared to respond to a severe influenza pandemic or to any similarly global, sustained, and threatening public health emergency, an independent expert-committee entrusted by World Health Organization (WHO) said at its fourth meeting here on Monday.The Review Committee, tasked to look into the experience gained in the global response to the influenza A (H1N1) pandemic in 2009, issued its preliminary report at the meeting.In the report, the Committee said, "global preparedness can be advanced through research, strengthened health-care delivery systems, economic development in low and middle-income countries and improved health status."It recommended that international society establish an extensive global public health reserve corps consisted of experts and public health professionals, which could be deployed to support countries in need, in case of future pandemics.Another suggestion was to create a contingency fund for public health emergencies to be held in trust at an institution such as the World Bank, in order to provide financial support during a declared public health emergency of international concern.The report also urged WHO member states to reach an agreement on sharing of viruses and access to vaccines, and encouraged them to run independent or cooperative influenza research program.WHO Director-General Margaret Chan said at the opening of the meeting that the report had offered "critical guidance to all ministers of health who need to make far-reaching decisions."She said the recommendations in the report would help to " improve the capacity of WHO and the international community to respond to public health emergencies" and therefore should be taken with "added urgency."In January 2010, WHO's Executive Board established a Review Committee, at Chan's proposal, to review the experience gained in response to the H1N1 pandemic, as well as the International Health Regulations and WHO's functioning in tackling the disease.The Committee is expected to prepare its final report out of the current preliminary version, and submit it to the decision- making body of WHO in May.
