SAN DIEGO (KGTV) - A would-be purse snatcher was caught by San Diego Police in Normal Heights Tuesday thanks to witnesses.Stephanie Moore says she was inside the Vons on Adams Avenue and 36th Street when a man grabbed her purse.As soon as it happened, Moore says she started chasing after the suspect. “I am a tough girl and the first thing I do is act instead of react.”Rocco Estello and two other good Samaritans tell 10News they saw the incident happen when they also ran after the suspect, calling police in the process."We caught up to him, but he took off this way and SDPD caught up to him, which is a really, really good blessing because it makes me feel better to be on these streets,” said Estello.The man was arrested and the purse returned. Moore says her keys are still missing, but she believes they just fell out during the chaseIn the end, Moore says she’s thankful to have her purse back and that there are good people in the world. “I always think there’s good people in the world because I see people stand up when they need to.” 1061

SAN DIEGO (KGTV) — A Scripps Ranch woman did a double take when she found a mailbox post knocked down, the biggest shock came two days later.Last Thursday afternoon, Elizabeth Spelce came out of her along Cypress Valley Drive and saw it: A wooden post with her mailbox and three others was lying on its side, split apart just above the concrete."Disbelief. Stood there for a good minute and stared," said Spelce.At first she thought the culprit was the wet, windy weather. Two days later, she took a closer look and realized the wood was not rotted and wasn't so sure about her wind theory. She then assumed it might have been some bad driver or teen driver, so she decided to look at her Ring doorbell video."It was a little shocking," said Spelce.In the video, a mail truck is seen pulling alongside the curb, before running right into the post and toppling the mailboxes. The postal carrier backs up the truck, pulls forward, and soon after, reaches down and delivers the mail. The truck then drives off, apparently resuming its route."There was no note. No nothing. Just a big mystery," said Spelce.Spelce says the postal carrier added to the mystery when she talked to a neighbor. "She says, 'by the way, your mailboxes are knocked over ... Gosh, I can't imagine how it happened,'" said Spelce.Remember how she continued to deliver the mail after the mailboxes were knocked over? "She was pretending she delivered the mail and then it happened ... It's very disappointing," said Spelce.Her toppled post has since been replaced by her HOA. Spelce filed a complaint with the Postal Service. She's doesn't want the mail carrier to lose her job, but hopes she'll finally take responsibility. SAN DIEGO (KGTV) -- Amid ongoing dockless scooter injuries, Mayor Kevin Faulconer Thursday proposed new rules for the devices.The new rules would force companies that provide the dockless scooters to educate riders, provide data to the city, enforce speed limits and purchase permits.Riders would also be required to sign away any of the city’s legal liability should something happen.Speed limits would need to be enforced by the companies using “geofencing technology,” Faulconer said. SAN DIEGO (KGTV) – After an abrupt cancellation, a firefighting camp aimed at empowering young women has been rescheduled, according to the San Diego Mayor’s office. In a statement to 10News, Mayor Kevin Faulconer’s spokesperson Greg Block wrote:“This camp is about having fun and introducing young people to the possibilities of a rewarding career in firefighting. Families have been looking forward to this event for weeks, and Mayor Faulconer is not going to allow the threat of a lawsuit stop it from happening. The Mayor has directed staff to reschedule the camp as soon as possible and we will share more details soon.” 638

SAN DIEGO (KGTV) -- A VA hospital specialty clinic in La Jolla was evacuated Thursday afternoon due to a gas leak, the San Diego Fire-Rescue Department confirmed. According to the Department, the VA San Diego Healthcare System hospital's spinal cord facility on the 3300 block of La Jolla Village Drive was evacuated just before 3 p.m. The gas leak happened inside the two-story building, the department said. By 3:45 p.m., the situation was under control and evacuees were allowed to return.It’s unclear what caused the gas leak at this time. 10News will continue to keep you updated as soon as we receive more information. 633
