SAN DIEGO (KGTV) -- San Diego’s City Council voted 8-1 Monday evening to ease parking requirements for certain housing projects, which they say will make it easier for developers to build new homes. Mayor Kevin Faulconer said Monday that the current parking rules are outdated, but opponents say San Diego isn’t ready for the changes and that the city should focus on improving transportation. The plan gets rid of parking requirements for multi-family units in neighborhoods within half a mile of mass transit. “While it took way too long to get this ordinance approved, I praise my colleagues for finally getting it across the finish line,” said Councilmember Scott Sherman. “This is good news, but our work to fix San Diego’s housing crisis is nowhere near complete. We must continue pushing innovative strategies to improve housing affordability and we can’t wait two years for approval.”Before Monday’s vote, at least one parking spot per unit was required. The new policy gives residents who don’t have a car the option of paying less for housing. Supporters say the move makes it easier for developers to build and help the city reach it’s climate action goals. Those opposed say San Diego doesn’t have the public transportation to support the change. Critics also say roughly 94 percent of San Diego residents own a car. The change applies to new apartment and condo projects. 1393

SAN DIEGO (KGTV) — San Diego's Board of Supervisors Wednesday approved a new initiative to encourage homeowners in the county's unincorporated areas to develop "granny flats" to help ease the region's housing shortage. The initiative will waive county permit and development impact fees over the next five years for property owners who want to build granny flats or other small dwellings on lots with existing homes. The hope is those units will then be used for family members or rented out as a source of income for property owners. The waivers apply to property owners in the county's unincorporated areas, including Alpine, Julian, Fallbrook, Lakeside, and Valley Center, as part of the county's General Plan.MAKING IT IN SAN DIEGO: Family chooses 'granny flat' option with San Diego's lower fees“This is a critical step in our on-going efforts to address the region’s housing crisis, especially the serious need for affordable housing,” Dianne Jacob, the board chairwoman, said in a release. “This new program is the quickest and easiest way for us to expedite the development of housing.”To cover the cost of the fee waivers, the county will pump million into the program over the five-year period.“There is no single solution to the regional housing shortage, but an average savings of ,000 for an accessory home will raise property values and offer more affordable places to live,” Supervisor Jim Desmond said in a release. “We will continue to be creative and challenge the status quo to solve the region’s housing crisis.” 1545

SAN DIEGO (KGTV) -- SANDAG and Caltrans are warning people about an overnight closure on Interstate 5 beginning Thursday night for work on the Mid-Coast Trolley Bridge. Starting February 28 at 9:30 p.m., all southbound lanes on Interstate 5 will be closed from the interchange of I-5 and I-805 to La Jolla Village Drive. All lanes are scheduled to reopen on March 1 at 5 a.m. The lanes will be closed so crews can pour concrete to construct the structure for the Trolley overpass spanning I-5 at Voigt Drive. SANDAG says traffic signs have been posted in the area detailing the detour motorists can take. The Mid-Coast Trolley Project will extend the Blue Line Trolley service from Old Town north to University City. Nine new stations will also be constructed. 769
