SAN DIEGO (KGTV) -- Details are beginning to emerge about the woman who was shot and killed inside a Church’s Chicken in the South Bay Wednesday night. Maribel Merino-Iba?ez, 28, was killed while working her shift at the Otay Mesa West restaurant. “I believe in God and I believe that one day justice will come his way and that won’t bring my daughter back, but I know that there will be justice for her,” said Emma Karla Merino, the victim’s mother. "I just want justice, because nobody can bring my sister back. Her body is gone, but she is here in my heart and she’s never going away,” said Gabriela Merino, the victim’s sister. Someone who knew Merino-Iba?ez told 10News she had worked at the Church’s Chicken for nine years and was a shift manager. A vigil is set to take place at the restaurant Friday at 6 p.m. Another victim was identified as Mario Rojas. He was taken to Scripps Mercy Hospital where he underwent surgery and is now in stable condition. According to police, the suspect is a man in his 30s who got into an argument with employees after trying to use counterfeit money. SAN DIEGO (KGTV) — From in-person instruction to distance learning, and now hybrid classes in some cases, most school districts have been through a lot during this pandemic.Many parents have decided to turn to charter schools, which have excelled in distance learning for years.A spokesperson for the California Charter Schools Association said they’ve heard from non-classroom based charters in San Diego County that are seeing substantial enrollment requests this academic year.Some of the charter schools have taken on many new students, while others had to stop enrollment due to the lack of state funding.“In the beginning, a lot of big districts were not providing any resources, the kids were just off,” said Kathleen Hermsmeyer, the superintended of Springs Charter Schools.Springs Charter Schools has locations across Southern California, including in Vista and Chula Vista in San Diego County.“We’ve been in business doing this type of distance learning education for 20 years, so for us, this was not a big transition,” she said in regards to education during the pandemic.“We already had all of our technology, our learning management system, our systems down for distance learning, so it wasn’t a big transition.”Hermsmeyer said the students new missed a day of class during the pandemic, and early on, Springs Charter Schools enrolled an additional 130 students in San Diego before they knew they wouldn’t be receiving extra state funding.“The school year starts for us July 1, we didn’t find out until June 28 that we were not going to get funded for those students,” she explained. “They did say we can disenroll the kids, but we’re not going to do that, that’s not kind, that’s not a service to the community.”Right now, she said about 7,000 students remain on the Springs Charter Schools waitlist across California, with nearly 1,000 in San Diego County. Hermsmeyer said that’s about four times more than last school year.“We can’t accept the students because there has been a cap on growth for non-classroom based charters like ours,” she said.“Parents were clamoring to get into our schools, and we couldn’t enroll them, so we wanted to provide something because parents were crying on the phone, it was a really hard crazy time, and parents wanted to keep their children moving academically.”Springs Valley Schools then launched “Open Classroom,” an online website providing free lessons for students K through 12 at home.“We had thousands of people all across the whole world using our free classroom,” she said.Springs Charter Schools received an award from the National Alliance of Public Charter Schools for going above and beyond during the pandemic.Hermsmeyer said Springs Charter Schools, along with a few other charters, are in a legal battle with the state over the lack of funding to enroll new students.Springs Charter Schools expects to start bringing back some students for in-person learning by the end of the month, with a full distance learning option still available.The California Department of Education is tracking statewide enrollment numbers for charter schools and traditional schools and will release the numbers for the 2020-21 academic year in March. 3205

SAN DIEGO (KGTV) — Distance learning is now possible for more than 7,000 San Diego County families who had little or no internet access before the pandemic. The County Office of Education has been working for months to get those students online and have plans to help even more.Before COVID-19 hit, the county estimates one in five families had no internet or were considered “under-connected” by not having a connection strong enough to support distance learning.Isabel Estrada was one of those students.“Sometimes it would cut out during class time and I would miss something or have to email my teachers of why it kept cutting out,” said the freshman at Oceanside High School.The County Office of Education has been working for months to bridge the digital gap. So far, they’ve provided more than 7,000 mobile hotspots to families in need.Once Isabel’s family got a hot spot she says she felt more confident signing on to class.“We’re just really grateful because the internet right now, it’s me and my sister so it helps both of us with school,” said Isabel.At a press conference Thursday, Supervisor Nathan Fletcher announced million from the general fund will be used to help connect another 4,000 families.“That digital divide went from something that we needed to address, to something we had to address when our promise of public education moved virtually,” said Fletcher.The million will be divided among 19 districts identified as having the greatest need. SAN DIEGO (KGTV) - High school students are managing a new normal as they apply for colleges."This is a hot topic," says Matt Hunt, a guidance counselor at Rancho Bernardo High School. "This is something that kids are concerned about, parents are concerned about, people are curious about."The biggest adjustment for the 2021 fall application period is the use of standardized tests, like the SAT or ACT.Because of coronavirus concerns, many testing centers have been unavailable, making it difficult for students to take a test. To level the playing field across county and state lines, schools are either eliminating a test requirement or making it optional.According to FairTest, the National Center for Fair and Open Testing, more than 1,600 colleges and universities have made those tests "optional" for admission in the upcoming school year. That means students are not required to submit a test score, but can if they choose. FairTest also says more than 60 schools have gone "test-blind." That means they will not use a test score to determine admission, even if a student puts it in the application.In California, the Cal State system says they will be test-blind in 2021. The UC Schools initially said they would be test-optional, but a court decision over the summer forced them to be test-blind. The UC schools also say they plan to eliminate traditional standardized tests by 2025, and will write their own admissions test.RELATED: University of Californai to Stop Using ACT, SAT through 2024Without tests, counselors say students need to focus on their grades and personal statements and essays to stand out."I would tell students to focus on answering those questions candidly," says Tracy Wilson, the Director of College and Career Readiness for Grossmont Union High School District. "They need to answer them with their own student voice, because if they are a student who has struggled with those opportunities, that's the place to share the 'why.'"Wilson also says to focus your search and only worry about the application standards for the schools you plan to apply. "Colleges want a variety of students," she says. "The academics are important, but it's not the only thing... Put yourself out there try do your best. I really feel like colleges are going to be very welcoming on their campuses next fall."Hunt agrees, saying it's important to stay on top of any changes that occur in the next few months. He tells students to stay in communication with your school counselor and the admissions offices where you plan to apply. "You're going to apply to a handful of schools, you'll see what happens," says Hunt. "But there's a school out there, and an opportunity out there for everyone. So remember that." 2735
