The state sent the ballots to 22 million voters about a month before the election because of the Coronavirus pandemic, according to the Associated Press. SAN DIEGO (KGTV) - A local business owner is warning others about a phony debt restructuring company that he said cost him thousands of dollars.Hugh Herrera owns Pacific Beach Vinyl."What we're selling is music, which is one of the uplifting things of life," Herrera said.A couple years ago, Herrera needed help managing his debt with the business. After a situation with a lender, he eventually turned to what he thought was a legitimate debt restructuring company. He received a solicitation in the mail and gave the company a call."It sounded like something viable to me," Herrera said.He started working with Corporate Restructure, Inc. He said he paid about 0 a week."In the end, the net result, we'd pay about half of whatever we owed through making weekly payments to this firm," Herrera said.  Instead, Herrera said Corporate Restructure took about ,000 and ran."They just disappeared. Couldn't get a hold of them," Herrera said.According to news releases from the Department of Justice in New York, the men behind Corporate restructure faced dozens of charges related to bank and mail fraud. SAN DIEGO (KGTV) — A local wildlife researcher is being remembered after he died Thursday at a remote canyon in San Pasqual Valley.David Bittner, 75, of Julian, died what he loved doing. He was replacing batteries on wildlife cameras in the Brady Canyon area, when he fell at least 50 feet. The county's Medical Examiner says Bittner called to a friend there with him, but was pronounced dead at the scene shortly later after crews pulled him to safety.Bittner co-founded the Wildlife Research Institute with his wife and devoted his life to the cause, according to Molly Jager-Begent."He would tag eagles all over the world and follow their paths to figure out what was really happening in the world of wildlife," Begent said.RELATED: Man dies after falling 50 feet off Escondido cliffBegent said she and her husband donated a portion of their ranch off Highland Valley Road in Ramona to the Wildlife Research Institute. For decades, Bittner led a free "hawk watch" on Saturdays during the first two months of the year, where biologists would teach the community about birds and their relationship to raptors.Begent said the wildlife expert helped educate thousands on the importance of wildlife preservation, even purchasing 3,000 acres and gifting it to the county as a wildlife preserve, according to Begent."His life was dedicated fully to his love of wildlife and wild places, helping educate thousands on the balance of preservation and healthy appreciation of wildlife while protecting their habitat first and foremost," said Katie Quint, who worked closely with Bittner.Thursday, Bittner was replacing batteries near the location of a threatened Golden Eagle's nest, according to Quint. SAN DIEGO (KGTV) — A San Diego businessman pleaded guilty in federal court on Wednesday to charges of bank fraud and tax evasion in connection with failing to report hundreds of thousands of dollars in income and fraudulently obtaining a mortgage.David Daughtrey, 60, of El Cajon, admitted to evading taxes by failing to report 8,612 of income to the IRS and also fraudulently obtaining a mortgage for his .8 million home using a third party, U.S. District Attorney officials said.As part of his plea agreement, Daughtrey will pay ,016,457.91 in restitution to the IRS. He later submitted a false hardship letter on behalf of the third party to get the bank to modify the terms of the home loan, officials added.He also admitted that over several years, he and his spouse, who is not charged in the case, conspired to falsely report total income in tax years 2012 through 2015. SAN DIEGO (KGTV) - A San Diego doctor is leading a new national study that tests drugs designed to help coronavirus patients.If you tested positive for coronavirus this summer, there was nowhere for you to go unless you were sick enough to end up in a hospital bed. The ACTIV-2 Study hopes to keep that from happening."So this trial is specifically designed to find those agents to keep people from going to the hospital," Dr. Davey Smith said. He is the Chief of Infectious Diseases at UC San Diego and the Protocol Chair for the study."If your symptoms started within ten days and your test is positive in seven days, then you are eligible for the study," Dr. Smith said.UCSD had their first patient mid-September. There are two test sites, one at UCSD and another at Kaiser's Zion Medical Center. Dr. Smith hopes to expand to six test sites."We want to test eight drugs over the next year, maybe more. There are lots of pharmaceutical companies making better and better drugs," he said the goal is to keep people healthy."If I were to get sick and I would have something to prevent me from getting sicker that's number 1.
