San Diego will seek to invalidate its landmark pension law, a citizens' initiative 65 percent of voters approved in 2012.The City Council voted 6-3 Monday to go to court to invalidate 2012's Proposition B, which switched most new hires from a pension to a 401(k) style plan. That's more than a dollar more than the national average of .811. Alabama has the lowest gas prices in the country at .499 per gallon.Because of strict environmental regulations, most of the gas in California has to be made in state. So when local refineries go off-line, it directly impacts prices.AAA says at least 6 of the 12 gas producing plants in the state have had problems in the last month, leading to shut-downs.On March 15, a fire shut down the Wilmington Phillips 66 refinery.Ten days later, the Valero refinery in the Bay Area shut down when a scrubber malfunctioned, sending black smoke into the air.Flaring issues caused outages at two plans in Southern California, the Chevron plant in El Segundo and the Valero in Wilmington.Meanwhile, PBF Energy in Torrance had routine maintenance scheduled, which decreased production."We don't have pipelines that can pipe relatively cheap gasoline to use from other states," says Marie Montgomery with the Automobile Club of Southern California. "We have to rely on shipping of gasoline when our refineries have problems."According to the California Energy Commission, refineries in Washington and the US Gulf Coast can produce gas for California, as can refineries in Eastern Canada, Finland, Germany, the US Virgin Islands, the Middle East and Asia. But it takes time for those shipments to arrive.In the first week of April, the state didn't receive a single drop of imported gasoline.As we wait, local refineries have dipped into their reserves to meet demand, taking two million barrels out of reserves."The imported gas is going to be coming here, there's no doubt about that," says Montgomery. "We've got the highest prices in the country by far right now. SAN DIEGO (KGTV)- As San Diego County awaits state guidance on how to move forward with reopening different sectors, a local church continues to defy public health orders by operating inside.Under the current public health order, religious services may continue outside with social distancing in place.Awaken Church was sent a cease and desist letter from the county’s public health officer, Dr. Wilma Wooten, for operating inside in July.A month later, the church is defying the health order again by resuming indoor operations on Sunday, August 23, the church’s 15th anniversary. Services and locations are posted on the church's website. A video on the church’s website shows pastors Jurgen and Leanne Matthesius speaking about why they have decided to reopen. The two said it was time to reopen and that “fighting for our religious freedoms and pushing back against government overreach is not only worth the cost; it’s essential.”In the video, the pastors say that the governor and county officials continue to keep churches under strict regulations, which prevents them from meeting the needs of their congregation.“Sadly, we’ve had five people connected to our church that have lost their lives, not from the virus but because of the virus. Moon’s Maine Coon cat, Teka, recently passed away. She was 15-years-old and a longtime member of her family.“He was the best cat ever,” Moon said. When he died, she was heartbroken.“I was in an emotional mode,” Moon said. “I wanted to get another one because I just was so used to that cat.”Moon searched online and found a website that advertised pure Maine Coone cats. She emailed the website and got a response. “They emailed me back and this cat that I saw on the website was a gray cat. Beautiful,” she said.She also spoke to someone on the phone, who sounded legitimate. The man asked her questions, such as whether or not she was having the cat indoors and if she was declawing the cat. Moon eventually scraped up 0 and sent the money through Zelle, something she now regrets.The day the supposed seller was supposed to ship the cat to her, he asked for more money for a special crate. “We need to have you cash app, send ,000 more,” Moon said. San Diego is falling behind other major California cities when it comes to new construction of Accessory Dwelling Units, also known as "Granny Flats."The U.S. Department of Housing and Urban Development defines an accessory dwelling units (ADUs) — also referred to as accessory apartments, second units, or granny flats — "as additional living quarters on single-family lots that are independent of the primary dwelling unit."The California State Assembly passed a new law in 2016 requiring cities to make it easier for people to build ADUs by easing regulations. State lawmakers see it as a way to help solve the housing crisis."The separate living spaces are equipped with kitchen and bathroom facilities, and can be either attached or detached from the main residence."But in the first 10 months after the law went into effect, San Diego only saw 64 new permit applications to build a granny flat. By comparison, in the same time, Los Angeles got 1980 applications. San Francisco had 593, Oakland had 247 and San Jose had 166. Only Sacramento, with 34, had fewer than San Diego.Developers think San Diego's high permitting fees are holding up the process."People are ready to build a granny flat, they've hired architects and they're ready to go," says Caitlin Bigelow.
