SAN DIEGO (KGTV) - Border agents have seen a huge drop in traffic along the San Diego Sector ports of entry since the Trump Administration restricted all non-essential travel at the U.S.-Mexico border last Friday. In a conference call with reporters on Monday morning, U.S. Customs and Border Protection (CBP) revealed new details about its plan to handle the implications of the restrictions on the migrant population and the cross-border worker population. Recent tweets posted by CBP showed empty ports of entry. “We have seen about a 70% decrease on average at all our ports of entry,” said a CBP spokesperson during Monday’s conference call. That plunge in foot and vehicle traffic comes after the border restrictions took effect on Saturday.CBP said Monday that the restrictions don't apply to U.S. citizens, legal permanent residents or those traveling for medical, work or educational purposes. The agency reports that people’s work verification or documentation is currently on a sort of “honor system”. “At this point in time, we are not formally asking for verification or employment ID,” said a spokesperson on Monday.A spokesperson also reaffirmed that most apprehended migrants will be returned immediately, adding in part, “Individuals are no longer being held in detention areas.Quick interviews will be conducted in the field. Basic biographic scans run in the field as well. Then the individual will be [taken] back to the border and expelled to the country they came from.”There's now at least a 48-hour suspension on migrants crossing for court hearings, said a CBP spokesperson, who added that all new asylum seekers will be reviewed independently. “We're taking each case, case by case, depending on what the claim is, the nationality and the country from which they come from,” he added.“I'm particularly concerned about the asylum migrancy [population],” said Rafael Fernández de Castro, a U.S.-Mexico relations expert at UC San Diego. “In the shelters in Tijuana, sometimes there's 15, 20 [or even] 40 people sleeping in a room. That's basically a horrible story because that's a way to get a lot of migrants contaminated with coronavirus,” he added in his interview with 10News. CBP also reported that it’s making sure its officers have the necessary personal protective equipment like masks and gloves. 2335

SAN DIEGO (KGTV) — As the Padres take the field on Friday for their home opener against the Arizona Diamondbacks, fans will not be in the stands in the traditional sense.Instead, the Padres plan to deploy cut-outs of players' family members or loved ones, military members, and select fans to populate Petco Park's seats.During the season, fan cardboard cutouts will be placed in the Lexus Home Plate Club Seats behind home plate, according to the team. Every homestand will feature a different theme, starting with players' families and inspirational figures during opening weekend.RELATED: San Diego video game makers to help fill silence during MLB seasonPadres players and their families submitted photos, including pics of their pets, to be in their special cheer section. The team says 79 photos will be featured. Throughout the season, other themes will include Padres season ticket members, frontline workers, a celebration of Jackie Robinson Day, the 100th anniversary of the Negro League, military members, and first responders.Other chances for fans to get in the stands will be made available through Petco for a limited number of fans to be featured in the Barkyard by Petco section and through USAA for military members in the Military Appreciation Section (Section 325).RELATED: MLB playoffs expanded to 16 teams for 2020, reports sayThe cardboard cutout trend is being utilized more and more by teams during 2020's fanless season at ballparks amid the COVID-19 pandemic. One option has also been to feed in crowd noise. Sorrento Valley-based San Diego Studio, the creators of MLB The Show 20, were tasked with filling up the silence of the ballparks by calling on a large collection of real sounds for just about any play. 1745

SAN DIEGO (KGTV) — Border officials seized more than 10 tons of marijuana hidden behind a cargo shipment at the Otay Mesa Port of Entry this week.At about 9 a.m. Monday, an agent with U.S. Customs and Border Protection was inspecting a truck with a manifested shipment of "plastic garment hangers." The vehicle was referred to a secondary inspection where an x-ray machines would continue the inspection.During the secondary inspection, officers detected an anomaly which prompted another examination this time with a canine. The canine alerted officers to the vehicle's trailer, where a search led to 858 plastic-wrapped packages stacked to the trailer's ceiling behind cargo.RELATED:Border Patrol arrests teen with toy car at U.S.-Mexico borderMother tries to smuggle meth with young children in SUV, Border Patrol saysBorder officials say the wall is working, drug smuggling shifting to the seaCBP officers said the packages tested positive for marijuana. There were more than 10 tons of the narcotics, worth about .4 million. The driver of the truck, a 47-year-old Mexican citizen, was turned over to Homeland Security and his B1/B2 visa was canceled, CBP said. SAN DIEGO (KGTV) — Congressional candidate for the 53rd District and San Diego City Council President Georgette Gómez says she was unaware of an error on her 2017 tax return and says it was committed by her accountant.Gómez's 2017 tax return shows she reported almost ,000 from pension income but reported zero in actual wages. According to Transparent California, Gómez made more than ,000 that year from her job as a San Diego City Council member and an additional ,000.University of San Diego professor of law Ariel Jurow Kleiman specializes in federal tax law. ABC 10News reporter Adam Racusin asked her to look at the filing."There was a zero on the line where you would normally report your wages," Kleiman said.Discrepancies in Gómez's tax returns were first reported by the San Diego Union-Tribune.The numbers on Gómez's 2018 return also don't match the dollar amounts reported on a financial disclosure report for Congressional candidates. In a statement, Gómez says her accountant made the errors, but that she has filed a corrected return and paid back the taxes."You may have seen a story about my accountant’s errors on my taxes. Like most people, I trusted my accountant to file my taxes accurately and I was shocked to find out that my 2017 returns were not properly filed. My accountant has taken responsibility for the errors. But I, too, take responsibility and I’ve filed a corrected return and paid the back taxes," Gómez said in a statement.Currently, Gómez is facing off with fellow Democrat Sara Jacobs for California's 53rd District in Congress this November. The Gómez campaign team has been sending out emails pushing for Jacobs to release her returns.A spokesperson for Jacobs told ABC 10News, "The Gómez campaign spent weeks misleading voters and crying wolf about Sara's tax returns, only to have the real story be their candidate's own negligence. With 25 days until election day, now would be a good time for the Gómez campaign to get their own house in order."ABC 10News looked through Jacobs' tax returns as well. It shows most of her income came from dividends and capital gains. About million in 2019, million in 2018, and around million in 2017.Jacobs' tax returns show she paid around million in taxes over those years. 2283

SAN DIEGO (KGTV) – County leaders Wednesday approved a plan that would allow San Diego businesses such as gyms and local places of worship to operate outdoors at county parks. The new initiative gives businesses another option as they look to operate amid the coronavirus pandemic. Last month, the state implemented restrictions that forced many businesses to either close completely or move outdoors.Under the plan, space at any of the county’s 30 parks could be used for service via a free permit.“We need to be creative and provide a lot of flexibility, particularly to churches, places of worship, gyms, and other fitness-oriented businesses,” said County Supervisor Dianne Jacob, who proposed the plan.Jacob said of the process to obtain permits: “I’m asking the county to streamline the process so it’s a very quick turnaround.”She added the process is similar to Poway’s, a city with a similar plan already in place.San Diegan Joel Nevarez visits San Diego’s Waterfront Park off Harbor Drive every morning for his workout because he enjoys it and the park was one of his only options."Getting some sunlight is good for you. I get some fresh air since I work from home, so I like it,” he told ABC 10News.Nevarez’s gym is one of many businesses that shut down amid COVID-19 restrictions. He said if his studio held classes at the park, he'd be one of the first to sign up."It'd be good for anybody and my girlfriend would come, I'd probably tell my friends, too," said Nevarez.Jacob said she hopes the plan will help local businesses get through the pandemic."We're trying to make it as easy as possible for businesses to survive during this difficult time and this is just another way to do it,” she said.RELATED:San Diego City Council approves expanded outdoor operations, 0K relief for small businessesPoway allows fitness classes, religious activities in park space after state closuresVista businesses allowed to take services outdoorsChula Vista highlights businesses moving services outdoors 2013
