SAN DIEGO (KGTV) — If you’re still holding on to a mail-in ballot, return it using a method other than the U.S. Postal Service at this point.That’s the recommendation from many election experts after a ruling this week by the U.S. Supreme Court.In California, mail-in ballots have to be postmarked on or before November 3, but they can be received by county officials up to 17 days late and still count. That’s one of the most generous buffers of any state.But in about 30 states, the deadline for receipt is November 3. Ballots that arrive after will be tossed out, even ballots that were postmarked well before Election Day.The latest Supreme Court ruling dealt with a case out of Wisconsin, which had an Election Day deadline for ballot receipt set by state lawmakers.A lower federal court sided with the Democratic National Committee and ruled the deadline for receipt should be extended because of the pandemic. An analysis by the Wall Street Journal found it took an average of 10 days for a piece of first class mail to reach its destination in Wisconsin.But the Supreme Court ruled Monday 5-3 that state lawmakers should have the final say on this question, not the federal courts.“That could have tremendous implications across the country because it suggests that the Supreme Court is going to defer to even strict rules that could have the effect of limiting the counting of certain ballots,” said legal analyst Dan Eaton.Wisconsin is one of about 30 states with this deadline that ballots have to be received by Election Day, along with Pennsylvania and Michigan; two states with similar cases still pending.Voters in those states are being urged to drop off ballots at official collection sites, not at the post office, or vote in person.“This ruling does put pressure on people to make sure that their ballot is received in time,” Eaton said.Eaton said concurrence opinions by Justices Brett Kavanaugh and Neil Gorsuch offer clues about how the high court could rule in other election-legal fights, particularly when Amy Coney Barrett joins the court. SAN DIEGO (KGTV) — Lifeguards say two people were rescued from a trail in the Blacks Beach area on Sunday in separate incidents.The first involved a woman who injured her ankle, according to San Diego Fire-Rescue. The woman was about half-way down before being injured. Lifeguards put her on a stretcher and used ropes to lower her down to the beach. She was taken by lifeguards to meet paramedics.The second occurred on the same trail, involving a woman suffering from heat exhaustion. She was unable to make it down the rest of the trail, requiring lifeguards to hoist her to the beach below to get her to paramedics.Lifeguards said with Labor Day weekend approaching and a heatwave expected next weekend, they are reminding visitors to local trails to know their limits, wear proper footwear for uneven beach terrain, and make sure they have plenty of water.Beach lifeguards say they don't expect to see crowds slow down anytime soon. 945

SAN DIEGO (KGTV) — Mission Valley is in store to get an additional nearly 30,000 homes by 2050, according to a new plan the City Council unanimously passed Tuesday.The council voted 9-0 to pass the Mission Valley Community Plan, which would increase the number of allowed housing units in Mission Valley to 39,200. Currently, the area has about 11,200 units. The idea is to change Mission Valley's underutilized strip malls into mixed-use developments, where housing and commercial are under the same roof. "That dream, that American dream, that middle class security that is created by home ownership is now vanishing for a large segment of the population, and we can do better," said Jonathan Frankel, who heads the Mission Valley Community Planning Group. But Mission Valley is currently one of the cities most congested areas. Currently, the city says 600 people live and work in Mission Valley, but 40,000 commute in daily. As part of the plan, the city would add bridges and roads, plus an additional trolley stop and bike and walking paths. It would allow the people who do live and work in Mission Valley to get where they need to go, without a car. "The Mission Valley Community Plan Update is a no-brainer that will increase desperately needed housing stock, improve amenities for residents and will help the city meet its climate action goals,” Councilman Scott Sherman said in a statement. “I appreciate my council colleagues for approving this important community plan update.”The city aims to turn Mission Valley into a transit environment to help with the region's housing crisis and its climate action goals, a staff report says. 1654

SAN DIEGO (KGTV) - Local health care workers are seeing a massive number of at-risk patients through virtual visits amid concerns over COVID-19. “We've gone from having 100 visits a day [by phone or video] to 1,200 visits just yesterday alone, says Dr. Abi Olulade with San Diego's Sharp Rees-Stealy Group. She and hundreds of doctors with Sharp Healthcare are putting a special emphasis on telehealth appointments with patients who are considered at-risk because their immune systems can be weaker. It was supposed to roll out over the next 18 months, but with COVID-19, it's compressed into a few weeks. “The immuno-compromised, transplant patients, heart failure patients or cancer patients. Sara Vladic and Lynn Vincent wrote the book together after researching it for more than 17 years. “It’s so much more than a sinking story and a shark story,” said author Lynn Vincent. Vladic spent nearly two decades interviewing survivors from the sinking USS Indianapolis. “Getting to know these men and their story and heroism and what it took to survive those days is incredible,” added Vladic, “it still teaches us lessons today of what the cost of freedom really is and what we should be remembering.” The book is cinematically written and presents multiple accounts from the men that had to fend off sharks and each other for several days at sea after the heavy cruiser was sank by the Japanese during WWII.
