UNITED NATIONS, April 21 (Xinhua) -- China's national flag on Wednesday was flying at half-mast at its permanent mission to the United Nations to mourn Yushu earthquake victims.In a solemn ceremony at the mission's residence in New York, the entire mission staff and some staff members of Xinhua News Agency observed a minute of silence to mourn the victims of the 7. 1-magnitude earthquake in northwest China's Qinghai Province.Chinese Ambassador Li Baodong told reporters that after the earthquake, the international community has extended sympathies and condolences to the Chinese government and people, and expressed support for and spoken highly of the government's swift and effective earthquake relief efforts.In their letters to Chinese President Hu Jintao, UN Secretary- General Ban Ki-moon and UN General Assembly President Ali Abdussalam Treki highly commended the Chinese government for its timely and effective measures in the earthquake relief process, Li said.The UN leaders also expressed deep admiration for Hu and Premier Wen Jiabao's decision to shorten overseas itinerary or postpone planned visits to join the people in the quake zone, Li said.The representatives of many other countries' missions to the UN, as well as the heads of some international organizations, also expressed their sympathies and support for China, he noted.The Chinese staff working at the United Nations also made sympathy calls and offered donations to support disaster relief effort, the Chinese ambassador added.

BEIJING, April 13 (Xinhua) -- The State Council, China's Cabinet, released here Tuesday new regulations on overseas investment, promising good business conditions but restricting funds to environmentally unsound projects.According to the new regulations, China still welcomes foreign investment in high-tech industries, services sectors, energy-saving and environmental protection, but polluting and energy-gorging or projects in industries running at overcapacity are not wanted.According to the regulations, the State Council said China will continue to support Chinese A-share listed companies in further introducing strategic investors from home and abroad, and standardize foreign companies' investment in domestic securities and corporate merger and acquisition moves.A national security examination mechanism will be built as soon as possible for foreign-funded companies' merger and acquisition operation in China, according to the regulations.Qualified foreign-funded companies are allowed to go public, issue corporate bonds or medium-term bills in China.Multinationals are encouraged by the regulations to set up regional headquarters, research and development centers, procurement hubs, financial management and other functional offices in China.Importing items for scientific and technological development by qualified foreign-funded R&D centers will be exempt from tariffs, importing value added tax and goods and services tax by the end of 2010, according to the regulations.Foreign-funded enterprises are also encouraged to increase their investment in China's central and western regions, particularly in environment friendly and labor-intensive companies.

BEIJING, March 27 (Xinhua) -- China's Ministry of Land and Resources (MLR) said Saturday it would assemble more than 1,100 engineers and workers from across the country to dig over 1,600 wells in the country's southwest, where a severe drought is likely to continue.All of those professionals would be arriving at the droughty areas by April 1 and the first batch set off on Saturday, said the MLR in a statement on its website.More than 1,600 wells would be drilled, providing 200,000 cubic meters of drinking water per day for 2 million people and 1 million head of livestock, said the ministry, hoping to finish digging 1,400 of the wells by May 10.So far, the MLR has already dug over 100 wells, which can produce drinking water for more than 100,000 people.The drought, which has left southwest China suffering since last Autumn, would likely continue till May as no substantial rainfall was expected ahead of the rainy season, according to meteorological agencies.It has left 18 million residents and 11.7 million heads of livestock in the region with drinking water shortages and caused direct economic losses of 23.7 billion yuan (3.5 billion U.S. dollars), data from the Ministry of Civil Affairs showed.
