Through years of development, the Internet has been closely connected with people, bringing both convenience and threats. The threats include Internet-based crimes and pornography.It is common practice for countries, including the United States, to take necessary measures to administer the Internet according to their own laws and regulations.The Internet is also restricted in the United States when it comes to information concerning terrorism, porn, racial discrimination and other threats to society.Shortly after the Sept. 11, 2001 terrorist attacks, the U.S. Congress approved the Patriot Act to grant its security agencies the right to search telephone and e-mail communications in the name of anti-terrorism. The move aroused a great deal of controversy far and wide.U.S. authorities have also taken measures, such as installing supervision software and imposing grave punishments, to curb Internet child porn, a serious crime in the country.The United States often gossips about other countries' policies on administering the Internet, but at the same time it takes similar measures to minimize the spread of illegal information. BEIJING, March 16 (Xinhua)-- The China "Summer Davos" summit, due to be held in September in the north China city of Tianjin, will again focus on sustainability and the green economy, said Andre Schneider, managing director of the World Economic Forum (WEF), Tuesday.The detailed agenda would be designed to meet the changing new growth context with more discussion of new business models and technical innovations, Schneider said in a press briefing in Beijing.The "Summer Davos" 2010, or the fourth Annual Meeting of the New Champions, would be a continuation of the third-round meeting last year, which had focused on the way out of crisis, said Schneider.With the theme, "Driving Growth Through Sustainability," this year's summit, from Sept. 13 to 15, is expected to attract more than 1,500 participants, including business executives, politicians, economists and scientists from about 90 countries.On the global economy picture, Schneider said the deep financial and structural roots of the "Great Recession" made it difficult to predict the shape of future growth.Schneider said the future also remained unclear for advanced economies, which the Organization for Economic Cooperation and Development forecast, would see a possible 10-percent unemployment rate in the second half of this year.Though the emerging and developing economies accounted for almost 50 percent of global GDP, their growth was not decoupled from the rest of the world, said Schneider.

BEIJING, Feb. 4 (Xinhua) -- Centralized procurement by the Chinese government has helped save close to 2 billion yuan (about 290 million U.S. dollars) in 2009, an official said here Thursday.The Chinese government spent more than 14.7 billion yuan in government procurement last year, Chen Jianming, director with the government procurement center said during a work conference held in Beijing.The figure was 1.8 billion yuan more than in 2008, he said.Chen noted that Chinese government departments had made "remarkable" progress in reducing their expenditures in 2009.For instance, the amount of money spent on purchasing vehicles by the government departments in 2009 dropped by 35 percent year on year, he said.They also spent two percent less in government procurement for work conferences compared with the year before, he said.Chen said the government purchases will continue to focus on energy-efficient, environment-friendly, as well as innovative and domestic products in 2010.The procurement center would stick to the policies of protecting information security and supporting small and medium-sized companies when making purchases, in order to push forward the development of the country's industries and the readjustment of its economic structure, Chen said.
