SAN DIEGO (KGTV) - An audit released by the San Diego Police Department Thursday showed they had purged 58 names from their registry of gang members. The names are collected in a database known as CalGang. 42 of the records were cleared because they had passed a 5-year purge mark. Four of the people had died and 12 had been removed due to unrevealed “discretionary” reasons. The results were released at a special joint meeting of the Public Safety and Livable Neighborhoods Committee and the Commission on Gang Prevention and Intervention. At the meeting, Dr. Rodney Hood, the chair of the gang commission also unveiled their annual report. It revealed, as of March 2017, there were 76 documented gangs in San Diego. Overall, it reports there are 3,815 gang members identified in 2017 compared to 4,052 last year. 849

SAN DIEGO (KGTV) -- After questions from Team 10, organizers of KAABOO San Diego announced it was postponing this year's festival until 2021. Concertgoers told Team 10 they had difficulty reaching anyone for answers. “We all know this isn’t happening, there’s no festival taking place. Please just give us a refund,” said San Diego resident Vince Matthews.Matthews loves music and travels to festivals all across the country. He has been to KAABOO in Del Mar every year since it started in 2015. He spent more than 0 for early bird VIP tickets for this year’s KAABOO festival. “Last year was the first festival ever that I’ve done VIP and once I did it, I realized there was no going back to general admission!”With the pandemic and COVID cases rising, Matthews wanted to know what was going to happen with KAABOO. As more large events got canceled, he was convinced it was likely not going to take place. Still, he had yet to receive any concrete information from festival organizers.“I reached out to them usually every couple weeks by email,” Matthews said. “I get the same form email that says please be patient."Patience was running out. As of Monday early afternoon, the last update posted on KAABOO’s social media accounts was June 15th. It said, in part, that they “will need just a little more time to determine our position as it relates to this year’s installment of KAABOO.” It told fans they would be hearing from KAABOO shortly.Matthews is frustrated by the lack of communication as we now head into the month of August.“There's nobody touring, there is no festival, there is no lineup. It's not going to happen,” Matthews said.KAABOO is under new ownership. It was announced last year that Virgin Fest was taking over the brand. In addition to the new ownership, the festival was moving from the Del Mar Fairgrounds to Petco Park.As of Monday morning, it still listed the September festival dates on its website.Team 10 contacted Virgin Fest founder Jason Felts. On Twitter, he told investigator Melissa Mecija that emails went to “ticket buyers last week about a possible scaled down social distanced version for 2020.”However, he determined with cases increasing that it wasn’t “a safe decision in the end and not the multi-sensory experience that KAABOO guests experience or deserve.”Team 10 spoke to four people who bought tickets. Nobody received the email that the festival claimed to send to ticketholders.KAABOO organizers released this statement to ABC 10News: With everything in the world moving so far and fast in just the last couple of weeks, we needed a little bit of extra time to be sure we were making the right go-forward decision for our beloved festival. Unfortunately, it is not the best news... We are postponing the 2020 installment of KAABOO San Diego. After much consultation with stakeholders in local government, artists and music industry friends, and members of the San Diego community, we know it is safest and best for everyone to look ahead and plan a bigger and bolder edition of KAABOO for September of 2021.All current pass holders will receive an email in the next few days outlining a special offering for those who choose to hold their passes for KAABOO 2021. All pass holders will have the option for a full refund. We are disappointed that we are not able to deliver our 2020 vision for San Diego’s favorite music festival, but rest assured we are already working hard to make 2021 an event where we can celebrate a better future.Matthews is still concerned about the process. “Being a new festival ownership and a new location, I'm a little bit more worried about the handling of refunds as I would with KAABOO the previous four years,” he said.Felts promised refunds to those who requested it. 3761

SAN DIEGO (KGTV) - An oft-deported immigrant who was charged in a DUI, hit-and-run crash that injured a young boy in the South Bay will not be tried for the third time.A judge ruled Friday to dismiss the case against 39-year-old Constantino Banda Acosta. Banda was charged with driving under the influence and fleeing the scene of a hit-and-run on Camino de la Plaza in San Ysidro on May 6, 2017.Investigators said Banda ran a stop sign and crashed his pickup truck into the Lake family’s Honda Accord, as they were heading home from Disneyland. Lennox Lake, 7, was injured in the back seat of the car, suffering serious head injuries.RELATED COVERAGE: 670

SAN DIEGO (KGTV) - After releasing a new study showing the link between free, unstructured play and increased brain development, doctors may now start prescribing playtime for young children. The study, titled "The Power of Play" by the American Academy of Pediatrics, says free, unstructured play, "is brain building, a central part of healthy child development, a key to executive function skills, and a buffer against the negative impacts of stress. Furthermore, play builds the bond between parent and child."The study blames an increase in strict scheduling, more screen time and parents' safety concerns as reasons why play time has dropped by as much as 25% over the last 30 years. The AAP is now advising its member-pediatricians to prescribe playtime to kids when they come in for wellness exams and check-ups."The benefits of play cannot really be overstated in terms of mitigating stress, improving academic skills and helping to build the safe, stable and nurturing relationships that buffer against toxic stress and build social-emotional resilience," says Michael Yogman, MD, FAAP, lead author of the AAP report.Local child development experts in San Diego agree, saying free play gives kids life-long skills."That's exactly what children need, especially in pre-school," says Andrea Wilson, the Manager at Rady Children's Hospital's Alexa's Playful Learning Academy for Young Children."That's the opportunity for them to turn-take, build empathy, use their communication skills, learn to be team players."Wilson's school emphasizes unstructured play in its classes. She says parents need to take part at home too, by giving kids choices when they play and letting them lead the way."Tell them, 'You can play with this toy, you can play with that toy,' and see what they want to do from there," says Wilson. "Also ask a lot of open-ended questions and learn with them as well."According to the study, screen-time is one of the biggest reasons kids aren't free-playing anymore. Wilson says it's easy to give kids an alternative, even when they're away from home."Having a bag of books, crayons and manipulative toys is always a better option than putting a screen in front of them," she says.As for how much free play kids need, the study doesn't give a specific set limit. Instead, it says that even as little as 15 minutes of free play showed positive results in kids' stress levels when compared to 15 minutes of being read to.The report also says that parents and doctors need to push schools towards scheduling more recess time, so kids have the chance to explore on their own. 2616

SAN DIEGO (KGTV) -- An hours-long SWAT standoff involving a domestic violence suspect in Point Loma came to an end Thursday night. Police were called to the 2200 block of Caminito Pescado around 4:45 p.m. after receiving a call from a neighbor. Police say a woman who lives in the home ran to the neighbor’s house reporting that she and her 71-year-old husband got into a fight. Police and SWAT responded and found the man on the second floor balcony of the condo. After trying to get the 71-year-old down from the balcony, police say he ran inside before a gunshot could be heard coming from the home. Neighbor Jenny Taylor spoke with 10News on FaceTime, saying she could see officers lined up with their weapons drawn from her patio. She said she was ready for the worst, "let me move it so we can at least duck down really quick and hit the floor and run inside the house, so we left the screen door open and moved all the chairs out of the way."It was hours before police and SWAT packed up.Authorities later found the man dead inside. According to police, records show authorities had never been previously called to the home. An investigation into the incident is currently underway. If you're contemplating suicide, call the National Suicide Prevention Lifeline at 1-800-273-TALK (8255). There is also a crisis text line. For crisis support in Spanish, call 1-888-628-9454. 1388
