BEIJING, Nov. 5 (Xinhua) -- The quota shift, or the voting power redistribution of the International Monetary Fund (IMF), is just the start of IMF reform, a senior Chinese foreign affairs official said here Friday."G-20 leaders have pleged that progress should be made in terms of IMF quota reform prior to the Seoul summit, and now we will honor the commitment," said Chinese Vice Foreign Minister Cui Tiankai at a news briefing on China's outlook for the G20 summit in Seoul next week.At a G-20 finance ministers' meeting held last month, participants agreed to shift six percent of the IMF quota to emerging or under-represented countries such as China, India and Brazil, from developed economies."This is obvious progress," Cui commented on the proposal forged at the minister-level meeting, adding that the Chinese side hoped the IMF's board would agree on the quota transfer."China is one of the under-represented countries and it's rational and sensible to give China more quota," said the vice foreign minister.China would not try to maximize its own interests, but seek an all-win situation with other emerging economies and other IMF members, Cui added.Cui said the quota shift was far from the end of the IMF reform and he looked forward to more changes to the financial institution."This is not the end, not even the beginning of the end, but the end of the beginning," Cui said.Many countries have said that the way to calculate the quota itself needs to be reformed, as well as the IMF governance structure.

HANGZHOU, Oct. 8 (Xinhua) -- A senior Chinese official has urged members of the Communist Party of China (CPC) working in the country's non-public economic sector to work hard to make their companies into advanced and excellent businesses.The call was made by Li Yuanchao, chief of the Organization Department of the CPC Central Committee, during a two-day study tour to Zhejiang Province, one of the regions where the non-public economic sector has been highly developed, on east China coast.The tour ended Friday.During his stay in Zhejiang, Li visited a number of non-public businesses in two cities of Huzhou and Hangzhou in order to gain a first-hand information regarding how CPC members in those ventures have been doing under a Party campaign which encourages CPC members to excel at their workposts.While addressing a symposium held Friday in Hangzhou, the provincial capity, Li said the non-public sector was "an important force for developing the socialist economy with Chinese characteristics."Li added that Party organizations and its members at non-public enterprises should try to ensure that their firms take a correct orientation of development.

BEIJING, Sept. 30 (Xinhua) -- China and the European Union (EU) are forging a reliable partnership as one's stability, growth and prosperity are in the interests of the other, said an EU envoy on Thursday.Serge Abou, EU Ambassador to China, made the remarks before Chinese Premier Wen Jiabao attends the eighth Asia-Europe Meeting (ASEM8) and the 13th China-EU summit from Oct. 4 to 6. The ASEM summit, under the theme "Quality of Life: Achieving Greater Well-being and More Dignity for all Citizens," will focus on global finance and economic governance, sustainable development, and social and cultural exchange between Asia and Europe.China, as the second largest economy in the world, plays an important role in the meetings, Abou said, adding that the growth of Chinese economy contributed much to the world, especially amid the financial crisis.Abou described the relationship between China and the EU as "maturing partnership," with trade as "the first taproot" of the ties.The 27-member EU is China's biggest trade partner while China is the EU's second-largest trade partner and most important source of imports. LANZHOU/BEICHUAN, Sept. 1 (Xinhua) -- After living through major tragedies, such as the Wenchuan Earthquake that claimed over 68,000 lives and the Zhouqu mudslides that left 1,400 dead, the new semester starting Wednesday may bring a much-needed sense of normality to the affected students.Senior high schoolers of the mudslides-hit Zhouqu County, northwest China's Gansu Province, began a new semester on a usual date, Sept. 1, which is the first day of school in many parts of China, but at a place 400 km south of Zhouqu, the provincial capital of Lanzhou.After the county was hit by massive mudslides on Aug. 8, two primary schools were damaged and high schools are now being used by these pupils. So high schoolers, altogether more than 3,000, were transferred to four schools in Lanzhou and Dingxi City."The new dormitory has everything -- bed sheets, tooth brushes, slippers, toilet paper, you name it", said Wang Wentian, whose house was destroyed. Fortunately, her family was not at home when the mudslides struck.Another student, Guo Xiangban, lost several loved ones in the mudslides. "I still feel sad when I am alone. But the past is the past and I have to move on with my life," said Guo.On the same day, students of the newly-built Beichuan High School, where over 1,000 students were killed after two school buildings collapsed during the Wenchuan earthquake on May 12, 2008, also started their new semester."I have never been in a school so beautiful. There is even a bathroom in our dorm," said Qiao Qi, a senior high student at Beichuan.The new school, covering an area of 15 hectares, can accommodate 5,200 students. Before the school was built, students, like nomads, had studied during the past two years in tents, then makeshift classrooms.Sitting in a wheelchair, Guo Dongmei looked at the bustling sports field where her schoolmates could not wait to try out the new sports equipment, such as the parallel bars.
