(KGTV) - A South Bay public official is doubling down on anti-Muslim comments as he prepares a campaign to become Chula Vista's mayor.Hector Gastelum resisted calls to resign from the Otay District Water Board in 2017 after his tweets referred to Muslims as sub-human scum. He just qualified for the June run-off to become the Mayor of Chula Vista, the county's second largest city.In an interview, Gastelum said he isn't backing down from his prior controversial comments. "How can you not condemn rape? How can you not condemn pedophilia? Or throwing gays from the roof," Gastelum said, clarifying he is not referring to all Muslims. "If people don't like what I stand for, they can vote for the person that's going to take more taxes from them."Hanif Mohebi, who runs the San Diego chapter of the Council of American Islamic Relations, called Gastelum's comments bigoted and hateful."Are we referring to other criminals by their religion?" he said. "(Charleston church shooter) Dylan Roof and many others. Are we referring to others by their religion? If not, then why are we singling out this community and referring to them by their religion."Gastelum is running against Incumbent Mary Salas, teacher Arthur Kende, and Parks Supervisor Daniel Schreck for the seat. The top two vote-getters in June move on to a November runoff. Gastelum's campaign statement has no anti-Muslim comments. Instead, it talks about cutting taxes, eliminating Chula Vista's welcoming city program, and bringing Amazon back to the table to put its headquarters here. The Otay Water District board censured Gastelum last year. The Chula Vista City Council also called for him to resign. Gastelum's term on the board goes through 2020. 1778

(KGTV)- The Chula Vista Police Department is debuting a first-of-its-kind program allowing officers to listen in on 911 calls in real time.If you live in Chula Vista and need to call to 911, there's a good chance the person who takes your call won't be the only one listening."Essentially the community is talking directly to officers and getting that information relayed to them immediately," said Lt. Don Redmond, who oversaw the project.The brainchild of a Chula Vista police officer, the department partnered with HigherGround, a dispatch software company, to create Live 911, which allows officers to hear 911 calls inside their vehicles. Here's how it works. Patrol officers can pick an area near them - say a half-mile radius - and listen to any 911 call as it comes in."They're hearing real-time information, as opposed to the inherent delays in dispatching," said Lt. Redmond.Right now, 911 calls are taken by a person who inputs information. A dispatcher reads that information and radios officers to respond. Lt. Redmond says that process can take several minutes. Those minutes could become critical."If it save us two or three minutes, that could be a life that we save," said Lt. Redmond.After a six-month test, Live911 went into all police vehicles in mid-May. Already, there have been examples of quicker response times. On one occasion, an officer got to a home within a few minutes - in the middle of the 911 call - and rendered medical aid. Lt. Redmond says Live911 will also help officers respond better. Because dispatch can relay only so much information, officers in the past only got part of the picture."The officers can hear everything, they are picking up on clues that could be left out," said Lt. Redmond.Those clues could include a person's tone and urgency, and any details that could help an officer better assess or deescalate a situation."We feel like Live911 can be a game changer for law enforcement in general," said Lt. Redmond.Lt. Redmond says a handful of police departments across the country have already called them with plans of implementing a similar program. 2132

(KGTV) -- A Chula Vista police officer shot and killed a man who stabbed him several times in the face Tuesday night.Two officers got a call from a resident on Melrose Ave. who said a man threw a piece of concrete the size of a baseball at his head abouut 9 p.m.The officers determined the man was at a home on Monterey Ave. and went to the address at 10:25 p.m., police said.A woman opened the home's front door to the two officers.  The man began assaulting the first officer, police said, and they scuffled.Police tell 10News the man stabbed the officer up to half a dozen times in the head and face. The officer fired several times in self-defense, police said.At least one shot hit the man, who died on his way to the hospital.  CVPD identified him as 27-year-old David Scott.The second officer and the department chaplain, who was on a ridealong, were able to assist the injured officer. CHULA VISTA (KGTV) — The man accused of threatening St Rose of Lima Church and School plead not guilty at his arraignment Friday at the Chula Vista Courthouse.During the afternoon proceedings Thomas Escajeda, 61, entered the courtroom and sat shoulders hunched, a frown carved into his face with eyes nervously panning the room.No facts in the case were shared, and bail stayed at 0,000.RELATED: Man accused of threatening South Bay church, school says it's all a misunderstandingAfter the arraignment, Escajeda's attorney Adam Hepburn spoke on his demeanor, "he's never been in custody before, this is his first time ever being arrested this is his first time ever having this type of contact with law enforcement... He is clearly upset, it's a new setting it's very difficult."Escajeda spoke exclusively with 10News from jail Thursday explaining it was all a big misunderstanding. He said he called the church office and wanted to help out with the All Saint's Day activities."If I could sell hot chocolate, and coffee maybe some donuts, I could make a killing because you know when you get up at 6:15 to go to church it's pretty cold," he said he didn't get to finish his sentence and wanted to apologize to everyone at the congregation.RELATED: Chula Vista church receives threat against All Saints Day massWhen Choir Member Silvia Sotelo heard what he told 10News she was surprised, "so hard to believe that... I think when we call an office, I mean we don't tell them I mean okay I'm going to kill everybody because I'm going to make a good chocolate, I mean that is not that way that we talk when we make a phone call."When asked if he should be punished, she replied, "It's not something I will decide," saying she wasn't the one to judge.Escajeda is facing a felony criminal threat and misdemeanor electronic communications threat charges."We take these threats very seriously I can tell you that our office and several other agencies formed essentially a committee, or a task force, and tried to develop protocols for these situations so we can get out in front," Deputy District Attorney Christopher Blaylock said.He could not say how long they've had the task force in place.Hepburn said they didn't argue the 0,000 bail Friday, "In order to combat or contradict that we like to get as many facts as possible, speak to family, friends, and do our own investigation before we make a bail pitch."Hepburn said the judge has to make a ruling on bail based on what has been presented so far in the police report, and take that as fact.If Escajeda's not guilty plea stands and he gets out, Sotelo said she'd welcome him back, "we're all sons of God it wouldn't be any different with me." 2762
