SAN DIEGO (CNS) - The San Diego City Council will take a look at the Riverwalk San Diego project Tuesday, a proposed transit-oriented neighborhood development along the San Diego River in Mission Valley.International real estate firm Hines has proposed the 200-acre project, which is intended to transform the existing Riverwalk golf course into a neighborhood as well as restore the stretch of the San Diego River that runs through it.According to Hines, if the plan is approved Tuesday, the company plans to break ground during the second half of 2021.The San Diego Planning Commission recommended approval of Riverwalk San Diego project on Oct. 22 with five in favor, one abstention and one commissioner absent.The Hines plan includes 4,300 homes -- 10% of which are planned to be affordable housing -- a Metropolitan Transit System Green Line trolley stop, 152,000-square-feet of retail space, 1 million square feet of office space, 100 acres of parks and new bike and pedestrian paths, including an extension of the San Diego River Trail."I think it could be something to set the standard for what transit- oriented development can look like," said San Diego Planning Commissioner Vicki Granowitz.The Riverwalk plan, established through a partnership between Hines and the Levi-Cushman family landowners, incorporates community input gathered over several years by the Hines team in nearly 100 stakeholder and community planning group meetings."We appreciate that the planning commissioners recognized the extensive community outreach and collaboration that helped form our plan and the care we're taking to create an environmentally responsible, transit- oriented legacy project for San Diego," said Eric Hepfer, managing director at Hines. 1754

SAN DIEGO (CNS) - Testimony wrapped up Wednesday in the murder trial of two men accused in the stabbing death of a Chula Vista music producer whose body was found in a drum floating in San Diego Bay.Timothy John Cook, 54, is charged with the Sept. 30, 2017, murder of his housemate Omar Medina, 28. Co-defendant Derrick Spurgeon, 40, is charged with being an accessory for allegedly driving the boat used to dump the victim's body, which was found 12 days later inside the 55-gallon barrel, which had been weighed down by a makeshift anchor made of wire and cinderblocks.Medical examiners said Medina had been stabbed more than 60 times in the chest, back, neck and head.RELATED: Man whose body was found in a barrel had been stabbed 66 timesAttorneys will make closing arguments Monday morning at the downtown San Diego courthouse.Deputy District Attorney Cherie Somerville told jurors that Medina and Cook both worked at a scaffolding business for Cook's younger brother and were living together at a home in Chula Vista.In a text exchange with his brother, Cook expressed annoyance with Medina over his drinking and sloppy household behavior, leading Cook to eventually kick him out of the house, according to the prosecutor.RELATED: Opening statements made in murder trial involving body found in barrelSommerville also noted in her opening statement that Medina had recently come into a substantial amount of money via an ,000 settlement he received in a lawsuit.Medina's family never heard from him after Sept. 30, and filed a missing person's report soon afterward with Chula Vista police. Somerville alleged that a barrel matching the one containing Medina's body can be seen in the bed of the pickup in the footage.She also said a search of the McIntosh Street home yielded additional indications that Cook was covering up the murder, such as removal of his home's kitchen sink and stripping down Medina's room, which was located in an attached building on the property.Oien said Cook was merely fixing up the home, and that he had an agreement with his landlord to make occasional repairs in exchange for lower rent.Spurgeon's attorney, Roland Haddad, said there was no evidence that his client had any knowledge that he was assisting Cook in disposing a body, if Cook even committed the murder at all. The men exchanged phone calls on Oct. 11, but Haddad said there was no evidence regarding what discussions they had over the phone, nor what was said on the alleged boat ride when Medina's body was dumped into the water. 4095

SAN DIEGO (CNS) - San Diego County public health officials have reported 320 new COVID-19 infections and four more deaths from the illness, raising the county's totals to 50,143 cases, a milestone for the region, and 825 fatalities.Two women and two men died, and their ages ranged from early to late 60s. Three had underlying medical conditions.Of the 11,371 tests reported Friday, 3% returned positive, bringing the 14-day rolling average percentage of positive cases to 2.8%. The seven-day daily average of tests was 10,127.Of the total number of cases in the county, 3,670 -- or 7.3% -- have required hospitalization and 849 -- or 1.7% of all cases -- had to be admitted to an intensive care unit.Four community outbreaks were reported Friday, two in businesses and two in restaurant/bar settings.In the past seven days, Oct. 3 through Oct. 9, 38 community outbreaks were confirmed, well above the trigger of seven or more in a week's time. A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households over the past 14 days.The county remains in the second -- or red -- tier of the state's four- tier COVID-19 reopening plan. San Diego's state-calculated, adjusted case rate is 6.5 per 100,000 residents, down from 6.7. The unadjusted case rate is 7.0, down from 7.2.The testing positivity percentage is 3.5%, the same as last week, and it is in the third -- or orange -- tier.San Diego State University reported that of the five confirmed cases added to the total case count on Saturday, three are new cases. SAN DIEGO (CNS) - Starting today, the Port of San Diego is conducting an over-water lighting field test as part of the San Diego-Coronado Bay Bridge Lighting Project -- the next step in a process to artistically illuminate a portion of the 2.1-mile bridge span from the Coronado shoreline to Harbor Drive in San Diego.The testing is scheduled to occur between 6:15 p.m. and midnight from Sunday to Saturday, Nov. 14. To allow the testing, 170 computer-programmable color LED luminaires and controllers are being temporarily installed on three of the tallest columns near the center of the bridge span.Each night during the live technical testing, lighting in different colors, combinations, sequencing and arrangements will be intermittently visible on the three columns. Occasional periods of darkness will occur as other aspects of the installation are tested.``This bridge lighting test provides San Diego a unique opportunity to see what's possible and how the infusion of technology and art can make people feel connected to, and inspired by, our beautiful waterfront,'' said Marshall Merrifield, port commissioner. ``Our goal is to ignite the imaginations of every person in the San Diego region, and after years of dedicated time to the project, bring forward a viable, beautiful addition to the nighttime skyline.''The week of technical testing is intended to evaluate the lighting design that has been developed to date, its technical functionality and its ability to effectively display the range of artistic color lighting as originally envisioned.During the testing, the project team and design consultants will take measurements, collect data, and identify adjustments that may be necessary as the project's design development continues. The testing will also help in better understanding the project's feasibility and capabilities, answer questions related to engineering, design, sustainability, and be used to create an adequate project description for environmental review.This is the second test of the project. The first took place in April 2019 and tested lighting on two columns over land on the San Diego side of the bridge. After the first test was complete, the Port received a Coastal Development Permit in October 2019 for the overwater testing allowing the Port to move forward with this upcoming test.Following a worldwide competition, an international design team consisting of lead artist Peter Fink of Studio Fink LTD, architectural lighting specialists Speirs+Major Associates and Buro Happold Consulting Engineers, was selected to design the artistic lighting concept for the project.As a follow-up to the lighting tests, the Port plans to invite community members to share their input and have conversations with the design group to ensure communication and collaboration and to further develop a signature, bay-spanning illuminated artwork for the region.In addition to public input, and once the upcoming lighting test is complete, the Port will initiate plans to proceed with environmental review as the next step of the project. 3074
