The current pandemic has led many people to spend more time outside this summer, with many setting up backyard pools or heading to lakes and beaches. But all of that water recreation has led to a spike in drownings."We were seeing it across a national level and when we looked at our local data, we saw that we were following as part of that trend," said Dawne Gardner, an Injury Prevention Specialist with Cincinnati Children's Hospital. Normally, they see anywhere from one to three child drowning deaths a year. This summer, they've seen nine."We know that with parents, they're looking for alternative vacations and things are limited right now with COVID-19 and still being able to social distance. We know that with those limited options, parents are utilizing backyard pools more," said Gardner. Gardner says it may seem safe to have your child swimming in your backyard but she says safety goes way beyond location. Supervision is key."You can't be distracted. So, when kids are in and around water, parents have to be on top of the supervision. Every second counts. And if you take your eyes off of them in the water even for a second, that could be that quiet second that a child slips under water," said Gardner.Other areas of the country also saw a dramatic change in the number of child drownings, but not all were bad. Johns Hopkins All Children's Hospital in St. Petersburg, Florida reported that from March through June, doctors saw a 150 percent increase in child drownings and near-drownings compared to the same time period last year. While at Valley Children's Hospital in Fresno County, California, officials reported a sharp decline in child drownings. The shelter-in-place restrictions from the COVID-19 pandemic don't just prompt families to take part in more water-related activities, they did so at a time when most swimming lesson facilities had to shut down.It was a concern for Aqua-Tots that kids were missing out on a crucial time for swim lessons. "It was incredibly hard to close the doors to our businesses at such a crucial time of year where families and children are outside in the heat and they're flocking to bodies of water. They're swimming a lot more often so it was very tough," said franchise owner Lindsay Thayer of Aqua-Tots. Aqua-Tots has 100 locations in 14 different countries, including here in the U.S. They teach swimming lessons to children, teens and adults. Thayer says to help prevent accidental drownings, children need to learn water safety."Children need to know that they need to ask permission, when to approach a body of water, when to get into a pool or lake with mom or dad, a guardian or adult before doing so. Also, swim lessons are especially important. Participating in a formal swimming lesson program can reduce the risk of drowning by 88% in children between the ages of one and four," said Thayer.Jen Deis, the General Manager of Goldfish Swim School near Cincinnati agrees. Goldfish Swim School provided some online tutorial videos for parents to help them teach their children some basic swimming skills. But she says swim lessons, even during the winter, are vital."Swimming is like any other sport or skill. Kids need constant reinforcement of those swim skills to remember those water safety skills year round. While, right now it is a top priority, with kids around bodies of water a lot of times, keeping them consistent in their swim lessons is really important," said Deis.Cincinnati Children's Hospital reports the nine drowning victims ranged in ages from young children to teenagers. Ensuring fences or other barriers are around pools is also important.They're urging parents to be vigilent when it comes to keeping your children safe around water, hoping to prevent any more accidental drowning deaths this summer. 3807

The future of the Deferred Action for Childhood Arrivals program got murkier Tuesday when the Texas attorney general made good on a threat to challenge it in court.The lawsuit throws a wrench in an already-complicated legal morass for the DACA program, which protects young undocumented immigrants who came to the US as children and which President Donald Trump has been blocked from ending, for the time being, by other federal courts.The lawsuit has the potential to create a headache for the Justice Department and courts as it could potentially conflict with rulings from judges in three separate judicial regions of the country who have blocked the end of DACA and could force the government to take an awkward position in the case.It may also potentially seal the issue's path to the Supreme Court.Texas Attorney General Ken Paxton and six other states on Tuesday filed a lawsuit challenging the lawfulness of DACA, arguing that former President Barack Obama's initial creation of DACA in 2012 violated the Constitution and federal law.The case was also re-assigned late Tuesday to District Judge Andrew Hanen, the judge who initially issued the nationwide ruling preventing DACA from being expanded through a similar program in 2014. Hanen was seen as particularly unfriendly to DACA based on his ruling in the related case, and advocates feared a DACA challenge before him would likely be decided the same way. His ruling ended up remaining in place after a Supreme Court challenge deadlocked 4-4 while awaiting a new justice after the death of Justice Antonin Scalia.The move follows through on a threat from Paxton and what was originally nine other states to challenge DACA in court as part of a lawsuit regarding a similar but broader program that expanded upon DACA to include parents. Paxton issued an ultimatum to Trump: End DACA himself or defend it in court and face the prospect it is overturned by a judge that had already rejected the program's expansion in that other lawsuit.Under Paxton's threat, Trump and his administration decided to end the program in September, with a wind-down period ostensibly to allow Congress to act to save it legislatively. After the administration said they would rescind the program, Paxton backed off and allowed the other lawsuit to be dispensed with.But multiple lawsuits were filed challenging the way Trump ended the program -- resulting in multiple federal judges putting the brakes on the move and ordering the Department of Homeland Security to resume processing renewals for the roughly 700,000 participants in the program. A federal judge in DC last week went a step further, saying the department had to resume accepting new applications unless it issued a new legal justification for ending the program that passed muster within 90 days.The Trump administration had used the possibility of a court immediately terminating DACA in response to such a lawsuit from Paxton as the justification for ending the program altogether -- a justification the federal judge in DC found flimsy.Congress, meanwhile, has failed to reach consensus on how to preserve the program with legislation, and the court rulings preserving the program only served to further take the pressure off lawmakers.The states challenging DACA are Texas, Alabama, Arkansas, Louisiana, Nebraska, South Carolina and West Virginia.Tuesday's move leaves plenty of questions going forward -- including whether the Justice Department will defend DACA in court in Texas or allow another entity to argue in its favor. The ruling could also have implications for the DC case and whether the administration's legal reasoning gains credence.If the Texas court were to also issue a nationwide ruling in favor of the termination of DACA, it could set up dueling nationwide decisions that would likely end up at the nation's highest court."The first three courts have ruled in favor of DACA recipients," said Stephen Yale-Loehr, a Cornell Law School professor and attorney with Miller Mayer. "If this lawsuit goes the other way, the Supreme Court may have to decide the issue." 4126

"We saw no evidence that receiving all the vaccines and receiving them on time in anyway damaged the child's immune system."The study looked at infants two years after they got those vaccines, and found they weren't likely to be more susceptible to other infections not targeted by those vaccines.Dr. Glanz says, "I'm hoping he provides some reassurance that these vaccines are safe and the benefits greatly outweigh the risks and that if they have any concerns that they should talk about it with the doctors." 1658

  

The Centers for Disease Control has issued new guidance for employers, giving them various situations they may come across and how they should decide to test their employees for COVID-19."There's a lot of different questions coming out from employers about the whole process of testing, doing temperature taking of employees who are returning back to work again," says Amber Clayton, the knowledge center director at the Society for Human Resources Management.Clayton says employers are grappling with increased uncertainty surrounding how and when to implement coronavirus testing at their offices."Employers can have a policy in place. Per the Equal Employment Opportunity Commission they can test during this pandemic so they could require COVID testing. Now, antibody testing can’t be mandated but COVID testing can," says Clayton.The CDC recommends, in most cases, to only test employees who are showing symptoms.But what if a person knows they've been exposed to the virus but isn't showing symptoms, is a test appropriate?"I think it may be on a case by case basis. So, if it is positive, I think it's probably helpful. It tells you the person did in fact become infected," says Dr. Beth Thielen, an infectious disease doctor with the University of Minnesota.Dr. Thielen says employers should be careful, though, as employees who aren't showing symptoms could have a false negative if they test too early, before the virus spreads in the person's system."The CDC guidance still indicates if someone tests positive for COVID before they return back to work, they should be quarantined and out of work for at least 10 days, that they don't have a fever or they've they have gone without a fever for 24 hours or without fever reducing medications," says Clayton.Employers can ask employees who have gotten a positive COVID-19 test to take a second test, showing they're negative before returning to work, but the CDC doesn't recommend it and says in their guidelines, "Employees with COVID-19 who have stayed home can stop home isolation and return to work when they have met one of the sets of criteria.”Some of that criteria includes 10 days passing since the employee last experienced any COVID-19 symptoms.Dr. Thielen says, this recommendation makes sense."We haven’t detected people who have had culturable virus out as far as 14 days after," says Dr. Thielen. She adds, so far, studies have found that most people who still test positive weeks alter won't transmit the virus to others. She believes employers should continue to look to the CDC for guidance."I think these are some of our leading public health thinkers and they’re making decisions based on a long history of experience based on dealing with other respiratory infections but also newly emerging data," says Dr. Thielen.As for Clayton, she says employers will want to ensure the confidentiality of employees who do test positive while at the same time notifying others who may have been exposed. And also, do some research or consult legal counsel before implementing any testing at the office."Or if you have situations where employees refuse to be tested maybe for medical reasons, those things tend to fall under the Americans with Disabilities Act sometimes, so make sure you’re doing your homework before you implement any type of testing program," says Clayton. 3350

According to Business Insider, Jelly Belly inventor David Klein is launching Spectrum Confections, which will sell CBD-infused jelly beans. Business Insider reports that the candies will come in 38 flavors, including pi?a colada, strawberry cheesecake and roasted marshmallow. Each bean will reportedly contain 10 milligrams of CBD. Jelly Belly itself, which was created by Klein in the 70s, isn’t involved in the new creation.
