SAN DIEGO (KGTV) - A tow truck driver helped San Diego Police capture a man who the driver said was starting a fire Thursday along Interstate 15 in central San Diego.Police said the tow truck driver reported the man near the 15 and 94 freeways in Mount Hope about 1 p.m.Officers handcuffed the man and placed him inside a patrol car, but he managed to get out of his restraints. Police said he fought back and they removed him from the car to restrain him again.“The gentleman attempted to bite two of the officers on their hands as they were attempting to place him in the body wrap system,” said SDPD Sgt. Nathan Chambers.Arson investigators who responded to the fire scene found charred wood and grass. There was no evidence of a large fire.10News asked police if the man is connected to other recent fires in the area but officers said that has not been determined. SAN DIEGO (KGTV) — A state measure just signed into law prohibits landlords and HOAs from discriminating against tenants and members who display religious items on their doors. The new rule stems from a dispute in Little Italy between residents and their HOA. The law "protects the display of a religious item within 15x30 square inches, as long as it does not interfere with the opening or closing of the door," Matt Wagner, with the Anti-Defamation League. The display must not "interfere with building operations and must be posted do to a sincere religious belief," says Matt Wagner, with the Anti-Defamation League.  The new law will take effect on January 1, 2020. The bill was written after a Jewish family in Little Italy was told by their HOA to take down the mezuzah on their door. The HOA has not been named.The posting of the mezuzah is required of all observant Jews. If the display is not posted, it renders a Jewish family essentially unable to live in the home. The Anti-Defamation League stepped in asking the HOA to allow the posting of the religious symbol, but they refused. The new law applies to HOA's and all landlords throughout the state.  "Just because you are a renter… doesn't mean you lose your right to religious freedom or expression," says Assemblymember Todd Gloria. "You are entitled to the same rights and the same protections as a tenant. We now have made that clear with Senate Bill 652."10News learned the HOA who refused to allow the posting of the religious symbol is now in litigation.  1575

Robert DeLaurentis will first be traveling to the South Pole and then to the North Pole, connecting the only two places on the planet where peace exists. "It's a mission of global peace. We like to say oneness. One planet, one people, one plane," said DeLaurentis.They have been working on upgrading the 1983 aircraft for several years now; DeLaurentis named it Citizen of the World. "It's like taking a classic car and turning it into a race car. It's been talking to us, letting us know what needs to be fixed or replaced," DeLaurentis says.It's not the first time DeLaurentis has attempted an ambitious journey. In 2015, he circumnavigated the globe, braving a failing engine at one point. "My dad says he'd prefer I have a country club membership than do these flights!" jokes DeLaurentis.But it was on that trip he learned no matter where you live, we're all more similar than we may think. DeLaurentis will be the first to complete the journey with this class of airplane. And will also be the first to use biofuel over the poles, which is better for the environment.He'll have a NASA experiment on board and will also be testing the air for pollutants every step of the way.DeLaurentis will face harsh conditions in the South Pole, like extreme winds and weather fronts. But despite the dangers, he says this is what he's meant to do."People work hard, and they get to the point where they decide they want to do some other things, for me, it's just to go out in the world and maybe make a difference. So I'll take my chances."The San Diego pilot is getting help from over 90 sponsors to make the trip a reality. SAN DIEGO (KGTV) - Amtrak has announced a new fall sale, "Amtrak Across America" with fares as low as .The sale started Tuesday and will last through Friday, October 12. Prices will be valid for travel from November 27, 2018 to May 22, 2019. SAN DIEGO (KGTV) -- A toddler found near Lincoln High School Thursday afternoon has been reunited with his parents.According to a witness, the child was found wandering around near the corner of Franklin Avenue and Gloria Street.The witness, who had just dropped her granddaughter off at cheer practice, said the toddler wasn’t crying, but simply standing on the street alone.The woman approached the child and asked if he was lost before the toddler smiled back at her. She then asked where he lived.After the child pointed down the street, the woman took his hand and called out loudly asking if anyone lost a child.After no one came forward, the woman took the young child to a nearby fire station where a fire crew was able to call police.Police were able to bring the child safely to a police station where they took care of him until he was brought home. 868
