SAN DIEGO (KGTV) — City council leaders unanimously approved a reform to allow local churches to build affordable housing in parking lots.The plan will allow churches and other religious institutions to choose to build affordable housing units in their parking lots to utilize large areas of the property that may go typically unused during the majority of the week.Previously, the institutions were required to offer a certain amount of parking spaces based on the location's capacity.The approval is part of a series of housing reforms the city hopes spark new affordable housing opportunities. City leaders are optimistic the moves will increase local housing supply, attract new construction, and lower costs in the long run.RELATED: Protesters air grievances in an end-of-year 'Festivus' at City Hall“There are so many religious leaders who want to know what they can do as we face a statewide housing crisis that is putting the squeeze on working families,” Mayor Faulconer said in a release. “We have people in need and people who want to help so giving churches the opportunity to build affordable housing on underutilized parking lots makes all the sense in the world.”The idea has been gaining steam since last Spring. The group UPLIFT San Diego led the effort dubbed YIGBY, or "Yes in God's Back Yard.""There are 1,100 churches in San Diego County with over 3,000 acres of property," UPLIFT leader Tom Theisen told 10News in June. SAN DIEGO (KGTV) -- At the Sycuan Visitors Center in El Cajon, you'll find pieces of history on display. Tools, clothing, baskets, even instruments, all tracing their origin to the Kumeyaay people."We were very important in shaping this landscape, so we developed the landscape and the landscape developed us," said Ethan Banegas, who teaches Kumeyaay history and is Kumeyaay himself.The Kumeyaay people live on 12 reservations in southern California and six in Mexico. Their history is rooted deeply in the San Diego area."We have old village sites all over. Old Town, where the first mission was, was an old village called Kasoy, " Banegas explained. According to Banegas, at one point, the Kumeyaay people lived from the desert to the mountains to the ocean and numbered between 30 and 50 thousand.RELATED: Native American tribes join to celebrate life and heritage at San Diego powwowBy the late 1800s, historians estimate the Kumeyaay population had dwindled to as low as 1000. Even as numbers started to rebound, the language and music continued to fade. Banegas says at one point traditional singers had all but disappeared. However, there was a resurgence in the 1960s that continues today."We have a whole generation learning these songs that were basically gone."As for the language, there are only about a dozen speakers left in the U.S. and a few dozen more in Mexico. But there's an effort underway to teach young people and keep it alive. Banegas says a turning point for many tribes was gaming, which provided an economic solution to the severe poverty many people experienced on the reservations. Today Banegas and others are using education to keep their culture alive and hope that during this Native American heritage month, San Diegans take time to remember the people who've called this land home for thousands of years. 1849

SAN DIEGO (KGTV) - Congress is considering a bill that will push for more transparency in the online event ticketing industry. Included in the reforms would be a mandate that companies disclose the full cost of each ticket, including additional fees, up front.In the current environment, most ticket sites show only the cost of the ticket up front, but add the fees after the customer has begun the process of purchasing the tickets.San Diego Congressman Scott Peters is on the committee considering the bill and questioned leaders from the major ticketing companies during a congressional hearing Wednesday. The hearing included representatives from Ticketmaster, Stubhub, and AXS.Other contentious issues being considered by lawmakers include battling ticket fraud, transfer of tickets once purchased, and the accusations that companies withhold putting many of the tickets on sale at one time in order to create a false sense of demand and artificially cause the ticket prices to increase.Peters says he thinks Congress will be able to pass a strong bill to create more transparency.
