CHULA VISTA, Calif. (KGTV) — It’s a United States census year and so far, census numbers are not where they should be for San Diego, so Chula Vista leaders held a “week of action” to try to increase numbers.San Diego County has reported a 67.7% response rate compared to 68% in 2010. The goal is to surpass the 2010 numbers and hit 70% this year.Angelica Davis with the City of Chula Vista said they had planned many outreach events to connect with the community, but coronavirus has made that difficult, so they’ve had to find new ways to encourage people to fill out the census in a safe way.The final day of the week, residents could attend a drive-through event where the first 50 cars got whole pizzas and everyone was entered to win prizes and bikes. Anyone who came had access to translators, technology, and people who could answer questions.Davis said these resources are crucial in the Chula Vista community, especially with a push this year for 80% of participants to do the census online.“Not everybody has access to wireless or devices to be able to do it online,” she said.She also said many people in the Chula Vista community are worried about how their information will be used. Of the nine questions on the census, none of them ask about citizenship status and all responses remain private.“The information that gets obtained by the census cannot be taken by other reporting agencies, it’s all confidential,” said Davis.Davis said another problem is that people don’t realize what the census does, so they don’t bother to do it.”We’ve actually had people ask well what is the census, and I don’t think they make that connection that with that data, they determine where the funding is needed, where it needs to go,”The more people who live in a community, the more funding they’ll get, and that funding goes toward resources like rental assistance and food programs, which she said have all been needed the past few months with coronavirus.The U.S. Census Bureau is scheduled to start door knocks to encourage census participation in August. A clip posted to Facebook shows a man screaming racial obscenities at a female customer while the woman he’s with calmly pumps gas into their car.The incident reportedly happened at the Shell gas station at the Village Marketplace in the Eastlake neighborhood of Chula Vista at around 4 p.m., according to the victim.In a Facebook video post, the victim wrote that the man had approached her car and began shouting vulgarities then returned to his car. “No there is nothing done prior to this on my part. No there was nothing wrong that I knew of. No, there was no history," the victim wrote in the Facebook video post."No, I've never seen this couple before. No, there were no words exchanged between us, no eye contact, he just began to spew hateful commentary when he saw me get out to pump," the victim said.Sensing that something may happen, the victim used her cellphone to record the encounter, and that's when the man approached her again.The video shows a man with face and arm tattoos jumping out of the passenger seat of a light colored Nissan Versa hatchback. He approaches the victim’s car while flashing both middle fingers and screaming, “F*** n*****s!”The man then walked up to the victim’s vehicle and spit on the windshield.10News is not identifying the victim for her own protection.According to the victim, the couple drove away after the woman finished pumping gas.“I am beyond grateful that he, for some reason, changed his mind and did not spit on me or put his hands on me,” the victim said.The woman called Chula Vista Police about five hours after the confrontation at the gas station, according to Chula Vista Police Department Captain Phil Collum. Officers took information from the woman and followed up with her Friday to gather more information and documentation, Collum said. They will evaluate the evidence to see if it amounts to a criminal offense. Collum said police do not know the identity of the man seen in the video. “This is highly unusual,” said Collum. He had recommendations for anyone in a similar situation. “Do not engage, do not get involved, always take the high road,” Collum said.Anyone with any information is asked to call CVPD. 2350

CHULA VISTA, Calif. (KGTV) -- When you ask Chula Vista City councilman Steve Padilla what he learned during 2020, he'll say it was to appreciate the little things in life. Things like valuing every moment and never take time for granted. ABC 10News caught up with Padilla as part of our Positively San Diego, A Season of Hope series. Padilla beat COVID-19 after spending weeks in the ICU, 11 days on a ventilator. Padilla says the love and support of the community has been overwhelming. After beating COVID-19 and weeks of recovery, Padilla got back to work as city councilman, while also campaigning for reelection. He won his reelection by a landslide. The councilman says he is incredibly thankful for the healthcare workers still battling this pandemic, especially the ones that saved his life. While he says he's looking forward to the new year and being able to hug people he hasn't hugged in months, he recognizes there is still so much work to be done before the pandemic is under control. 1008

CHULA VISTA (CNS) - A part-time Coronado High School basketball coach pleaded guilty today to a felony sex charge involving a 17-year-old female student.Jordan Tyler Bucklew, 34, remains out of custody on bail and is slated to be sentenced Dec. 22 following his plea to a felony count of unlawful sexual intercourse with a minor.He was charged in February with a felony count of digital penetration and three misdemeanor child molestation counts, which could have had him facing up to three years in state prison if convicted, but those charges were dismissed Tuesday in light of the plea.The Coronado Police Department received a report on Jan. 31 regarding ``an inappropriate relationship'' between the part-time coach and a teenage student, and Bucklew was arrested three days later.According to the original criminal complaint, the incidents took place between December 2019 and January of this year.When Bucklew was arrested, the Coronado Unified School District issued a statement saying the district ``takes such claims very seriously. When the allegations became known, the district followed policy and protocol including cooperation with Coronado Police Department to protect the safety and security of district students and staff.''Officials with Coronado High School and the school district did not immediately respond Tuesday to inquiries regarding Bucklew's employment status. 1397
